Regarding the fact that the headquarters of the Hoa Binh - Da Bac Regional Tax Department (Phuong Lam Ward, Hoa Binh City, Hoa Binh Province) was invested in construction of nearly 60 billion VND but is currently vacant because there is no way to access the office, the People's Committee of Hoa Binh City is studying the investment plan to build the road.

The headquarters of the Hoa Binh - Da Bac Regional Tax Department has been invested in building 6 working floors and 1 ground floor for parking with a total investment of nearly 60 billion VND in the central area of ​​Quynh Lam (Phuong Lam ward, Hoa Binh city, Hoa Binh province).

According to Dan Viet reporters, in 2020, after the construction was completed, the Hoa Binh - Da Bac Regional Tax Office was put into use. However, from mid-September 2023 until now, this headquarters has been vacant because there is no entrance to the office.

The reason is that after coming into operation, due to the lack of access, the Hoa Binh - Da Bac Regional Tax Department had to borrow part of the land area from the Hoa Binh Provincial Police to have access to work.

By the end of August 2023, the Provincial Police announced the repossession of the borrowed land area to ensure State secrets regarding security and defense land according to regulations.

Therefore, after returning the land area to the Provincial Police, the Hoa Binh - Da Bac Tax Department had no road to the headquarters so it had to be left empty. Currently, the unit's officers and employees are arranged to work temporarily at the Hoa Binh Provincial Tax Department building (Chi Lang Street, Quynh Lam Ward, Hoa Binh City).

Currently, some locations at the Hoa Binh - Da Bac Regional Tax Department headquarters are showing signs of cracking and peeling. According to the security guard at the Hoa Binh - Da Bac Regional Tax Department headquarters, every time it rains heavily, the second floor of the building leaks; even though the windows are closed, rainwater still floods into the building.

According to the plan, in front of the land for the construction of the Hoa Binh - Da Bac Regional Tax Department headquarters is the Chi Lang Road project extending phase 1 to the foot of the Hoa Binh Provincial Party Committee slope. However, currently, more than 700 square meters of land in front of the gate of this tax department headquarters has not been cleared. Therefore, although it is in operation, the Hoa Binh - Da Bac Regional Tax Department headquarters still has no entrance and must use the land borrowed from the Hoa Binh Provincial Police.

To have access to the Hoa Binh - Da Bac Tax Department, the Hoa Binh Provincial Tax Department has repeatedly sent documents to the Hoa Binh Provincial People's Committee requesting to clear the remaining area. However, up to now, the clearance of households has not been carried out.

To solve the problem of access to the Tax Department headquarters in Hoa Binh - Da Bac area, at the end of November 2023, the City People's Committee sent a document to the People's Committee of Hoa Binh province regarding the continued implementation of the project of connecting road from Chi Lang extended road to the entrance to the swimming pool, Hoa Binh city.

In response to the proposal of the People's Committee of Hoa Binh city, the Department of Planning and Investment of Hoa Binh province has issued a document proposing to the Chairman of the People's Committee of Hoa Binh province to assign the People's Committee of Hoa Binh city to study and invest in the construction of the remaining unbuilt section of the road project connecting Chi Lang extended road to the swimming pool entrance road, Hoa Binh city using additional provincial budget capital with a target for the city and the budget of Hoa Binh city.

On the afternoon of March 29, speaking with Dan Viet reporter, an officer of the Hoa Binh City Construction Investment Project Management Board said that currently, the City People's Committee is studying the plan according to the proposal of the Department of Planning and Investment to report to the Hoa Binh Provincial People's Committee.
