After more than 5 years of implementing Resolution No. 30/2018/NQ-HDND of the People's Council of Quang Tri province on approving the "Project to thoroughly handle establishments causing serious environmental pollution in Quang Tri province", the handling of establishments causing serious environmental pollution, although there have been positive changes, the rate is still low, not reaching the set target.

According to the report of the Department of Natural Resources and Environment, in the period of 2019-2021, 18/29 facilities polluting the environment and pesticide residue points were thoroughly treated, reaching 62.07% of the project's target. In the period of 2022-2025, 4/31 facilities and pesticide residue points were treated, reaching 12.9% of the project's target.
Thus, in the 2 phases, there are still 38 facilities that have not been treated according to the plan, accounting for 63.3% of the project's target. Of these, there are 10 public facilities and 28 pesticide residue points due to lack of funding for implementation.
For approved treatment projects, implementing pollution treatment under the project, prioritizing the allocation of sufficient funds to complete phase 1 from the local budget, the Department of Natural Resources and Environment recommends that the province allocate funds to implement the project of treatment, improvement and environmental restoration of pesticide residue points in Tan Lich village, Gio Binh commune, Gio Linh district and in Trieu Phong district with a budget of 5.95 billion VND and completing the project in 2025.
At the same time, please terminate the contracts, bidding packages and finalize the completion of the project of Treatment, improvement and restoration of the environment of the pesticide residue point at Team 4, Cam Lo village, Cam Thanh commune; Moc Duc village, Cam Hieu commune, Cam Lo district.
For projects that have proposed funding from the Ministry of Natural Resources and Environment but have not yet been allocated funding, including the project to handle untreated pesticide residues, 28 points, it is proposed to end the project according to Resolution 30/2018/NQ-HDND and recommend the Provincial People's Committee to assign the Department of Natural Resources and Environment to conduct assessment and classification of soil environment quality; investigate, evaluate, handle, improve and restore soil environment under the responsibility of the State.
