Attending the regular meeting at the end of 2024 - the 28th session of the People's Council of Quang Nam province, term X, term 2021 - 2026, on behalf of the Standing Committee of the National Assembly , I would like to wish the leaders of Quang Nam province, National Assembly deputies (NA deputies), provincial People's Council deputies and all of you good health and happiness; wishing the 28th session of the People's Council of Quang Nam province a great success.
The 28th session of the Quang Nam Provincial People's Council took place after the 8th session of the 15th National Assembly had just ended. This is the session with the largest workload since the beginning of the term, with a longer duration, discussing many important contents on: Personnel work, law making, assessment of socio-economic development results, finance, budget in 2024 and forecast for 2025. With the spirit of effort, urgency, responsibility, continuous innovation, adapting to changes in new circumstances and conditions, determined to remove difficulties and bottlenecks to develop the country faster and more sustainably.
The National Assembly voted to pass 18 laws with a high approval rate, including laws and resolutions related to the activities of the People's Council and People's Committee, promoting decentralization, delegation of power, and increasing local autonomy such as the Law amending 9 Laws in the field of finance and budget, the Law amending 4 Laws in the field of investment and bidding; amending the Law on Public Investment, the Law on Electricity; amending the Law on Geology and Minerals (including many contents related to the management of construction materials of localities); Resolution on specific mechanisms and policies to remove difficulties and obstacles related to projects and land to the Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights to remove resources, freeing up resources to serve development.
The National Assembly also passed a number of important contents, including resolutions on target programs for cultural development and target programs for preventing and combating the harmful effects of drugs, and issues related to the harmful effects of tobacco. In addition, the National Assembly will also have resolutions on extremely important national projects, such as the Hanoi - Ho Chi Minh City high-speed railway project, projects related to phase 2 of Long Thanh airport, and projects related to the development of new energy sources.
The 8th session of the National Assembly was a great success. The success of the session is a valuable lesson for the People's Councils at all levels of Quang Nam province to apply appropriately, further improving the quality and efficiency of their activities.

The regular meeting at the end of 2024 of the Provincial People's Council is an important political event, assessing the achievements in 2024, recognizing the difficulties and challenges to have solutions to comprehensively and in all aspects complete the goals set by the Party Committee, government and Provincial People's Council in the coming time.
After listening to the report of Quang Nam province and following the actual situation, I highly appreciate the political determination and efforts of the entire political system from the province to the grassroots level. You have united to overcome many difficulties and challenges to carry out the socio-economic development tasks in 2024, achieving many important achievements, making positive contributions to the development of the province and the country as a whole.
At this time last year, the situation was not very optimistic, the budget deficit was negative, many cadres and party organizations were being disciplined, and the general psychology was still apprehensive and uncertain. At that time, speaking at this same hall, I also emphasized the need to actively unite and strive to overcome difficulties based on the lessons learned from experience, shortcomings, and shortcomings.
At this time this year, according to the provincial report, up to now, 14/17 targets according to the Provincial People's Council resolution have been achieved and exceeded the set plan. The economy has recovered positively and grown compared to 2023. The economic scale is nearly 129 trillion VND, an increase of nearly 16.5 trillion VND compared to the previous year. The economic growth rate (GRDP) in 2024 is estimated to increase by 7.1%, almost reaching the plan.
If we compare with the negative growth rate of about 8.4% last year and add 7.1% this year, we can see that our growth results are very significant, with nearly 15.5%. That is a very great effort. Our budget revenue today has exceeded 111%. That is a great effort and according to information, we will reach nearly 27,385 billion VND. I appreciate this effort, because our budget is one of the top provinces in the Central region. With increased budget and increased revenue, we will have the resources for today's People's Council to discuss solutions for us to supplement resources for implementation, increase public investment, implement social security policies, and carry out necessary work.
Our efforts to overcome negative growth are an attempt to demonstrate the breakthrough of Quang Nam and we believe that we will continue to achieve better results and the final effect, that is, our average gross output per capita this year will reach 84 million VND - an increase of nearly 10 million compared to last year. The achieved products that we see have demonstrated high determination, concretized by specific results.
Industry has recovered strongly, agricultural, forestry and fishery production has maintained stable growth. Work to overcome and support people to stabilize their lives and production in flood-damaged areas has been carried out. Social security has been well taken care of and implemented, people's lives have been improved. The education and training sector has received attention with outstanding results, many students have achieved high results domestically and internationally.
Projects and works in the fields of education, health, restoration of cultural relics, and martyrs' cemeteries have received investment attention. The work of receiving citizens, resolving complaints and denunciations has been focused on by all levels and sectors. The security, political situation, social order and safety, border security and sovereignty have been maintained, and the great solidarity of ethnic groups has been consolidated and strengthened. In the past few days, the Quang Nam National Assembly Delegation has organized meetings with voters. In general, the voters are very excited, confident in the achievements of the province, but at the same time, they also expressed many recommendations, thoughts, and suggestions to the Provincial People's Council; they need to be studied because they have been shown in the report of the Provincial Fatherland Front Committee.
The above outstanding results have the positive and important contribution of the Provincial People's Council. The Provincial People's Council, together with the National Assembly Delegation, the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee and related agencies and units, have strived, made many innovations in organization, content and methods of operation, and well performed the functions, tasks and powers according to regulations.
In 2024, 8 sessions of the Provincial People's Council were successfully held, issuing 83 resolutions (including 29 legal resolutions and 54 individual resolutions) to specify the Party's policies and the State's laws in accordance with local realities; well implementing the work of receiving citizens and meeting voters; the supervision work continued to be innovated in content and form; organized 4 thematic supervisions and many supervision and survey delegations focusing on important issues related to land management, investment management of projects using official development assistance (ODA) capital, preferential loans from foreign donors; implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas, policies to eliminate temporary and dilapidated houses; reforming administrative procedures; policies to support the contribution level for voluntary social insurance participants, mechanisms to encourage the conservation and development of Ngoc Linh ginseng and other medicinal plants; allocation, management and use of operating funds of the Vietnam Fatherland Front Committee and socio-political organizations...
I would like to reiterate that the People's Council's efforts with very specific activities and practical contributions, concretizing the policies of the Provincial Party Committee, of the Provincial Party Committee Standing Committee and we implement them with very specific resolutions to be able to remove difficulties and resolve issues of concern to voters.
On behalf of the National Assembly Standing Committee, I warmly congratulate and commend the efforts, endeavors, sense of responsibility, proactiveness, and creativity in the leadership, direction, administration, and coordination of the Party Committee, government, and people of Quang Nam province to achieve the above-mentioned outstanding results. Quang Nam is entering the stage of summarizing and evaluating the implementation of the Resolution of the Party Congresses at all levels for the 2020-2025 term with many remarkable results, but the province's economy still faces many challenges. The issue of agriculture, rural areas, and mountainous areas is still a question that needs to be answered to create sustainable development. The GRDP rate in recent times has not met the plan; disbursement of public investment capital is slow; mineral management is still limited; land acquisition, compensation, and site clearance in many localities are delayed, affecting the progress of project implementation. Monitoring, evaluating, inspecting, supervising, and organizing the implementation of legal regulations with loose content, violations in land, construction, investment, land prices, minerals, etc. have been pointed out by inspection and examination agencies, and a number of organizations and officials have been disciplined in different forms.
2025 is the final year of the term, the results of the implementation of the tasks in 2025 will have a positive and important contribution to the implementation of the Resolution of the Provincial Party Committee, the 5-year plans on socio-economics, finance and budget. Therefore, proposing solutions and organizing the successful implementation of those solutions is an important task of this session. I basically agree with the key tasks and solutions of the province stated in the report and would like to emphasize the following tasks:
Regarding the development strategy of Quang Nam, we need to continue to research to develop in the new situation. After 25 years of re-establishing the province, we have built a basic foundation, in which the most prominent is the development of the infrastructure system, the economic restructuring and we have developed with high quality. The province's budget revenue is ranked first in the Central region. That speaks to the determination and dynamic and creative way of escaping poverty of Quang Nam province.
However, the new era requires innovation in development thinking in modern conditions. We must thoroughly grasp the breakthrough viewpoint, accelerate further, and focus on issues of digital economic development and high technology for the Eastern regions, for the development of the Western region, for the development of the Chu Lai and Ky Ha areas, related to regional connectivity issues, especially recently the National Assembly has had a special mechanism to develop Da Nang City.
We cannot develop without the development of the key economic region of the Central region, especially the Da Nang - Quang Ngai - Quang Nam axis. We also cannot develop Chu Lai airport, cannot develop Ky Ha port, cannot promote the value of world cultural heritages without regional and international linkages in the process of choosing development strategies. That is even more meaningful when we have a very large land fund of 20,000 hectares of land in the East. Not only as before, we focused on developing tourism, but it is time to think about attracting development in the direction of applying high technology, with intellectual content, solving the problem of high-quality human resources of the province.
Having stated these points, I would like to say that proposing solutions and successfully implementing them is an important task of this session. I basically agree with the key tasks and solutions of the province stated in the report and would like to emphasize the following tasks:
Firstly , all levels and sectors must focus, be resolute and creative in organizing the implementation of tasks, developing programs, plans and projects with practical and specific contents, clearly assigning responsibilities, and having a roadmap to strive for implementation to create a clear change in socio-economic development; focus on building a united, clean and strong Party and political system.
Implementing the Resolution of the Central Committee No. 18 (term XII) on the work of arranging and streamlining the apparatus of the political system, rearranging administrative units to improve the effectiveness and efficiency of operations, associated with restructuring the contingent of cadres with sufficient qualities and capacities to meet the requirements of national development in the new period. Closely following the Party's determination and policy on arranging the apparatus to perfect the streamlined, modern, and effective government apparatus and organizing dissemination and propaganda to create consensus, paying attention to implementing policies to resolve surplus labor, preferential policies for incumbents, retirees, and those subject to rearrangement.
Second , resolutely, promptly, fully and effectively implement the policies, tasks and solutions set forth by the Party Central Committee, the National Assembly and the Government. In particular, focus on directing and advising on the promulgation and full implementation of the assigned contents specified in detail in the Land Law and decrees guiding the implementation of the law in the spirit of the Prime Minister's instructions in the telegrams. Implement the implementation of new laws and resolutions passed by the National Assembly at the 8th Session. Strengthen the dissemination and popularization of laws with appropriate methods to ensure effectiveness, in order to create consensus and unity in awareness and implementation.
Third , remove existing problems and obstacles, speed up the progress of public investment projects, infrastructure, socio-economics, especially key and important projects. Promote the development of infrastructure, socio-economics in rural, mountainous and disadvantaged areas towards the goal of developing the province in an even, comprehensive and sustainable manner. Strengthen promotional activities, trade promotion, domestic and foreign tourism, expand space, develop tourism types, products, and ecosystems, effectively connect tourist destinations with the tourist centers of Hoi An, My Son, the western and southern regions of the province to promote investment, increase the proportion of tourism services; study the planning to restore Dong Duong Buddhist Monastery.
The National Assembly has passed the National Target Program on Cultural Development for the 2025-2035 period, the Law on Cultural Heritage, which specifically stipulates the rights, obligations and responsibilities of agencies, organizations, communities and individuals regarding cultural heritage; principles in managing, protecting and promoting the value of cultural heritage, responsibilities of organizations and representatives assigned to manage and use relics, and state management responsibilities of the provincial People's Committees on cultural heritage. In the future, the province needs to have a more specific plan to effectively implement these regulations.
Fourth , prioritize resource allocation and accelerate the implementation of projects to prevent and combat natural disasters and respond to climate change. Pay attention to works to prevent riverbank and coastal erosion, fishing port works, boat anchorage areas, support mechanisms and resolve issues related to the fishermen support program, contributing to removing the European yellow card for fisheries. Focus on environmental protection, ensure the strengthening of protection and effective management of water resources and forest resources. Closely link economic growth goals and targets with human development, ensure social security work, pay attention to caring for vulnerable groups, social protection subjects, the poor, people with meritorious services to the revolution, ethnic minorities, especially during the upcoming Lunar New Year.
In particular, we need to focus on the temporary housing elimination program that the Prime Minister has directed; it must be resolutely completed in 2025 and for Quang Nam province. In addition, we also need to pay attention to housing support for people with meritorious services. In 2025, the 50th anniversary of the liberation of the South, we need to focus on upgrading martyrs' cemeteries, gathering martyrs' graves and resolving the backlog of policies for people with meritorious services. We have basically done well on this issue, but we still have many challenges. According to the report of the Provincial Party Secretary, we currently have 30,054 martyrs' graves and heroic Vietnamese mothers' graves outside the cemetery. If we solve this problem, we need 250 billion VND.
Currently, the province is proposing solutions to use savings and reserves for salary reform in recent years. The Central and the National Assembly have provided a mechanism to use these resources to solve social security policies. In terms of viewpoints, we support this task and we must focus on solving it thoroughly in 2025. In order to complete the gratitude in 2025 on the occasion of July 27 and the end of the year, we must complete the gratitude in a thoughtful manner; not only for cemetery areas, monuments but also specifically for each family, martyrs' graves, and the graves of Vietnamese heroic mothers inside and outside the martyrs' cemetery.
This is a big issue that we think the Provincial People's Council needs to make a decision on, and the Central Government is ready to support. Through recent meetings with voters, voters have spoken a lot about this issue. The policy for people with meritorious services actually only has outstanding cases. If we focus on solving it properly, with the determination to make sure that no one with meritorious services is not treated and honored. That is what we keep in mind and is the goal for provinces with many policy beneficiaries and policy families like Quang Nam. That is a task that must be prioritized and focused on, along with other efforts.
Fifth , the Provincial People's Council Party Delegation proactively proposed to the Provincial Party Executive Committee in the work of training, fostering, planning the staff, preparing personnel for the 23rd Provincial Party Congress; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Continue to promote the role of local authorities in reviewing and recommending the improvement of institutions, mechanisms, policies and laws; focus on the work of drafting resolutions and promulgating legal documents according to their authority. Sustainable development of ethnic minority areas. While waiting for the Government and the Ministry of Health to issue documents guiding the implementation of the policy on medical examination and treatment for the poor, the Provincial People's Committee needs to actively and promptly direct the development of a project to support medical examination and treatment for a number of disadvantaged subjects in accordance with legal regulations and the practical situation of the locality.
Sixth , the Standing Committee of the Provincial People's Council continues to strengthen its relationship and coordinate closely and effectively with relevant agencies in its fields of operation as well as in the implementation of the province's common tasks. Actively coordinate with the Provincial National Assembly Delegation in supervising the implementation of resolutions, thematic supervision delegations of the National Assembly, and the National Assembly Standing Committee in the locality, ensuring quality and efficiency. Closely coordinate with the Provincial Vietnam Fatherland Front Committee to effectively supervise and provide social feedback on major decisions on socio-economic development, ensuring national defense and security of the province.
In addition, each People's Council representative also needs to be closer to the people to meet and listen to voters' opinions, understand their thoughts and aspirations, and perform well the role of an elected representative. Regularly self-study, improve qualifications, practice skills and fully understand the functions, tasks and powers of the People's Council, be proactive and creative in practical activities.
Seventh , Party committees at all levels, the National Assembly Delegation, and the Provincial People's Council need to pay attention to directing and supervising the results and quality of handling and responding to voters' opinions and recommendations. Proactively grasp voters' aspirations and aspirations, focus on resolving voters' and people's opinions, recommendations, petitions, and letters from the root, effectively, and promptly. Remove bottlenecks related to land, thoroughly resolve backlogs and prolonged cases of compensation, support, and resettlement after land acquisition; do a good job of national solidarity to ensure political security, order, and social safety.

Just 3 days ago, on December 1, 2024, the Central Committee held a National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks.
