On the morning of August 12, at the Presidential Palace, General Secretary andPresident To Lam received the Ambassadors of Argentina, Algeria, Germany, the Democratic People's Republic of Korea and Sweden who came to present their credentials to assume their duties in Vietnam.

General Secretary and President To Lam received Argentine Ambassador to Vietnam Marcos Antonio Bednarski to present his credentials.

* Receiving Argentine Ambassador Marcos Antonio Bednarski, General Secretary and President To Lam congratulated Mr. Marcos Antonio Bednarski on his appointment as Ambassador Extraordinary and Plenipotentiary of Argentina to Vietnam; affirming that Vietnam always attaches importance to and wishes to further strengthen the traditional friendship and comprehensive cooperation with Argentina, Vietnam's leading important partner in Latin America.

The General Secretary and President expressed his delight at the positive development of bilateral relations, with the two sides maintaining exchanges of delegations at all levels and contacts between senior leaders of the two countries, regularly conducting political consultation mechanisms and the Intergovernmental Committee, and coordinating and supporting each other at international organizations and multilateral forums.

The General Secretary and President suggested that in the coming time, the Ambassador closely coordinate with the Vietnamese side to further promote the friendship and comprehensive cooperation between Vietnam and Argentina, as well as maintain regular exchanges of high-level delegations and activities of cooperation mechanisms, and perfect the legal framework for the cooperative relationship.

The General Secretary and President also hoped that, based on the good relations between the two countries, Argentina would continue to coordinate with Vietnam to promote the early launch of negotiations for the Vietnam - MERCOSUR FTA, thereby creating momentum to expand economic and trade cooperation between Vietnam and Argentina, as well as between Vietnam and the South American region.

The General Secretary and President believes that the Ambassador will be an effective bridge between the two peoples and make positive contributions to promoting the friendship and good cooperation between Vietnam and Argentina; affirming that he will pay attention to directing Vietnamese ministries and branches to actively coordinate and support the Ambassador during his term in Vietnam.

Expressing his gratitude to the General Secretary and President for taking the time to receive him, Ambassador Marcos Antonio Bednarski expressed his honor to take up his duties in Vietnam in the context of the excellent development of relations between the two countries; affirming that the Argentine Government attaches great importance to relations with countries in the Asia-Pacific region, of which Vietnam is one of the top priority partners.

The Ambassador said that the two countries have coordinated to organize many meaningful activities in 2023 to celebrate the 50th anniversary of diplomatic relations, and pledged to make efforts during his term to further promote bilateral relations in all fields.

The Ambassador also emphasized that Vietnam is an important economic and trade partner of Argentina in the Asian region, but there is still a lot of room to exploit and enhance cooperation in areas where both sides have strengths.

* Receiving Algerian Ambassador Sofiane Chaib, General Secretary and President To Lam congratulated the Ambassador on his new assignment in Vietnam, believing that the Ambassador will have a successful term of office, making positive contributions to the traditional relationship and friendly cooperation between the two countries.

The General Secretary and President stressed that Vietnam highly values ​​Algeria's role and position in Africa and the world; believes that Algeria will successfully organize the presidential election in September and that the Algerian people will continue to gain even greater achievements in the cause of national construction and development.

The General Secretary and President affirmed that Vietnam attaches importance to the traditional relationship and friendly cooperation with Algeria, one of Vietnam's friendly countries with deep ties in Africa; thanked Algeria for standing shoulder to shoulder in the national liberation movement in the past, as well as for its active support at international forums and enthusiastic assistance to Vietnam in the process of national reconstruction and development in the future.

Pleased to see the positive development of Vietnam-Algeria relations in many fields in recent times, the General Secretary and President asked the Ambassador to actively coordinate with Vietnamese agencies to continue promoting and elevating bilateral relations, including increasing delegation exchanges and high-level contacts between leaders of the two countries; actively supporting each other at multilateral and international forums.

Along with that, the General Secretary and President hoped that the two sides would strengthen trade cooperation towards diversifying the structure of goods, expanding the scale of trade exchange, ensuring the balance of interests of both sides; maximizing the effectiveness of existing cooperation mechanisms; and at the same time, suggested that the two sides coordinate to promote negotiations towards signing cooperation agreements in a number of other fields such as construction, security - crime prevention, education, etc.

Ambassador Sofiane Chaib expressed his honor to present his credentials to General Secretary and President To Lam, and conveyed the Algerian President's regards and best wishes for his health, as well as wishes for progress, prosperity and well-being to the Vietnamese people.

Recalling the 60th anniversary of the establishment of diplomatic relations between the two countries two years ago, Ambassador Sofiane Chaib affirmed that the relationship between Vietnam and Algeria is long-standing, friendly, cooperative, and fraternal. The Algerian people know Vietnam as a resilient nation with a thousand-year-old culture and a developed economy.

Ambassador Sofiane Chaib said that the two countries' trade turnover has tripled in 10 years, but there is still much potential and during his term he will strive to foster bilateral cooperation in many fields.

The Ambassador emphasized that Algeria has a dynamic policy and can be a gateway for Vietnam to expand cooperation to African markets; at the same time, he hoped that Vietnam and Algeria would share many values ​​and principles of good cooperation in multilateral forums, especially the United Nations.

* Receiving German Ambassador Helga Margarete Barth, General Secretary and President To Lam congratulated the Ambassador on her new responsibility in Vietnam; believing that the Ambassador will make many practical contributions to the implementation of the Vietnam-Germany strategic partnership in the coming time.

The General Secretary and President affirmed that the State and Government of Vietnam always attach importance to consolidating and strengthening the strategic partnership with the Federal Republic of Germany, a member state that plays a key role in the EU and has an important voice in the international arena.

Expressing his delight at the fact that after nearly 50 years of establishing diplomatic relations and more than 10 years of establishing the Strategic Partnership, the Vietnam-Germany relationship has been continuously consolidated, nurtured and increasingly developed in all fields, the General Secretary and President pointed out that the two sides regularly exchange high-level delegations and all levels, effectively maintaining bilateral cooperation mechanisms. In particular, the successful visit to Vietnam by Prime Minister Olaf Scholz in November 2022 and the visit by President Frank-Walter Steinmeier in January 2024 have created new momentum to promote bilateral relations in many traditional fields, while expanding relations to new fields such as renewable energy, climate change adaptation, labor migration, etc. In terms of economy, trade and investment, Germany continues to be Vietnam's largest trading partner in the EU and one of the EU's largest investors in Vietnam.

The General Secretary and President highly appreciated Germany's support over the past three decades, actively contributing to Vietnam's socio-economic development, especially in Germany's identification of Vietnam as a "Global Partner" in the Development Cooperation Strategy to 2030 with three priority focuses: energy, environment and vocational training.

The General Secretary and President thanked and requested the German Government and the EU to continue to have a strong voice in support of resolving disputes in the East Sea by peaceful means, on the basis of international law, especially the 1982 UNCLOS, to maintain peace, stability, freedom, security and safety of navigation and aviation in the region, and respect for international law.

To promote the potential and strengths of both sides to further deepen cooperation in all fields and raise the level of the Strategic Partnership, General Secretary and President To Lam suggested that the two sides continue to exchange delegations at all levels, especially high-level ones, effectively implement dialogue mechanisms; and continue to coordinate to effectively exploit the Vietnam - EU Free Trade Agreement (EVFTA).

The General Secretary and President hoped that Germany would promote the early ratification of the Vietnam-EU Investment Protection Agreement (EVIPA); welcomed German investment in Vietnam in the fields of manufacturing industry, transportation, renewable energy, circular economy, and strategic infrastructure; and asked the German Government to continue to cooperate closely with Vietnam in the implementation of the JETP (Just Energy Transition Partnership); share experiences, transfer technology, and train human resources in activities to respond to climate change and develop a green economy.

The General Secretary and President hoped that the two sides would increase student exchanges between universities; promote the development of German in Vietnam as well as Vietnamese in Germany; and promote mechanisms and frameworks for long-term cooperation in vocational training with Vietnam to help Vietnam develop high-quality human resources and create conditions for the Vietnamese workforce to have the opportunity to work in Germany, thereby helping Germany solve the labor shortage.

Ambassador Helga Margarete Barth expressed her delight at the growing cooperation between the two countries in the fields of politics, diplomacy, trade, investment and culture; and highly appreciated the cooperation between the two countries in the field of education, in which the two sides have increased student exchanges between universities.

The Ambassador was pleased to announce that Germany will establish the German International School in Vietnam and it will be completed soon; emphasizing that this will be a symbol of cooperation between the two countries.

The Ambassador said that next year the two countries will celebrate the 50th anniversary of establishing diplomatic relations and Germany is planning to coordinate with relevant agencies to organize events on this occasion.

The Ambassador affirmed that during his term he wishes to focus on promoting cooperation with Vietnam in the economic and cultural fields and hopes to receive assistance from relevant Vietnamese agencies.

General Secretary and President To Lam receives credentials from Ambassador of the Democratic People's Republic of Korea to Vietnam Ri Sung Guk

* Receiving Ambassador of the Democratic People's Republic of Korea Ri Sung Guk, General Secretary and President To Lam congratulated Mr. Ri Sung Guk on his appointment as Ambassador of the Democratic People's Republic of Korea to Vietnam, and through the Ambassador, sent his best wishes to General Secretary of the Workers' Party of Korea Kim Jong Un, thanked him for his deep condolences on the passing of General Secretary Nguyen Phu Trong, expressing the special and profound feelings of the leaders and people of the Democratic People's Republic of Korea for Vietnam and believing that the traditional friendship and cooperation between the two countries will continue to develop in the coming time.

Ambassador Ri Sung Guk expressed his honor to begin his term in Vietnam; believed that under the leadership of the Party, headed by General Secretary and President To Lam, Vietnam would achieve great achievements in socio-economic development, and wished Vietnam would successfully achieve the goal of becoming a developed, high-income country by 2045.

Ambassador Ri Sung Guk hopes to coordinate with relevant Vietnamese agencies to carry out many diverse activities in 2024 on the occasion of the 60th anniversary of President Kim Il Sung's visit to Vietnam and towards the 75th anniversary of the establishment of diplomatic relations between the two countries next year.

General Secretary and President To Lam thanked the Ambassador for his good feelings and congratulations, and expressed his confidence and pride in the nearly 75-year diplomatic relationship between Vietnam and the DPRK, which was personally built and nurtured by President Ho Chi Minh and President Kim Il Sung, and has overcome many difficulties and challenges, and has been continuously preserved, inherited and promoted by generations of leaders and people of the two countries. In particular, the official friendly visit to Vietnam by General Secretary and State President of the DPRK Kim Jong Un in March 2019 was an important milestone of historical significance in the relationship between the two countries, demonstrating the stance of the Party and Government of the DPRK that attaches importance to the traditional friendship with Vietnam.

The General Secretary and President affirmed Vietnam's consistent stance of always attaching importance to the traditional friendship with North Korea; wishing to cooperate more closely with North Korea in promoting cooperative relations between the two countries in accordance with the aspirations of the people of the two countries, contributing to peace, stability, cooperation and development in the region and the world.

The General Secretary and President shared the current difficulties of North Korea and expressed his belief that North Korea will soon stabilize and achieve peace, build a prosperous and developed country, advance towards socialism, and bring happiness and prosperity to the people.

The General Secretary and President suggested that the two sides continue to closely cooperate and support each other at international and regional forums, in the context of rapid and complicated changes in the international and regional situation; affirming that Vietnam is ready to play an active role in contributing to peace, stability, cooperation and development on the Korean Peninsula and the Asia-Pacific region.

The General Secretary and President expressed his satisfaction at the traditional friendship between the two countries that has been continuously nurtured and developed over the past time; emphasizing that the Vietnamese people always remember Sweden's valuable support and assistance to Vietnam in the past struggle for independence as well as in Vietnam's national construction and international integration.

Thanking the General Secretary and President for taking the time to receive him, Ambassador Johan Ndisi expressed his honor to be assigned to Vietnam; emphasizing that over the past half century, the relationship between the two countries has been increasingly consolidated and expanded; the two sides have increased the exchange of high-level delegations and all levels, promoted people-to-people exchanges, especially the bilateral trade turnover has increased gradually over the years.

Ambassador Johan Ndisi said that many large Swedish enterprises have invested in Vietnam and many other Swedish enterprises want to explore new investment and business opportunities in different fields; at the same time, he expressed his desire to promote cooperation with Vietnam in innovation and sustainable development, climate change response, green transformation, which are Sweden's strengths.

Agreeing with the Ambassador's assessment of the bilateral relationship, the General Secretary and President emphasized that many projects supported by Sweden have made important contributions to Vietnam's socio-economic development, and welcomed Swedish businesses to increase investment in Vietnam in areas where Sweden has strengths such as infrastructure, transportation, green transformation, green technology, renewable energy, urban planning, sustainable development, etc.

The President hopes that the two sides will promote people-to-people exchanges through cooperation activities in education, culture, arts, sports, tourism, and cooperation between localities to enhance mutual understanding and consolidate friendship and cooperation between the two countries.
