President Luong Cuong expressed his delight at meeting the Russian President for the first time in his capacity as President.
The President conveyed the gratitude of the leaders and people of Vietnam to President Putin and the people of Russia for their kind congratulations and for sending the honor guard of the Russian army to participate in the parade commemorating the 80th anniversary of National Day.
Vietnam highly values its relationship with Russia and always pays attention to and supports Russia's stable and strong development, enabling it to play an active and constructive role in the region and the world .
Vietnam welcomes Russian businesses seeking new avenues of investment in industrial parks, pharmaceutical production cooperation, information technology, digital technology , and other areas in Vietnam.

President Putin expressed his pleasure at meeting President Liang Qiang as the two countries celebrated the 75th anniversary of the establishment of diplomatic relations.
Russia highly values its traditional friendship and multifaceted cooperation with Vietnam. The President conveyed his congratulations to Vietnam on the occasion of the 80th anniversary of its National Day on September 2nd. Sharing in the joy of Vietnam's significant achievements over the past 80 years, the Russian President expressed his confidence that Vietnam will continue to achieve even greater successes.
The two leaders agreed to strengthen the good political and diplomatic relations; and effectively implement the agreements reached during President Putin's visit to Vietnam in June 2024 and General Secretary To Lam's visit to Russia in May.
Both sides emphasized their determination to elevate economic, trade, and investment cooperation to a level commensurate with the excellent political relations and potential of each country. Vietnam and Russia need to further open their markets to each other's exports; boost cooperation in oil and gas and energy; support the Vietsovpetro and Rusvietpetro joint ventures; and accelerate negotiations on nuclear power cooperation agreements.
Both sides agreed to strengthen cooperation in defense and security, military cooperation, marine scientific research, cybersecurity, satellite internet control, and promote cooperation in the fields of health, education and training, people-to-people exchanges, transportation, and tourism.

Cambodian King Norodom Sihamoni expressed his positive impressions of his visit to Vietnam in November 2024. The King congratulated Vietnam on the 80th anniversary of the August Revolution and National Day.
The King emphasized that the two countries remain united and support each other's development under any circumstances; and expressed his hope to strengthen solidarity and cooperation between Vietnam, Laos, and Cambodia.
First Secretary and President of Cuba Miguel Diaz-Canel Bermudez expressed his pleasure at having recently attended the 80th anniversary of Vietnam's National Day. He hoped that both sides would continue to coordinate in implementing cooperation initiatives to further deepen, stabilize, and sustain the Vietnam-Cuba relationship.
General Secretary of the Workers' Party of Korea and Chairman of the State Council of North Korea, Kim Jong Un, recalled fond memories and positive impressions of Vietnam and its people from his visit six years ago. North Korea has always valued its relationship with Vietnam. Both sides agreed to promote exchanges of delegations, creating a solid foundation for further deepening political trust and generating new momentum for relations between the two Parties, the two countries, and the two peoples.
Indonesian President Prabowo Subianto agreed to coordinate effectively to implement the high-level agreement, creating a framework for the implementation of the recently established Vietnam-Indonesia Comprehensive Strategic Partnership; and to actively prepare for activities leading up to the 70th anniversary of the establishment of diplomatic relations.
Malaysian Prime Minister Anwar Ibrahim agreed with President Luong Cuong's proposal on the substantive and effective implementation of the Vietnam-Malaysia Comprehensive Strategic Partnership. Both sides shared views on regional issues and agreed to work towards strengthening coordination with member states to build a united, cohesive, and strong ASEAN.
Speaker of the Parliament of Timor Leste, Maria Fernanda Lay, thanked President Luong Cuong for his congratulations to Timor Leste and shared her desire to officially become the 11th member state of ASEAN.
Mongolian President Ukhnaagiin Khurelsukh highly appreciated the results of General Secretary To Lam's visit at the end of 2024 and agreed to coordinate the effective implementation of the visit's outcomes. Both sides agreed to promote cooperation in trade, investment, agriculture, tourism, and other areas.
President Kassym Jomart Tokayev of Kazakhstan expressed his desire to strengthen the traditional friendly relations between the two countries and boost cooperation in trade and investment, energy, oil and gas, and mining.
Azerbaijani President Ilham Aliyev agreed with Vietnamese President Luong Cuong's proposal to promote the newly established Strategic Partnership and effectively implement the results achieved during General Secretary To Lam's visit to Azerbaijan in May...
Tajik President Emomali Rahmon affirmed the importance of traditional relations and cooperation with Vietnam, and expressed his affection for the heroic Vietnamese people. He expressed his readiness to visit Vietnam soon; and hoped that the two countries would strengthen mutually beneficial cooperation, organize business cooperation forums, and establish direct flights.
Congolese President Denis Sassou N'Guesso and Zimbabwean President Emmerson Mnangagwa agreed with the President's proposal to strengthen friendly relations and cooperation with traditional African friends, including Congo and Zimbabwe.
