Quang Ninh launches campaign to enrich and clean up national land database

Implementing Plan No. 515/KH-BCA-BNNMT dated August 20, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment, the Provincial People's Committee issued Plan No. 230/KH-UBND dated September 10, 2025 on implementing the campaign to enrich and clean up the national database on land in the province.

The campaign to enrich and clean up the national land database in the province will start from September 8, 2025 to November 30, 2025. The campaign will review and clean up the entire land database that has been built over time at 54/54 commune, ward and special zone level units; collect, digitize and create data for certificates that have been issued but the database has not been built.

Agencies, units, and localities complete existing land databases to ensure they are correct, complete, clean, and alive; build residential land and housing data for places where databases have not yet been built; synchronize, connect, and share unified, common land databases; manage and operate land databases and online public services.

The campaign implementation must ensure that the national land database has been reviewed and completed correctly - sufficiently - cleanly - alive - unified - shared, ensuring unity, synchronization, and conformity with the 2-level local government organization model. At the same time, it must ensure synchronization, unity, and centralization, connecting and sharing with the national population database, the national data center, and the entire political system. Land data must be cleaned and unified according to regulations, ensuring absolute information security and network security. The campaign implementation must be prioritized, determined, scientific, quality, and effective with the participation of the entire political system according to the principle of "clear people, clear work, clear time, clear results, clear responsibilities, and clear authority".
