Attending the conference were nearly 500 officials, civil servants, public employees of the People's Committee and the Public Administration Service Center of 40 communes and wards in the province.

Speaking at the opening of the conference, Mr. Nguyen Tuan Hoa, Director of the Provincial Public Administration Service Center, emphasized: After more than 4 months of operating the 2-level local government, the Public Administration Service Centers of communes and wards have operated stably and achieved quite positive initial results. The settlement of administrative procedures for organizations and individuals has been smooth, effective, and uninterrupted.
However, through monitoring on the software system, there are still many units of cadres and civil servants who have not properly implemented the procedures and procedures for receiving and handling administrative procedures.
Therefore, the conference was organized to improve the skills and expertise of officials and civil servants of communes and wards when guiding, receiving and handling administrative procedure records, thereby improving the quality of service to organizations, people and businesses.

Representatives of the Provincial Public Administration Service Center conveyed the contents at the conference.
At the conference, representatives of the Provincial Public Administration Service Center instructed commune-level officials and civil servants on how to submit online public service records and make online payments on the National Public Service Portal; receive and process administrative procedure records implemented without administrative boundaries in the province; guide the monitoring of online record processing, reuse of record components and results of administrative procedure settlement; receive, digitize records, and resolve administrative procedure records on the Provincial Administrative Procedure Settlement Information System according to Decree No. 118/2025/ND-CP of the Government .
At the same time, guide the process of transferring software of Ministries, branches and units to resolve administrative procedures (civil status software of the Ministry of Justice , birth and death registration software of the Ministry of Public Security, social protection software of the Ministry of Health, iLIS software of VNPT, Document and work record management software...).
Guidance on monitoring the Index of serving people and businesses in performing administrative procedures and providing public services according to the Government's assessment in Decision 766/QD-TTg and removing difficulties and obstacles related to performing administrative procedures.

To resolve administrative procedures for people and businesses smoothly and without interruption, officers of the Provincial Public Administration Service Center have practiced the procedures for submitting, receiving, processing, paying online and returning results of administrative procedure records; and answered difficulties and problems in the process of receiving and processing administrative procedure records at the commune level.
As planned, in the afternoon of the same day, the Provincial Public Administration Service Center continued to organize a training conference on the use of the National Public Service Portal and the Provincial Administrative Procedures Information System for 500 officials and civil servants of 57 other communes and wards in the province.
