General Secretary To Lam, Secretary of the Central Military Commission, gave a speech at the meeting.

At the meeting, Senior General Trinh Van Quyet, on behalf of the leaders of the General Department of Politics of the Vietnam People's Army, reported to General Secretary To Lam and the Central Working Delegation on the outstanding results in the Party and political work of the entire army in the first 6 months of the year and a number of key tasks in the coming time. The report affirmed that since the beginning of the year, the General Department of Politics of the Vietnam People's Army has led and directed the synchronous implementation of solutions to improve the quality and effectiveness of political education and ideological leadership.

Closely and seriously organize the dissemination, study and research of resolutions, directives and conclusions of all levels; synchronously direct the implementation of information and propaganda work on new and historic policies and guidelines, especially the revolution in reorganizing the apparatus and administrative units, and the "four pillars" resolutions to develop the country in the new era; promote propaganda work, contributing to spreading the image of the Army, the country and the Vietnamese people to the people and international friends.

Along with that, advise, direct, thoroughly grasp, concretize, seriously and effectively organize the implementation of the Central Committee's resolutions, directives, conclusions and regulations on Party building and organization work; closely coordinate with the General Staff of the Vietnam People's Army to study and propose to the Central Military Commission to develop a Project to continue to arrange the local military organization to be "lean, compact, strong" to meet the requirements of tasks in the new situation. Study and report to the Central Military Commission to propose the Politburo and the Secretariat to issue Regulations on Party organization in the Vietnam People's Army, Regulations on the organization of political agencies in the Vietnam People's Army; Regulations on the functions and tasks of the grassroots Party Committee of the Regional Defense Command; Regulations on the functions and tasks of the grassroots Party Committee of the Border Guard Command. Focus on directing the preparation and completion of the organization of grassroots party congresses, the Party Committees directly above the grassroots level and the two Party Committees directly under the Central Military Commission organize the congresses in advance to gain experience throughout the army. Actively advise and propose directions for the preparation for the organization of the 12th Army Party Congress.

In addition, the General Department of Politics has advised on thoroughly grasping and comprehensively and effectively implementing the work of inspection, supervision and enforcement of Party discipline; studied and proposed policies, solutions and strategies to build a contingent of military cadres with sufficient quantity, reasonable structure and increasingly improved quality. Advised on timely consolidation of command and management cadres in conjunction with preparing personnel for new Party committees and personnel for merged, dissolved and reorganized units, especially the reorganization of local military agencies and Border Guards.

Notably, it is necessary to coordinate well the organization of activities to celebrate the 80th anniversary of the August Revolution and National Day (September 2); step up propaganda and education for the entire army to unify the will and action in implementing the Party's new breakthrough policies and decisions and the goal of building a modern army. Advise and direct the Party Committees under the Central Military Commission to well organize the Party Congress according to plan and successfully organize the 12th Party Congress of the Army in an exemplary and typical manner; responsibly and qualitatively participate in the work serving the 14th National Party Congress...

After listening to the report of the leaders of the General Department of Politics, the delegates attending the working session made additional statements and contributed many valuable and dedicated opinions; proposed a number of contents and practical measures to improve the quality and activities of the Party Central Committee and the Central Committee in the Army and create favorable conditions for the General Department of Politics of the Vietnam People's Army to promote its role and functions and fulfill assigned tasks in the new situation.

Expressing his agreement and consensus with the content of the report, recommendations and proposals of the General Department of Politics and the opinions of the delegates at the working session, General Secretary To Lam stated that in the coming time, the world and regional situation is forecast to continue to have rapid and very complicated developments, global challenges continue to have adverse impacts on all countries and peoples, including Vietnam. That poses new heavy responsibilities for the cause of building the Army, strengthening national defense, protecting the Fatherland in general and new contents for the CTĐ, CTCT and the implementation of the functions and tasks of the General Department of Politics in particular.

To successfully complete the task, General Secretary To Lam requested the General Department of Politics of the Vietnam People's Army to perform well 6 main tasks and solutions. First of all, it is necessary to actively study and advise on continuing to perfect the Party's leadership mechanism, ensuring to maintain and constantly strengthen the Party's absolute and direct leadership in all aspects over the Army and the cause of national defense and protection of the Fatherland. Continue to thoroughly grasp and seriously and effectively implement the Party's military and defense guidelines, especially the resolutions, directives, conclusions and regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Military Commission on military, national defense and building the Vietnam People's Army and protecting the Fatherland. At the same time, direct the thorough grasp and serious implementation, promoting to the highest level the leadership role of Party organizations in the Army and the role of political agencies at all levels in the entire army.

At the same time, direct the entire army to strengthen solutions to build a politically strong army, closely attached to the people, especially building political and spiritual factors as a basis for improving the overall quality and combat strength of the Army. The General Department of Politics needs to direct the entire army to continue to be proactive and take the lead in protecting the ideological foundation, fighting against erroneous, hostile, and opportunistic political views, contributing to maintaining the Party's ideological position in the Army, protecting the Party, the State and the people, and protecting the regime. Advise the Central Military Commission to direct the development of a comprehensive project of technical solutions to serve the task of protecting the Party's ideological foundation from the Central to the grassroots level according to the tasks assigned by the Politburo.

General Secretary To Lam requested the General Department of Politics to coordinate well with the General Staff to effectively carry out the task of strategic military and defense advice, propose directions to promote solutions to build a modern Army in the coming years, first of all building modern people. In addition to drastically adjusting the organization of the Army to be lean, compact, and strong, it is necessary to coordinate advice and propose to develop a number of necessary forces, ensuring that the Army is both lean but strong, capable of fighting, and well meeting the requirements of new forms of warfare. Strengthen coordination with the General Staff to build high-quality human resources in the Army, continue to effectively implement the Project and policies to attract and promote talents in the Vietnam People's Army until 2030 and vision to 2050. Focus on educating and training elite officers and soldiers who are strong in both politics and military; Ensure that each officer and soldier must have truly solid political will, be good at techniques and tactics, and master new, modern weapons and equipment.

Along with the above tasks, General Secretary To Lam requested to focus on building a comprehensively strong General Department of Politics, truly a model agency in the entire army and nationwide. In particular, it is important to focus on building a strong staff with qualities and capacities to meet the requirements and tasks of a strategic advisory agency on CTĐ and CTCT. Agencies in the General Department of Politics need to focus on training and constantly improving the qualifications, knowledge and professional capacity of the staff; advise and direct the promotion of the role of judicial agencies in the Army, contributing to maintaining and upholding discipline, order, preventing and combating corruption, waste, negativity, and preventing violations and crimes in the Army. In particular, it is necessary to advise, propose and direct the construction and development of military press agencies to effectively serve information and propaganda work, in which attention should be paid to building the People's Army Newspaper and the Military Radio and Television Center into key, multimedia media agencies of the Army and the Nation.

In particular, regarding the congress documents, it is necessary to advise on the drafting of a Political Report that is concise and succinct, identifying major policies on building the Army, strengthening national defense, and protecting the Fatherland. Each policy and decision of the congress must be highly feasible, quickly put into practice, and thoroughly resolve practical issues. In particular, the Army Party Congress must be a model congress, setting an example for other party committees to learn from.
