Worry about big issues
At the meeting, the General Secretary expressed concern that the 6 important targets and tasks set out in the Resolution of the 16th Provincial Party Congress (term 2020-2025) have not been achieved. In particular, the economic growth rate is still low compared to the national average, not commensurate with the potential and advantages of the province, and the growth quality is not sustainable.
On the other hand, some development indicators are lagging behind other localities. Therefore, the General Secretary suggested that the province should pay attention to leadership and direction in reviewing targets and tasks that have not been implemented and have specific solutions to promptly remove bottlenecks and bottlenecks in order to create new breakthroughs in all fields.
The General Secretary emphasized: Gia Lai is located in the center of the Central Highlands, the second largest in the country, with fertile land and diverse natural landscapes from plateaus to valleys, rivers, lakes and primeval forests. These highlights have created the premise for the development of large-scale agriculture in both high-tech cultivation and livestock farming as well as the processing industry.
Rich tourism resources with natural landscapes that remain pristine, making them especially attractive. Notably, Gia Lai also has a convenient transportation system connecting with the provinces in the region and key economic zones of the country, creating a premise to attract investment and develop trade.
Therefore, the General Secretary requested the Provincial Party Committee to make more efforts and determine high determination, think big to create the necessary foundations in 2025, confidently entering a new era - the era of development and prosperity, the era of rising up.
“I basically agree with a number of tasks and solutions that the province has proposed. We are determined to develop Gia Lai into a fairly prosperous province in the Central Highlands coastal region, rich in organic agriculture, diverse in ecology, rich and unique in cultural capital, sustainable in social and environmental aspects, accelerating the pace of development and improving the quality of people's lives” - the General Secretary stated the orientation.
In particular, after listening to the opinions of representatives of relevant ministries and branches, the General Secretary questioned why currently in Gia Lai only 50% of wind power projects have been generated, while the other 50% have not been used. This is a huge waste of investment resources because the projects were completed a long time ago.
The General Secretary also requested the Ministry of Industry and Trade to study and arrange maximum renewable energy projects for production activities, thereby contributing to local revenue. Along with that, the General Secretary also directed the Ministry of Industry and Trade to calculate the total wind and solar power capacity that can be developed in Gia Lai province to exploit and increase revenue from renewable energy.
Faced with the existing problems in the province's agricultural sector, General Secretary To Lam said that if the Central Highlands wants to develop, it needs to solve two important problems: "land" and "water".
Previously, the Central Highlands Steering Committee held a conference on this issue. At the conference, a delegate from Lam Dong province said: With 1 hectare of land, he earned up to 26 billion VND from growing vegetables and fruits for export to Japan. The General Secretary also cited that in Dong Thap province, people growing fruit trees earned 500 million VND/ha/year, growing flowers and ornamental plants earned 600 million VND/ha/year, and raising tra fish earned 3-4 billion VND/ha/year.
The thing that the General Secretary is most concerned about is that Gia Lai has a large agricultural production area but the economic efficiency is not high. “If people have 1 hectare and earn 1 billion VND/year, it will be different.
These are suggestions for the province to think of ways to make people rich from their land. When people become rich, consumption will increase and the State will collect taxes from consumption. We must approach and learn from good models, set goals on what crops to plant so that people can earn 1 billion VND/ha or more" - the General Secretary emphasized.
Many solutions for the future
Also at the working session, chaired by General Secretary To Lam, leaders of central ministries and branches focused on discussing and proposing many solutions to help the province remove difficulties and obstacles so that the Quy Nhon-Pleiku Highway Project can be implemented in 2025; upgrading Pleiku Airport or renewable energy projects, converting poor forests to rubber plantations and exploiting the potential of agriculture and renewable energy to promote the province's economic growth.
Notably, General Secretary To Lam suggested that the province closely follow the Central resolutions, approved plans and strategies, promote the spirit of initiative, creativity, innovation, promote economic development in a profound, comprehensive and inclusive manner based on three main pillars: high-tech, organic, sustainable agriculture, improving productivity and product quality; develop a number of selective industries based on the locality's outstanding comparative advantages such as processing industry, renewable energy, construction materials; turn tourism into a green economic sector, a spearhead economic sector.
To effectively implement the above three pillars, the province needs to strongly improve the investment and business environment, ensure transparency, convenience, and low cost; promote the development of digital economy and innovation, improve traffic infrastructure connecting urban areas, dynamic regions, raw material regions, economic centers, irrigation infrastructure, infrastructure of industries, services, and tourism development.
Improve the operational efficiency and competitiveness of state-owned enterprises; strongly promote the development of the private economy.
At this working session, Minister of Industry and Trade Nguyen Hong Dien also had many orientations to support the province in exploiting its potential and strengths for development. That is, focusing on researching the market requirements of countries in the region; forming closed chains from production to processing and consumption; attracting businesses to invest in processing and manufacturing industries to increase the export value of key agricultural and forestry products such as coffee, pepper, rubber, and wood.
Along with that, there are attractive mechanisms for businesses to develop logistics to promote the outstanding potential of the locality.
General Secretary To Lam: “I believe that, with its heroic tradition, strong will, spirit of overcoming difficulties and aspiration for development, Gia Lai will certainly create new breakthroughs in socio-economic development, creating solid foundations to bring Gia Lai to develop rapidly, sustainably and comprehensively in the coming time. The people will have a prosperous, joyful and happy life, firmly stepping with the country into the era of rising up to develop and become rich and strong.”
Regarding the removal of difficulties and creation of conditions for renewable energy projects to operate effectively, Minister Nguyen Hong Dien said: In the immediate future, the Ministry will proactively propose to the Government to remove obstacles for invested renewable energy projects.
Of the 168 projects concluded by the Government Inspectorate, Gia Lai has about 7-8 projects that need to be resolved, in addition to dozens of projects that are not included in the conclusion but have similar problems. It is recommended that the province make an early recommendation for the Ministry of Industry and Trade to submit to the Government for early consideration and resolution. The sooner this is resolved, the better the resources will be put into serving the local economy.
Regarding the issue of converting ineffective rubber areas to other crops, Minister of Agriculture and Rural Development Le Minh Hoan proposed that the General Secretary take Gia Lai as a pilot to solve this thorny problem. Because this is not only a story of conversion in Gia Lai but also in the entire Central Highlands region.
According to the Minister of Agriculture and Rural Development, the province needs to orient itself after implementing the transformation and reshaping of a new agricultural model, towards green agriculture.
The provincial agricultural sector must integrate into a large multi-value complex, linking multiple sectors from agriculture-industry-science and technology to green agriculture, digital agriculture, and circular agriculture; linking agriculture with experiential tourism.
Regarding the large scale of irrigation works but low irrigation area, Minister Le Minh Hoan suggested Gia Lai restructure production space associated with irrigation, and at the same time convert agricultural models suitable for livestock, crop cultivation and aquaculture.
Regarding the situation of "floods are still floods but droughts are still very severe", the General Secretary cited many agricultural and farm models that have effectively solved the irrigation water problem by applying drip irrigation technology and water-saving irrigation.
At the same time, the General Secretary directed relevant ministries to closely coordinate with localities to properly manage lakes and dams, regulate water resources, and avoid water shortages...
In addition, General Secretary To Lam requested the province to synchronously and effectively implement three national target programs; arouse the spirit of self-reliance, self-improvement, the aspiration to get rich, gradually eliminate the mindset of waiting for and relying on the State; well implement the policy of eliminating temporary and dilapidated houses in the whole province; focus on preserving the traditional culture of the ethnic groups in the Central Highlands.
On the other hand, the province needs to focus on leadership and prepare well the conditions for successfully organizing Party congresses at all levels and the 17th Provincial Party Congress, towards the 14th National Party Congress; effectively implementing Resolution No. 18-NQ/TW of the 12th Party Central Committee on reorganizing the apparatus of the political system in the spirit of urgency, seriousness, science, synchronization and efficiency.
