ANTD.VN - Although there have been over 40,000 business establishments and nearly 105 million electronic invoices generated from cash registers, the number is still low, and tax authorities believe that there should be mandatory regulations for issuing electronic invoices generated from cash registers.
According to Director of the Department of Tax Management for Small and Medium Enterprises, Business Households and Individuals Nguyen Thi Lan Anh, as of December 31, 2023, 40,355 businesses nationwide had registered to use electronic invoices (E-invoices) generated from cash registers, reaching 94.36% of the plan, with 104.8 million E-invoices generated from cash registers.
In particular, the review process to include in the implementation of electronic invoices in phase 1 had only 3,901 business establishments, but by December 31, 2023, there were 42,765 business establishments (an 11-fold increase);
Regarding the number of electronic invoices generated from cash registers in phase 1, there were 2.2 million invoices, but by December 31, 2023, there were 104.8 million invoices (an increase of 47.6 times).

Some local Tax Departments have achieved good results in implementing electronic invoices and electronic invoices generated from cash registers connected to tax authorities such as: Ho Chi Minh City, Hanoi, Dong Nai, Quang Ninh. According to the tax authorities, these are very good signals in the implementation process because the above localities all play an important role in Vietnam's economy .
However, the tax authority believes that the measures to encourage consumers to get invoices are not strong enough, so it is necessary to research and soon come up with more effective solutions.
Along with that, because current regulations allow sellers to simultaneously use multiple forms of invoices (invoices with codes, invoices without codes, invoices from cash registers), sellers are not required to issue electronic invoices generated from cash registers, leading to the current situation that the number of taxpayers using electronic invoices generated from cash registers is still low.
Deputy Director General of the General Department of Taxation Mai Son said that in order to synchronously deploy solutions to encourage the use of electronic invoices generated from cash registers, tax agencies across the country have effectively used the lucky invoice solution combined with propaganda to encourage taxpayers to switch and access the new form of electronic invoices.
However, the above measures are not strong enough, so there needs to be regulations requiring sellers to apply the electronic invoice solution initiated from the cash register.
“With 104.8 million invoices, it shows that the e-invoice solution initiated from cash registers has also begun to enter life, people, businesses, and business households have gradually approached the new e-invoice solution.
In the context of many difficulties and obstacles from legal basis to consumers' habits of using electronic invoices, units need to overcome difficulties, strengthen coordination with local departments and branches, take advantage of the attention and direction of local People's Committees at all levels to effectively deploy electronic invoice solutions initiated from cash registers" - Deputy General Director Mai Son emphasized.
