Hiep An 2 Bridge is about to start construction, new expectations for the North bank project of Doi Canal
According to Nguoi Lao Dong newspaper, on the afternoon of August 7, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong and his delegation inspected the dredging project, infrastructure construction, and environmental improvement of the North bank of Doi Canal, and worked with the People's Committees of Chanh Hung, Phu Dinh, and Binh Dong wards on the progress of the urban beautification project along the canals in the old District 8.

The North Bank of Doi Canal project is part of Group A, with a total investment of more than VND 7,300 billion from the city budget, and will be implemented from 2023 to 2028. The goal is to relocate slums along the canal, improve living conditions, prevent landslides and enhance drainage, contributing to reducing flooding in the central area of Ho Chi Minh City in the context of climate change.
The project includes major items such as building 4.3 km of the North bank embankment, dredging part of the canal bed, expanding Hoai Thanh and Nguyen Duy roads (including the extended Nguyen Duy route), building Hiep An 2 bridge, inland waterway wharf and accompanying technical infrastructure system. The total length of the dredging route is about 4,250 m, the length of the bank protection embankment is about 5,655 m.
Ho Chi Minh City has approved the project and contractor selection plan. Of which, construction package No. 2 - Hiep An 2 Bridge - has selected the construction contractor, supervision consultant and insurance, expected to start construction on August 13, completed in the third quarter of 2025.
Tam Binh Ward supports people after 'historic' flood
Thanh Nien Newspaper reported that last night, representatives of Tam Binh ward leaders and related units visited, encouraged and supported people in the area heavily affected by heavy rain and flooding (August 5), gathering at the banana garden area (Ward 28), near the Go Dua traffic intersection.

Tam Binh ward leaders presented 38 gifts, each worth more than 1 million VND (including cash and necessities) to deeply flooded households, with a total cost of more than 50 million VND. In addition, functional forces actively supported people in cleaning their houses, disinfecting, moving assets and guiding households to take temporary shelter at the ward cultural house.
According to the report, at 5:15 p.m. on August 5, a prolonged heavy rain with strong winds caused localized flooding on many roads such as To Ngoc Van, Go Dua, Provincial Road 43, etc. In particular, the banana garden area (Ward 28) was flooded about 1.5 meters deep, severely affecting 38 households, most of whom were workers renting rooms. By the morning of August 6, the water level had not yet receded, and the ward continued to mobilize more than 150 people from the police, military , militia, and other departments to support response and overcoming the consequences.
Chairman of Tam Binh Ward People's Committee Nguyen Minh Dien said that the government will have a plan to compensate and mobilize households to move out of unsafe areas, and at the same time propose to speed up the progress of the Go Dua traffic intersection project to completely resolve the prolonged flooding situation.
Notarization is more convenient and secure thanks to digitalization
According to the Women's Newspaper, from July 1, the 2024 Notarization Law officially took effect, including regulations on electronic notarization, taking photos on the spot when signing... The new law has initially proven its effectiveness when applied in practice in Ho Chi Minh City.

Mr. Truong Tri Nhan (Chanh Hung Ward) commented that the addition of the regulation of taking photos of the person signing the document on the spot is necessary, increasing the authenticity of the documents. He said that electronic notarization will help save time and costs, creating convenience for people, especially the elderly or busy people. However, the transition process also requires people to gradually get used to new technology and procedures.
Mr. Dang Van Dinh - notary of Notary Office No. 1 (Sai Gon Ward) - commented that applying information technology to notary activities is an inevitable trend, both creating convenience for people and helping notaries manage, look up and store records more effectively. When data is digitized and interconnected, information verification is faster, errors are reduced and accuracy is increased.
According to him, a notable new point in the 2024 Notary Law is the mandatory provision of taking a photo of the signer at the time of notarization. This provision helps prevent forgery, signing on behalf of or signing outside the office, and at the same time creates a clear basis for verification in case of complaints or disputes.
Developing higher education institutions into strong research entities
By 2035, 25-30 higher education institutions will be developed into strong research entities; there will be 3-5 international-class research universities. According to VietNamPlus, this is one of the goals mentioned in the draft Project to develop universities into strong research entities, closely combining research, application and training by 2035, announced by the Ministry of Education and Training at a workshop held on the afternoon of August 7 in Ho Chi Minh City.

Speaking at the workshop, Deputy Minister of Education and Training Nguyen Van Phuc said that this project is one of the very important contents, aiming to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on "breakthrough in science and technology development, innovation and national digital transformation", contributing to creating breakthroughs in science and technology to develop the country rapidly.
Therefore, the units drafting the Project need to continue to research and improve it based on listening to opinions from schools and experts to have effective mechanisms, policies and solutions for implementation.
Among them, units need to clarify the criteria of an educational institution as a strong research subject. The evaluation is not only based on scientific publication indicators but must include many other aspects such as: application, transfer, and commercialization of research results.
In addition to specific mechanisms for some schools to become strong research entities, the Project also needs to propose general policies for higher education institutions to develop strongly.
Unstable weather, be careful of the risk of disease
For many days now, people in Ho Chi Minh City have been facing hot and humid weather during the day and storms in the evening. Unstable weather can affect health, especially for children, the elderly and people with underlying medical conditions.
According to SGGP newspaper on August 7, at the Respiratory Department 1, Children's Hospital 2, Ho Chi Minh City, more than 170 children are being treated for respiratory diseases, mainly acute bronchiolitis, pneumonia, asthma... In the emergency room alone, medical staff are taking care of about 20 children, mostly under 12 months old.
Also at this time, Children's Hospital 1 in Ho Chi Minh City is treating 120 children in the Respiratory Department, while the City Children's Hospital has nearly 60 children hospitalized for similar illnesses, with symptoms such as cough, runny nose, wheezing, chest tightness...
According to Dr. Nguyen Hoang Phong, Head of Respiratory Department 1, Children's Hospital 2, unusual weather and temperature differences will adversely affect the health of young children, including the risk of respiratory diseases. The younger the age group, the higher the risk of disease and complications, especially when children have underlying diseases.
According to Dr. Tran Van Ngoc, Chairman of the Ho Chi Minh City Respiratory Association, hot weather during the day but rain at the end of the day can lead to respiratory infections. According to Tuoi Tre newspaper, Director of the Department of Health Tang Chi Thuong said that the Ho Chi Minh City Department of Health recently chaired a meeting to evaluate the situation of receiving and supplying blood during the period when the health system of the former Binh Duong province and the former Ba Ria - Vung Tau province merged into the Ho Chi Minh City health system.

Accordingly, the Ho Chi Minh City People's Committee has approved the plan for the Blood Transfusion Center of Cho Ray Hospital, Ho Chi Minh City to continue to be the focal point for supplying blood and blood products for regions 2 and 3 (formerly Binh Duong and Ba Ria - Vung Tau provinces) until December 31, 2025. In which, the Department of Health organizes and coordinates blood receiving and distribution activities in accordance with the actual needs and operational capabilities of the units.
At the meeting, reports from the units said that the amount of donated blood has recently decreased significantly. Without close coordination and increased blood donation campaigns in August and the following months, the amount of blood received can only meet about 70 - 80% of the demand, directly affecting the treatment work at hospitals and medical centers with beds in the area.
Accordingly, the Ho Chi Minh City Department of Health directed the Blood Transfusion - Hematology Hospital to proactively review, grasp the situation and develop a support plan, ready to coordinate with the Blood Transfusion Center of Cho Ray Hospital in case of necessity to ensure blood supply for emergency and treatment work for the entire city's health system.
