ASCOPE Secretary General attends the 42nd ASEAN Ministers on Energy Meeting

The 42nd ASEAN Energy Ministers Meeting (AMEM) was attended by Energy Ministers of ASEAN countries, ASEAN+3 partner countries, East Asia, international organizations such as IRENA and ERIA and Coordinating Agencies, specialized working networks within the framework of ASEAN energy cooperation.

At the meeting, ASEAN Energy Ministers reviewed the implementation results of the ASEAN Plan of Action on Energy Cooperation (APAEC) 2016-2025. On behalf of ASCOPE, ASCOPE Secretary General Tran Hong Nam reported to the Ministers on the implementation results of the 2024 plan of the Memorandum of Understanding on the Trans-ASEAN Gas Pipeline (TAGP MOU) in the overall APAEC phase 2 (2021-2025) with the total pipeline length connecting 6 countries (Indonesia, Malaysia, Myanmar, Singapore, Thailand and Vietnam) reaching 3,631 km and the total capacity of 14 LNG ports in 6 countries (Indonesia, Malaysia, Myanmar, Singapore, Thailand and Vietnam) reaching 57.76 million tons/year (an increase of 19% compared to 2023). Regarding the ASEAN Petroleum Security Agreement (APSA), the draft of the replacement agreement and the institutional framework and operational form are being developed to establish a framework for cooperation among ASEAN countries. The Conference acknowledged and appreciated ASCOPE's cooperation in finalizing the TAGP MOU and APSA, and affirmed the importance and role of ASCOPE in promoting energy transition and cooperation among ASEAN countries.

Within the framework of the 42nd AMEM Conference, the ASCOPE Secretary General was awarded the “ASEAN Excellence in Energy Management by Individual 2024”, an ASEAN award honoring individuals with outstanding contributions in applying advanced and innovative energy solutions, having a great influence on energy management policies and practices in the region.

On October 1 and 2, 2024, ASCOPE Secretary General Tran Hong Nam attended the 49th ASEAN Council on Petroleum Meeting (“ASCOPE Council Meeting/ACM”) hosted by Petronas in Kuala Lumpur, Malaysia. The meeting was attended by General Directors of National Oil and Gas Companies/Heads of State Management Agencies of Petroleum of 10 ASEAN countries, Coordinators of countries, Heads of Sub-Committees and invited guests who were Observers from Timor Leste, Wood Mackenzie, ASEAN Centre for Energy (ACE).

At the meeting, the ASCOPE Secretary General reported on the results and goals achieved in the first 3 quarters of 2024, especially emphasizing the many achievements of the ASCOPE Secretariat, which Petrovietnam assumed for the term from 2019 to October 2024, specifically: Issuing the Field Clearance Guide “ADG Revision 1 Book”; Coordinating with the ASEAN Secretariat in completing the TAGP MOU; Cooperating with ACE to publish the publication “ASEAN Outlook 08”; Completion of the training program to raise awareness on methane emission reduction (“Methane Leadership Program/MLP” 1.0; ASCOPE representatives reported at regional forums such as the 22nd Regional Energy Policy and Planning Network (REPP SSN), ASEAN Senior Officials Meeting (SOME), ASEAN Ministers of Energy Meeting (AMEM); Cooperation with many international organizations LNGNet, IEA, USAID, JOGMEC, ... At the meeting, the ASCOPE Secretary General expressed his thanks to the ASCOPE Council Members, National Coordinators, Subcommittees and partners who have always supported the completion of the term of Petrovietnam Secretariat; and introduced PT.Pertamina as the ASCOPE Secretariat for the next term.

At the meeting, the ASCOPE Subcommittee Chairs, comprising the Exploration and Production, Gas, Clean Energy, and Policy Research and Capacity Building Subcommittees, reported on the progress of work in 2024 and the action plan for 2025 based on key performance indicators. The next ASCOPE Secretariat, led by PT Pertamina, presented the direction and key tasks, with ASCOPE's goal of focusing on developing a strong, sustainable and secure ASEAN energy sector, while ensuring close cooperation among countries in the region to address global energy challenges.

The ASCOPE Council Members highly appreciated the efforts of the ASCOPE Secretariat, ASCOPE Subcommittees, and Country Coordinators in promoting ASCOPE's activities in the past time. In particular, Petrovietnam has successfully fulfilled its role as ASCOPE Secretariat, handing over the Secretariat duties to Pertamina and hoped that in the coming time, all ASCOPE members will continue to cooperate closely in the spirit of moving towards a sustainable, effective and supportive ASCOPE development so that Pertamina can successfully fulfill its role as ASCOPE Secretariat.

Within the framework of the 49th ACM meeting, the ASCOPE Secretary General and the Petrovietnam delegation participated in sideline working programs such as attending the ASEAN Roundtable on Methane Emission Reduction; Attending the MLP 1.0 Closing Ceremony and MLP 2.0 Kick-off Ceremony and working with Timor Leste's national oil and gas company TIMOR GAP EP to discuss cooperation opportunities in the oil and gas sector.
