This is the assessment in the draft submitted to the Ho Chi Minh City People's Committee by the Department of Planning and Architecture (QH-KT) when reviewing, synthesizing reports on difficulties, obstacles and proposing recommendations in urban management, development and urban technical infrastructure.
5 suburban districts of Ho Chi Minh City becoming a city is more feasible and convenient than becoming a district.
Most of the 5 districts (Binh Chanh, Cu Chi, Hoc Mon, Nha Be, Can Gio) are stuck with the criteria according to regulations that 100% of communes and towns must be wards for conversion to district-level administrative units, while only a minimum of 70% of wards must be directly under the city-level administrative units (belonging to the city).
Previously, Ho Chi Minh City organized a review and assessment of the current status of districts according to the criteria of districts (or cities) according to the following parameters: population, area, number of administrative units, socio -economic structure and development, urban infrastructure system and made a preliminary assessment.
Through comparing the standards of district administrative units on socio-economic development (according to Resolution No. 1210/2016/UBTVQH2013 on standards of administrative units and classification of administrative units and Resolution No. 1211/2016UBTVQH13 on classification of urban areas, and many criteria have not been met), 5 suburban districts still have some criteria that have not been met. Of which, Binh Chanh is the locality that meets the most criteria with 26/30 criteria; Can Gio is the locality that meets the lowest with 19/30 criteria; Nha Be and Cu Chi districts both meet 23/30 criteria; Hoc Mon district meets 22/30 criteria.
The report on the branch project "Orientation for urban infrastructure development in suburban districts of Ho Chi Minh City" (under the project "Investment - Construction of districts into districts (or cities under Ho Chi Minh City)" of the Department of Planning and Investment also shows the correlation and potential of localities to make breakthroughs in urban development.
According to the Department of Planning and Investment, except for Nha Be district, which is gradually approaching the status of a type II urban area, the remaining four districts are aiming for a type III urban area, with Binh Chanh district almost reaching the level of a type III urban area. Solving traffic connectivity issues can be considered a core task that creates a stepping stone for breakthrough development.
