The Ho Chi Minh City Department of Home Affairs has just submitted a document to the Ho Chi Minh City People's Committee for approval of the overall project to arrange and reorganize public service units under the People's Committees of districts, towns, and Thu Duc City.
The Department said that Ho Chi Minh City has 22 district-level administrative units including 16 districts, 5 counties and Thu Duc City with 1,369 operating public service units, providing basic and essential public services and associated with the operations of grassroots units.
There are currently 22 district-level health centers and 273 ward, commune and town health stations. These are public service units under the Department of Health, to organize the provision of services in inter-commune and ward areas according to the principle of arrangement suitable to geographical and population characteristics. Each regional health center will be in charge of about 1 million people.
The Department proposed to prioritize maintaining regional medical centers in suburban districts to directly support ward and commune health stations and meet local medical needs.
For medical centers with inpatient beds (in districts 3, 5, 10 and Can Gio district), convert the treatment block into a general hospital or into a second facility of a provincial general hospital to organize medical examination and treatment.
Arrange for the preventive medical block to move into the regional medical center.
Reorganize 273 ward, commune and town health stations before arranging them into 102 health stations under the management of the new commune and ward People's Committees to meet the primary health care needs of people in communes, wards and stations under the health stations.
Regarding the human resources of ward and commune health stations; after the arrangement, each health station needs 5 people/6,000 people; based on the local population. If there is an increase of 2,000 - 3,000 people, one more staff will be added. Based on that, 102 new health stations need at least 3,626 people.
While the current medical station has only 2,067 employees, it needs to add 1,559 people.
Regarding medical staff, the total number of doctors currently available at health stations and health centers is 741. Depending on the population size of each locality, doctors will be transferred from health centers to health stations. It is estimated that each health station will have at least 4 doctors.
Regarding the human resources of the regional medical center, the total number of human resources of the existing medical center will be selected and assigned to work at the regional medical center, the rest will be used to strengthen the human resources for the ward and commune health stations.
This plan is consistent with the central government's orientation and the city's reality, and is agreed upon by 22 People's Committees of districts, towns and Thu Duc City.
