Ho Chi Minh City holds meeting to remove obstacles and soon issue pink books for 800 apartments at 2 Novaland projects

On May 7, the Ho Chi Minh City Department of Natural Resources and Environment said that Working Group 5013 had a meeting with investors to resolve difficulties in granting land use right certificates.

The working group to resolve issues related to the issuance of land use right certificates and property ownership certificates (pink books) for organizations and individuals at commercial housing development projects in Ho Chi Minh City (Working Group 5013) had a working session with businesses on May 7.

Of which, nearly 800 apartments at the Garden Gate apartment project (No. 8 Hoang Minh Giam, Phu Nhuan District) and The Tresor project (39-39B Ben Van Don, District 4) of Novaland will have their documents completed to soon be granted certificates according to regulations.

At the Garden Gate project, the investor, Nova Festival Joint Stock Company, has completed most of its legal obligations, including paying land use fees and registration fees since 2017. However, the environmental records still lack permits.

Mr. Nguyen Toan Thang - Director of the Department of Natural Resources and Environment of Ho Chi Minh City - requested the investor to quickly complete the missing part and commit to the completion time. On that basis, the Ho Chi Minh City Land Registration Office will issue certificates for 272 apartments; 116 officetel apartments will be considered after reviewing financial obligations.

For The Tresor project, including 476 apartments, 239 officetels and 7 commercial units, the removal of obstacles is carried out in accordance with Resolution 170/2024/QH15 of the National Assembly and Decree 76/2025/ND-CP of the Government on special mechanisms for handling projects facing inspection, examination and judgment. The project has completed construction and acceptance in accordance with regulations.

Representing the investor, Mr. Phan Ngoc Bao An - General Director of Nova Phuc Nguyen - proposed that the authorities promptly complete legal procedures, support businesses to soon issue certificates, and ensure legitimate rights for home buyers.
