Ho Chi Minh City "go first, finish first"
Following the path chosen by the Party and Uncle Ho, Ho Chi Minh City is now a major center of economy, culture, education and training, science and technology, a hub for international exchange and integration, a locomotive, a driving force, with great attraction and influence in the Southern key economic region, and an important political position in the country. The Party Committee, Government and People of the city always promote the tradition of steadfast revolution, strive persistently, dynamism, creativity and solidarity, making important contributions to the cause of national construction and defense, especially since the implementation of the renovation process up to now.
During the development process, the city has always received deep attention and created many favorable conditions from the Central Government for the city to "go ahead and reach the finish line first". From 1982 to present, the Politburo has issued many very important Resolutions for Ho Chi Minh City, breakthrough policies on institutions for the city to develop faster and more sustainably, while also pointing out the great responsibility of the Party Committee, Government and People of the city to the Party and the People of the whole country. From these extremely important strategic orientations, the entire political system of the city has made continuous and creative efforts to achieve a number of outstanding and typical results over 40 years of implementing the renovation policy, specifically:
Innovation in thinking and creativity in thinking and doing. The city soon recognized the types of private enterprises, limited liability companies, and joint stock companies to create conditions for the development of the private economic sector. This is also one of the initial legal frameworks that creates trust for the private economy and encourages the development of this economic sector.
Research and establish export processing zones and industrial parks to direct the economy towards export, implementing an open economic policy. From export processing zones and industrial parks, the city has imported many new techniques and technologies. Up to now, the city has successfully built 15 industrial parks and 3 export processing zones, of which Tan Thuan Export Processing Zone is a typical success of the whole country.
Boldly piloting market operating regulations such as piloting equitization of State-owned enterprises since 1992; proposing the establishment of the Ho Chi Minh City Securities Center (in 1998) to build a capital market through the issuance of government bonds and conducting stock transactions; proactively establishing a joint-stock commercial bank since 1987 to open up the capital market; from this experience of the city, the National Assembly issued the Banking Ordinance in 1990, creating conditions for the type of joint-stock commercial banks to develop to this day.
Mobilizing social resources for development investment. Organizing the Urban Development Investment Fund, issuing project bonds and urban bonds, granting road exploitation rights to economic sectors, establishing public joint stock companies to implement investment projects in city technical infrastructure services; implementing socialization, supporting bank loan interest rates for schools and hospitals to invest in technical infrastructure to improve service quality; implementing the policy of exchanging land for infrastructure to solve the problem of urban development...
Implementing effective models of macroeconomic management and administrative reform, such as since 1995, implementing the "one-door, one-stamp" model in a number of districts, then developing into a "one-stop" mechanism, has significantly improved the quality of public services and increased people's satisfaction.
Developing science and technology, innovation and start-ups. Forming typical science and technology models. Such as establishing the High-Tech Park, Quang Trung Software Park - a model in managing a high-tech industry and currently the first and largest Software Park in Vietnam.
Proactively and persistently following up and advising the Central Government on specific and breakthrough mechanisms and policies for the city to develop, with the spirit of "for the whole country, with the whole country". That is also the proactive and creative method and solution that is unique to the city in the process of implementing the Party's resolutions into life.
Actively implement the city's own programs to promote the work of creating resources, training, practicing, and challenging the staff. The city has built a program to train young staff, a program to train domestic and foreign masters and doctors, a program to create resources for staff from workers, an English training program for leaders and managers... This is a correct, creative, and nationwide leading policy of the City Party Committee for many terms.
Along with economic development, Ho Chi Minh City - also a city of typical humanity, cultural and social movements have also been implemented with many creative models, truly oriented towards the people, promoting the tradition of humanity and humanity of the city's people; and have been replicated throughout the country.
The city's literature and arts are constantly creative, contributing to "Building and developing an advanced Vietnamese culture imbued with national identity", improving the spiritual life of the people. At the same time, Ho Chi Minh City is also a locality that is making efforts to create and build the Ho Chi Minh Cultural Space, which is considered a major project - a project originating from the sacred feelings and respect for Uncle Ho of the Party Committee, Government and People of Ho Chi Minh City. With a focus on consolidating and creating cultural values in the city, making the living environment of the city filled with the ideological, moral and stylistic values of Ho Chi Minh, making the cultural beauty of Ho Chi Minh's people penetrate deeper and become an endogenous source of strength; forming the characteristics of the people of the city named after Uncle Ho - a civilized, modern and affectionate city.
Worthy of being the leading city
With the advantages of geographical location, abundant and diverse human resources, economic dynamism and openness, the city has stood firm and created important premises for development, aspiring to reach new heights; firmly stepping into the new era of development, worthy of being the leading city in the trust of the whole country, "for the whole country, with the whole country"; in the coming time, Ho Chi Minh City continues to focus on implementing a number of key tasks as follows:
Firstly, continuing to promote the tradition of dynamism and creativity, a typical feature of the Party Committee and the people of the city, is an important condition and foundation contributing to the development and adaptation to the new context.
Second, focus on resolutely and effectively implementing the arrangement of the city's political system to be streamlined, strong, efficient, effective, and efficient in the spirit of Resolution No. 18-NQ/TW of the Party Central Committee (12th tenure), creating high unity in awareness and solidarity in action of the entire political system and the People, ensuring the set roadmap and progress; innovation and arrangement of a streamlined apparatus must focus on improving and enhancing the quality of the staff and Party members, ensuring professional qualifications, capacity, and skills to meet work requirements as well as moral qualities, enthusiasm, and responsibility, contributing to improving the quality and effectiveness of public service performance in the new environment.
Third, focus on implementing key and urgent tasks; fundamentally resolve the city's difficulties and backlogs; lead and direct the synchronous and effective implementation of the tasks of Resolution No. 31-NQ/TW of the Politburo on the direction and tasks of Ho Chi Minh City's development until 2030, with a vision to 2045; Resolution No. 24-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region until 2030, with a vision to 2045.
Fourth, promote the work of planning and investing in the construction of synchronous infrastructure. Deploy the Plan to implement the City's Master Plan for the period 2021 - 2030, with a vision to 2050, and the Project to adjust the City's Master Plan to 2040, with a vision to 2060. Strengthen the application of science and technology, innovation; improve labor productivity.
Fifth, to effectively carry out the work of caring for people's lives, develop the economy in parallel with cultural development, and implement social progress and equity; to properly perceive the role and position of the city as a place of convergence and diffusion, for the whole country, with the whole country; to promote increasingly practical and effective economic, cultural and social cooperation with provinces and cities across the country and proactively integrate internationally.
50 years after the liberation of the South and the reunification of the country; Ho Chi Minh City has been and is one of the economic, cultural, educational - training, scientific - technological, international exchange and integration centers of the whole country; the dynamism and creativity of Ho Chi Minh City have been and are being highly promoted, contributing to the establishment of a new management mechanism, opening the way for innovation and playing an important role in the victory of the cause of innovation, industrialization, modernization of the country and international integration.
