Regarding gifts, ensure that all policy beneficiaries receive gifts in Ho Chi Minh City (new) and the gift spending level for policy beneficiaries is equal to or higher than the spending level of the 3 regions, expand the policy beneficiaries in accordance with the care work in localities before arranging provincial-level administrative units.

The total number of policy beneficiaries expected to receive gifts in 2025 is 147,112 people, an increase of 43,491 people, reaching a rate of 141.97% compared to 2024. There are 6 levels of gifts (the highest level is 3,000,000 VND for Heroic Vietnamese Mothers and the lowest level is 800,000 VND for the following subjects: Children of resistance fighters infected with toxic chemicals who are receiving monthly preferential allowances; People with meritorious services to the revolution who are awarded the Resistance Medal and are receiving monthly preferential allowances; People with meritorious services to the revolution who are receiving one-time allowances (awarded the Resistance Medal by the State); Monthly death benefits for relatives of: War invalids, sick soldiers, chemical agents, revolutionary veterans, pre-uprisings).
Organized 46 delegations of City leaders to visit and present gifts to 5 nursing centers for war invalids in the northern provinces and Thi Nghe Nursing Center and 225 typical policy families, including visiting and presenting gifts to 96 people in Ho Chi Minh City, 72 people in Binh Duong , and 57 people in Ba Ria - Vung Tau.

Organized a meeting of 185 outstanding people on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025); including 120 delegates from Ho Chi Minh City, 36 delegates from Binh Duong, 29 delegates from Ba Ria - Vung Tau and the ceremony to posthumously award the State honorary title to 6 Vietnamese Heroic Mothers.
In addition, the City People's Committee plans to organize activities to celebrate the 78th anniversary of War Invalids and Martyrs Day in Con Dao Special Zone with many meaningful activities such as: Visiting Hang Duong and Hang Keo cemeteries; visiting and presenting gifts to former prisoners, families of martyrs, and people with meritorious services to the revolution; visiting and presenting books and equipment to schools in Con Dao Special Zone; organizing art programs and holding memorial ceremonies for heroic martyrs, revolutionary soldiers and patriotic compatriots who sacrificed their lives in Con Dao Special Zone.
