This is considered one of the largest AI outreach programs currently underway, aiming to make this new technology a practical tool to support learning, work, and daily life.
During the period of 2026-2027, Ho Chi Minh City plans to equip more than 100,000 people annually with basic AI knowledge through both in-person and online training. The program will receive support from numerous domestic and international technology companies in terms of learning materials, training platforms, and practical application solutions.
One of the program's highlights is promoting the role of the community-based Digital Technology Team network in wards and grassroots administrative units. This force is trained in using AI tools, identifying misinformation online, protecting personal data, and effectively utilizing digital platforms to serve daily life.
After training, members of the Community Digital Technology Team will continue to guide residents in their communities, contributing to the dissemination of technological knowledge to every household. This approach is expected to help the elderly, small businesses, and groups with limited access to technology become familiar with AI and new digital tools.
Besides promoting AI adoption in the community, Ho Chi Minh City is also boosting its application in the public sector. The city organizes AI training programs for officials and civil servants; providing guidance on using work support tools such as ChatGPT, Gemini, and digital platforms for information aggregation and analysis, report generation, and electronic record management.
According to the plan, the scale of training will gradually increase from approximately 100,000 people per year in the initial phase to over 600,000 people per year from 2028 to 2030. The city aims for the majority of trainees, after completing the program, to be able to apply at least one AI tool to their work or daily lives.
