The Ho Chi Minh City Department of Construction has requested that relevant units urgently construct two pedestrian bridges across Ton Duc Thang Street and renovate the B and C wharf bridges at Ba Son.

According to this document, the Waterway Management Department is assigned to take the lead in coordinating and guiding the investor in carrying out the procedures to implement the renovation and upgrading of Pier B and Pier C – Ba Son, ensuring completion before the Lunar New Year of 2026.

The Department of Road Construction Management is responsible for guiding the procedures related to the investment and construction of two pedestrian bridges across Ton Duc Thang Street, requiring completion before April 30, 2026.

The Department of Construction assigns the Planning and Investment Division to take the lead and coordinate with relevant units to guide investors in carrying out investment procedures under the public-private partnership (PPP) and BT contracts that do not require payment.

The Project Management Board for Investment and Construction in District 1 is tasked with coordinating with the Saigon Ward People's Committee and the investor to prepare the necessary site conditions at the B and C pier areas of Ba Son, to facilitate the timely implementation of renovation and upgrading projects.

For investors, Great Wealth Trading and Service Co., Ltd. is requested to proactively contact and coordinate with relevant departments and units to receive guidance and complete the procedures according to regulations. The Department of Construction requests that specialized units and departments urgently organize the implementation, ensuring progress as directed by the Ho Chi Minh City People's Committee.

Previously, the Department of Construction reported to the Ho Chi Minh City People's Committee on a proposal to implement a project to build two pedestrian bridges over Ton Duc Thang Street and to renovate and upgrade the Ben B and Ben C bridges in the Ba Son area. According to the assessment, Ton Duc Thang Street is over 1 km long and 14-24 m wide, making it one of the important riverside traffic arteries in the city center. Meanwhile, Ben B Bridge (reinforced concrete structure, 172 m long, 18 m wide) and Ben C Bridge (T-shaped structure, 19 m long) are currently vacant.

Currently, the Bach Dang Wharf area has only been renovated from the Thu Ngu Flagpole to Pier No. 1, while Piers B and C remain vacant and unutilized, despite the significant demand for public space and waterway transportation in the city center. The Department of Construction considers the repair and upgrading of these two piers necessary.

The total estimated investment is approximately 80 billion VND, of which about 50 billion VND is for the construction of two pedestrian bridges and about 30 billion VND is for the renovation of two existing wharves. The project is fully funded by the investor under a PPP (Public-Private Partnership) – BT (Build-Transfer) contract, requiring no payment from the state budget.
