In the last three spring crops, over 40 hectares of double-rice fields of the people of Dong Vi and Na Chang hamlets, Ban Dat commune (Phu Binh), have lacked water for production. Farmers who grow rice have seen their productivity decrease by 40-60%, and if they switch to growing other crops, their productivity is also unstable. The reason is that the Dong Vi pumping station that supplies water from the Dao River to the entire area has been damaged and has not been repaired.

Ms. Tran Thi Hoa, a resident of Dong Vi hamlet, has 4 sao of rice fields in Goc Dua and Dong Quan fields that benefit from the Dong Vi pumping station. She said: The 2023 spring crop was the third crop in which the two-rice field area of the people in the hamlet suffered a serious shortage of water for production. Fortunately, thanks to the rain on the 15th day of the first lunar month, we had water for planting. But during the tillering and flowering process, there was no water for irrigation, so my family's one sao of rice only yielded 90 kg of rice (previously, when there was enough water for production, the yield reached 2.2-2.5 quintals/sao). Also because of the lack of water for many consecutive crops, out of the 4 sao of two-rice fields, my family had to switch 3 sao to grow peanuts and corn. However, the yield was low, and there was no harvest at all.
Mr. Nguyen Huu Dat, Head of Dong Vi Hamlet, said: The station's pump has been malfunctioning for a long time, and last spring it was completely broken; the suction and discharge pipes were worm-eaten and had many holes. In the past, every time the production season came, the hamlet's irrigation team had to temporarily fix it by using rubber bands and cloth to temporarily reinforce it, and even pouring concrete over the suction pipes to patch it. Every production season, we had to use up to 50 motorbike inner tubes to reinforce the pipes to pump water to serve the people. But now, the machine and pipe system are broken, seriously degraded and cannot be repaired anymore. This makes us very worried, because over 40 hectares of two-rice fields are the main source of food for the people in the hamlet.
According to our research, Dong Vi Pumping Station was built in 2001, with a capacity of 15KW. After a long period of exploitation, the pump's parts and components have been damaged and degraded, so over 40 hectares of rice fields of Dong Vi and Na Chang people only depend on rainwater.
Mr. Nguyen Khac Doan, Vice Chairman of Ban Dat Commune People's Committee, said: During the operation of Dong Vi Pumping Station, the local people and authorities have also spent money for minor repairs. However, in the past 3 years, the Pumping Station has been severely damaged, while the local budget is not enough to cover the repairs. The local people and authorities have repeatedly expressed their opinions at meetings with voters, earnestly hoping that the relevant authorities and agencies will soon repair the Pumping Station, but so far, it has not been resolved.
