On the morning of June 23, discussing in the hall about the draft Resolution of the National Assembly on the mechanism for handling difficulties and obstacles due to legal regulations, Deputy Thach Phuoc Binh (Tra Vinh) agreed with the necessity of issuing the resolution, but said that the name of the resolution is still general, not reflecting the nature of a temporary mechanism to remove immediate difficulties, not a framework for long-term application.
"If this is not clearly defined in the name of the draft resolution, it will inadvertently blur the time and scope of application," the delegate commented and suggested adjusting the resolution's name to "Resolution of the National Assembly on temporary mechanisms to handle difficulties and obstacles due to legal regulations."

According to Deputy Thach Phuoc Binh, the draft resolution is quite general, not clear which documents are stuck and how to handle them. The Deputy suggested that the Ministry of Justice or the Government Office periodically announce which documents are stuck and how to handle them to ensure transparency, clarity and avoid abuse.

Sharing the same view, Deputy Le Xuan Than (Khanh Hoa) was concerned about local difficulties, especially in the context of administrative unit arrangement. He proposed to stipulate a mechanism for the Standing Committee of the Provincial People's Council to have the same authority as the Standing Committee of the National Assembly at the local level to quickly resolve difficulties caused by legal documents issued by the locality.
Agreeing with the regulation on considering exemption from responsibility for officials if they do not profit, the delegate suggested clarifying the criteria, such as having a document from the inspection and examination agency confirming that the official has not violated the law.

Delegate Ha Sy Dong (Quang Tri) acknowledged that this draft resolution is an important and timely initiative, meeting urgent requirements from the reality of socio-economic development and state management. However, the Delegate noted that some contents assigning the authority to handle to ministries, branches and localities, if there is no clear principle of transparency, will easily lead to arbitrary application.
The delegate proposed to add provisions on accountability and public disclosure of handling plans; clearly define the effective period and assess the impact after the resolution is implemented; and increase the connection between this resolution and the law and ordinance making program.
In particular, the delegate emphasized the proposal to continue perfecting the legislative sandbox mechanism - that is, allowing flexible handling within the framework of the resolution, but there must be close reporting and monitoring.
Deputy Ha Sy Dong, along with Deputy Nguyen Thi Thuy (Bac Kan), highly agreed with the regulation that this resolution takes effect immediately after the National Assembly promulgates it and proposed that the National Assembly assign the Government to provide timely and consistent guidance on its implementation, avoiding the situation of "having a resolution but still not daring to implement it".
