In his opening remarks, Senior Lieutenant General Hoang Xuan Chien thanked Senior Lieutenant General Alexander Vasilyevich Fomin for coming to Vietnam to attend the 80th anniversary of the successful August Revolution and National Day; and co-chaired the dialogue.
The presence of the Russian delegation and military personnel participating in the parade once again affirms the pivotal role of defense cooperation in the overall Comprehensive Strategic Partnership between the two countries.
The Deputy Minister of National Defense affirmed that the people and the Vietnam People's Army always remember and appreciate the great, righteous and wholehearted support and assistance of the former Soviet Union and the Russian Federation today. Vietnam wishes to deepen the Comprehensive Strategic Partnership.

The Vietnamese Ministry of National Defense built a monument to pay tribute to Soviet military experts who helped Vietnam in its struggle for national independence at the Vietnam Military History Museum. This event continues to be a clear demonstration of the close relationship and good feelings between the two countries and the two Armies.
With the Monument to Soviet and Vietnamese soldiers in Cam Ranh (Khanh Hoa) and the Monument to Vietnamese international volunteers who fought to protect Moscow during the Great Patriotic War in Moscow, the Monument to Soviet military experts in Hanoi will contribute to strengthening the sentiments and relations between Vietnam and the Russian Federation.
Agreeing with the assessments of Senior Lieutenant General Hoang Xuan Chien, Senior Lieutenant General Alexander Vasilyevich Fomin emphasized that over the years, the relationship between Vietnam and the Russian Federation has created a strong bond.


Defense cooperation is increasingly focused on development, becoming a pillar in the relationship between the two countries, especially in the fields of: delegation exchange, training, cooperation between military branches; cooperation with the Vietnam - Russia Tropical Center...
Senior Lieutenant General Alexander Vasilyevich Fomin believes the dialogue will be a great success, contributing to determining the direction for sustainable, effective and practical development of defense cooperation.
At the dialogue, the two Deputy Ministers were pleased to note that the Vietnam-Russia defense cooperation has been actively implemented by both sides, achieving many important results. These include training and cooperation between the armies, branches, agencies, units, academies and schools of the two countries' Defense Ministries; maintaining effective coordination and consultation at international multilateral mechanisms and forums.
The two sides affirmed that scientific research cooperation within the framework of the Vietnam - Russia Tropical Center is of great significance and continues to be a symbol of cooperation...
In the coming time, the two countries' armies will promote training cooperation; strengthen cooperation between military branches and services, cooperation between agencies, units, academies and schools; exchange experiences and expertise; military medicine; cooperate in scientific research within the framework of the Vietnam - Russia Tropical Center; maintain coordination and consultation at multilateral mechanisms and forums.

The two sides discussed the world and regional situation of mutual concern. Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; is ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world; and firmly adheres to the "four no's" defense policy.
Regarding the East Sea issue, Vietnam's consistent stance is to persistently strive to resolve all disputes and disagreements by peaceful means on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); international and regional commitments such as the Declaration on the Conduct of Parties in the East Sea (DOC); and support the early signing of a Code of Conduct of Parties in the East Sea (COC) in a practical and effective manner.

Afterwards, Senior Lieutenant General Hoang Xuan Chien awarded the Friendship Medal to Senior Lieutenant General Alexander Vasilyevich Fomin, for his many important contributions to strengthening defense cooperation, contributing to the development of traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
