The award ceremony was held on the occasion of the 133rd birthday of the great President Ho Chi Minh, national liberation hero, world cultural celebrity. Also attending the ceremony were: Tran Thanh Man, Politburo member, Permanent Vice Chairman of the National Assembly; Do Van Chien, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Van Hung, Party Central Committee member, Minister of Culture, Sports and Tourism, Chairman of the State Council for considering the Ho Chi Minh Prize, the State Prize for Literature and Arts.
Reporting on the process of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2022, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the work of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts is extremely important and has been closely directed by the President and Prime Minister.
Fully aware of its responsibilities, over the past time, the Ministry of Culture, Sports and Tourism has always strictly implemented the provisions of the Law on Emulation and Commendation, and coordinated with relevant departments, ministries and branches to review and submit to competent authorities to amend and supplement the provisions of the Law on Emulation and Commendation in accordance with administrative reform, ensuring the most favorable conditions for state management agencies and authors in the process of considering the Ho Chi Minh Prize and the State Prize in Literature and Arts.
Accordingly, the work of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2021 is carried out in accordance with the regulations, procedures and documents prescribed in Decree 90, Decree 133 of the Government and the plan for considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts issued by the Ministry of Culture, Sports and Tourism.

Minister Nguyen Van Hung said that the applications for the Ho Chi Minh Prize and the State Prize for Literature and Arts are carried out through three levels of the Council: the grassroots Council, the State-level specialized Council and the State-level Council.
In this award consideration, the author only has to submit a single set of documents to the grassroots Council as a condition for consideration throughout the award consideration process at the 3-level Council instead of having to submit to all 3 levels as before. This is a new point in the award consideration, reducing inconvenience and saving for the author when having to prepare documents, ensuring good implementation of administrative reform.
Through 3 levels of the Council, there were 27 works and groups of works proposed for consideration for the Ho Chi Minh Prize; 144 works and groups of works proposed for consideration for the State Prize for Literature and Arts.
With the spirit of impartiality, objectivity and high responsibility of the Council at all levels, the work of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2021 has completed the set goals and requirements.
On October 17, 2022, the President signed decisions to award the Ho Chi Minh Prize and the State Prize for Literature and Arts to authors and co-authors; specifically, 16 authors and late authors whose works and groups of works were awarded the Ho Chi Minh Prize for Literature and Arts by the President; 112 authors and late authors whose works and groups of works were awarded the State Prize for Literature and Arts by the President.
Minister Nguyen Van Hung informed that the Ministry of Culture, Sports and Tourism has urgently developed a new decree to replace Decree 90 and Decree 133 on the work of considering and awarding the Ho Chi Minh Prize and the State Prize for Literature and Arts to suit reality, and at the same time to meet the provisions of the Law on Emulation and Commendation, which will take effect from 2023.

Speaking at the award ceremony, President Vo Van Thuong emphasized: The Party and State always care, respect, encourage, praise and create all conditions for artists to create many valuable works of ideology and art to meet the cultural and spiritual needs of the people, contributing to building a comprehensively developed Vietnamese culture and people, imbued with national spirit, humanity, democracy and science.
The outline of Vietnamese culture in 1943 was born with three principles: nationalization, popularization and scientificization, which became the flag to gather intellectuals and artists to follow the call of the country, participate in the great resistance war led by the Party, serve the revolution, serve the people, serve the Fatherland.
Through the wars of resistance for independence, freedom and national unification, generations of artists have devoted their youth, their lives, their intelligence and their talents to the revolutionary cause, creating valuable works that contributed greatly to miracles, affirming the dignity of the Vietnamese people in the face of enemy bombs and bullets. Many people heroically sacrificed themselves as artists and soldiers, and many works created during those years have become precious heritages of the nation.
During the period of renovation, construction and protection of the Fatherland, the team of artists has inherited and promoted the cultural tradition, patriotism and humanism, deeply attached to the revolutionary cause of the Party and the nation, continuing to have works with diverse themes, rich in genres and methods of expression, profound in ideology, reflecting the great achievements of historical significance of the renovation cause, along with new and hot issues of the times and of the country today.
"In this solemn ceremony, we express our deep gratitude to the artists who heroically sacrificed their lives in the revolutionary cause, and together honor the artists who, with their creative talent and persistent labor, have created works and groups of works of exceptional value in terms of ideological content and artistic form, which have greatly served the revolutionary cause, have had a wide and long-term influence on social life, contributed to building new people, improving the aesthetic level and awareness of the people, and contributed to the development of advanced Vietnamese culture, literature and art, imbued with national identity," the President emphasized.
President Vo Van Thuong, authors and their relatives were awarded the Ho Chi Minh Prize.
The President commended and congratulated the great achievements that Vietnamese artists and writers have made in recent years, and congratulated the authors and their relatives whose works and groups of works were awarded the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2022.
The President suggested that in the coming time, with the spirit of honoring artists who have devoted their whole lives to the revolution and to the country's literature and art, understanding the special creativity, invaluable contributions and great influence of artists to the revolution and to the nation, in order to respond to our sincere and deep gratitude, we must not miss out on truly valuable works, and not let deserving artists go unhonored.
The President emphasized that the Party, State and people continue to trust and wait for new literary and artistic works that are on par with the revolutionary cause of our Party and people.
Through diverse and rich literary and artistic works, directly foster and enhance the qualities of Vietnamese citizens and people in the new era; spread and elevate good values; arouse optimism, passion for work, responsibility, discipline, creativity, national pride and self-esteem; arouse revolutionary heroism, the spirit of great solidarity, the will to be self-reliant and self-reliant and the aspiration to develop a rich, prosperous and happy Vietnam.
The President requested that agencies, organizations, ministries, sectors and localities continue to deeply understand the role of culture, literature, art and artists in developing literature, art and building Vietnamese culture.
Continue to gather and unite Vietnamese artists, promptly honor and commend artists with many achievements and contributions to the country; focus on establishing a democratic environment, respecting the characteristics of artistic creation, further expanding the freedom of creation; promote literary and artistic talents, care for the lives of artists so that artists can make a living from their profession with talent and dedication.
The President noted, paid special attention to, and encouraged young artists to engage in the vivid reality of social life, to discover the beauty of the Vietnamese people; to renew creative thinking, to seek new artistic techniques to convey in a convincing, profound and humane way, suitable for young people, attractive to the public, bringing culture along with the times, spreading love of life and beautiful aspirations.
Comrade Tran Thanh Man - Permanent Vice Chairman of the National Assembly presented the State Prize for Literature and Arts to the authors.
Agencies need to research and develop effective mechanisms to promote and introduce good and excellent works to domestic and foreign audiences through literature and art; enhance the attractiveness of national cultural identity, selectively absorb the quintessence of human culture, contribute to promoting the strength of Vietnamese culture and people; bring the image of the country and Vietnamese people to the world, and at the same time build Vietnam into an attractive destination for international cultural exchange.

Awarding the State Prize to 87 authors and co-authors and posthumously awarding the State Prize to 25 authors and co-authors who have had outstanding works and groups of works in literature and art contributing to the cause of building socialism and defending the Fatherland.
