
The people of Kim Tan commune are overjoyed to receive their health insurance cards.
For many years, in response to the emulation movement "The whole country joins hands for the poor - No one left behind," Vietnam Social Security and the Social Security branches of provinces and cities, including Thanh Hoa province, have been continuing and spreading noble deeds through the program "Donating Social Insurance books and Health Insurance cards to people in difficult circumstances."
According to Deputy Director of Vietnam Social Security Chu Manh Sinh at the health insurance card donation ceremony for people in Kim Tan and Thach Binh communes: “The health insurance card donation program has become an annual charitable activity of the Vietnam Social Security sector in caring for the health and protecting vulnerable people, ensuring that no one is left behind. The program not only receives contributions from officials and employees of the Social Security sector, but also the attention and cooperation of organizations, businesses, and philanthropists who have supported the funding to purchase and donate health insurance cards to vulnerable people. Thanh Hoa province alone will receive 600 million VND from the program in 2025, which is expected to be allocated to people in difficult circumstances in the province, with the first card donation in Kim Tan and Thach Binh communes, for people in areas affected by Typhoon No. 13.”
It is known that the Vietnam Social Security (BHXH) has coordinated with the Vietnam Bank for Agriculture and Rural Development, the Thanh Hoa Provincial Social Security, and local Party committees and authorities to donate 400 health insurance cards to people in Kim Tan and Thach Binh communes. These health insurance cards will be processed directly by the Kim Tan local Social Security office for timely use, helping people alleviate the burden and losses caused by storms and floods, and reduce medical expenses when they unfortunately fall ill. In reality, there are still people who have not participated in health insurance, mainly those in difficult circumstances, self-employed workers, and those with unstable incomes. For them, even a small annual contribution can sometimes be a financial burden. Therefore, when these health insurance cards are given to the right people in the right circumstances, the humanitarian value will spread even further.
After bidding farewell to the people of Kim Tan and Thach Binh communes, the delegation from the Thanh Hoa Provincial Social Insurance Agency visited the people of Xuan Thai, Nhu Xuan, and Cam Tan communes.
At the ceremony to present health insurance cards to residents of these communes, Deputy Director of Thanh Hoa Provincial Social Insurance Vu Nguyen Hiep emphasized: In recent years, the work of protecting and caring for the health of the people has always been a priority for all levels, sectors, units, businesses, and philanthropists. This program has profound humanitarian value, helping many disadvantaged families who lack the means to participate in health insurance to have access to healthcare and gradually improve their quality of life.
As one of the residents of Cam Tan commune who received a health insurance card, Ms. Hoang Thi Tau was deeply moved. She couldn't sleep, just hoping for dawn to break so she could go to the commune's People's Committee to receive her card. Due to difficult circumstances, her family had not yet participated in health insurance, but now, through this program, she has received a health insurance card. Only those in her situation can fully appreciate the happiness and timely encouragement this brings.
Behind every health insurance card and social insurance booklet lies a touching story of those facing hardship who received timely support. Upon receiving this meaningful gift, Mr. Ha Van Tong from Cam Tan commune was deeply moved: "I am extremely grateful for the kind hearts of the agencies and businesses that have cared for and supported our people."
Trinh Van Ha, Head of the Propaganda and Participant Support Department of the Thanh Hoa Provincial Social Insurance Agency, who has accompanied each trip to donate health insurance cards, said: "The program of donating social insurance books and health insurance cards to people in difficult circumstances has been implemented for many years. These cards represent a connected journey of social security, bringing many opportunities for people in difficult circumstances to access medical services and healthcare. The program has truly spread humanitarian values, creating trust among the people in the social insurance and health insurance policies of the Party and the State."
Currently, over 3.5 million people in the province participate in health insurance, with a coverage rate of approximately 95.16% of the population (including groups participating in health insurance outside the province, such as the armed forces). At the end of the 2025 health insurance card distribution campaign, the Director of Thanh Hoa Provincial Social Insurance, Nguyen Khac Tuan, affirmed that, with the goal of achieving universal social insurance and health insurance coverage, ensuring that all citizens receive healthcare, the Thanh Hoa Provincial Social Insurance agency has been making concerted efforts to implement comprehensive solutions. The Thanh Hoa Provincial Social Insurance agency hopes to continue receiving the support of the government, organizations, and businesses in effectively implementing social insurance and health insurance policies, contributing positively to ensuring social security, stabilizing people's lives, and developing the local economy and society.
