How do children and students without citizen identification cards or VNeID use health insurance cards?

Sending a question to Tuoi Tre Online , reader Nguyen Van Tuan raised the question: From June 1, the issuance of paper health insurance cards will stop. For children and students who do not have a citizen identification card or VNeID, how will they declare their health insurance usage?

Paper cards will be issued to people without citizen identification cards.

According to Official Dispatch 168/BHXH-QLT, from June 1, the social insurance agency will not issue paper health insurance cards to participants.

For cases of requesting re-issuance or exchange of health insurance cards, social insurance officers are required to directly guide participants to install the digital social insurance application (VssID), the electronic identification application (VNeID) and guide them to use the health insurance card image on the VssID, VneID applications; citizen identification cards with chips to go to medical examination and treatment instead of paper health insurance cards.

The Social Insurance Agency also instructed to only issue paper health insurance cards to those who cannot install the VssID and VNeID applications and do not have a citizen identification card with a chip.

With this instruction, children and students who do not have a citizen identification card, have not installed VNeID, and have not installed the VssID application will be issued a paper health insurance card.

Using VssID for students

In addition, parents can use health insurance for their children (under 15 years old) through the VssID application. When installing and using the VssID application, parents can perform electronic transactions for students and monitor the health insurance participation process.

At the same time, using the health insurance card image on the VssID application instead of the paper health insurance card when going to the doctor, helps save time, and does not worry about losing or forgetting the health insurance card as happened with the paper health insurance card.

Parents can register and use the VssID application with 5 simple steps as follows:

Step 1: Log in to your parent or guardian's account.

Step 2: Select Public Services/Register an account for your child

Step 3: Enter your child's social security number and full name

You can enter directly or use the social insurance code lookup utility or scan the QR code on the health insurance card to automatically fill in the social insurance code and full name.

After entering the full and correct social security number and full name, click Continue to go to the next step.

Step 4: Update your child's personal photo and birth certificate photo (You can take a photo directly or upload a personal photo or birth certificate photo).

Click Continue to go to the next step.

Step 5: Select the Social Security agency to receive and submit the declaration.

The system requires individuals to agree to the following content: "I personally commit to take full responsibility before the law for the accuracy and honesty of the above registration content and to conduct electronic transactions in the field of social insurance in accordance with the provisions of law".

Click "Agree" to send the declaration to the Social Security agency.

When the declaration is successfully submitted, the application will display a notification and send a message to the phone number of the parent or guardian. The Social Insurance Agency will conduct online approval based on the comparison of the declaration information, the individual's birth certificate, the approved information of the parent or guardian and management data.

Thus, the process of registering an electronic trading account for students is complete.

After registration, parents or guardians can perform electronic transactions for students, monitor the health insurance participation process, use the health insurance card image on the VssID application to replace the paper health insurance card when going to the doctor, helping to save time, not worrying about losing or forgetting the health insurance card as happened with the paper health insurance card.

The use of citizen identification cards, VNeID and VssID applications to go for medical examination and treatment instead of paper health insurance cards has been implemented by Vietnam Social Security in coordination with relevant ministries and branches in recent times and has brought positive results.

If people have difficulty updating information, social insurance officers are responsible for guiding participants to use the image of the health insurance card on the VssID and VneID applications; use the citizen identification card with chip to go to medical examination and treatment instead of the paper health insurance card.
