Deep gratitude to those who have contributed: An order from the heart, the responsibility of the whole society

(Chinhphu.vn) - The meeting with 250 people with meritorious services and historical witnesses in Hanoi on the morning of July 24 was an event imbued with sentiment, deeply demonstrating the morality of "When drinking water, remember its source". General Secretary To Lam emphasized that the work of gratitude is not only a major policy of the Party and State but also a command from the heart, a political responsibility, and the morality of the entire political system and society.

On the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), on the morning of July 24, in Hanoi, the Ministry of Home Affairs coordinated with the Ministry of National Defense, the Ministry of Public Security , Nhan Dan Newspaper, Vietnam Television and the Hanoi People's Committee to organize a meeting with people with meritorious services and typical historical witnesses.

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh , Standing member of the Secretariat Tran Cam Tu, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien attended the program.

Also attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members; leaders of central departments, ministries and branches; representatives of socio-political organizations and localities across the country.

Especially the presence of 250 delegates who are people with merit and historical witnesses representing over 9.2 million people with meritorious services to the revolution and relatives of people with meritorious services nationwide.

Among the 250 delegates, there are veteran revolutionary cadres, the oldest of whom is 101 years old, the youngest of whom is a war invalid, 32 years old, along with Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, wounded soldiers, victims of toxic chemicals and typical representatives of ethnic minorities.

People with revolutionary contributions are valuable assets of the nation.

Speaking at the meeting, General Secretary To Lam emphasized that over the past century, under the correct and wise leadership of the Communist Party of Vietnam, our entire nation has united as one, overcome countless difficulties, hardships, and sacrifices, and fought bravely against foreign invaders, gaining independence, freedom, and national unification, and maintaining sovereignty and territorial integrity.

To achieve those great victories, millions of cadres, soldiers and compatriots fell under the rain of bombs and bullets, dedicating their youth and their whole lives to the revolutionary cause, to the independence and freedom of the Fatherland, to the happiness of the people. Their blood has colored the national flag, forged the strength of the national spirit and the strong desire to rise up.

The General Secretary was moved, we pay tribute to nearly 1.2 million martyrs - the outstanding sons who bravely volunteered to go to war, fought heroically and sacrificed themselves. Many were only eighteen or twenty years old, putting aside their dreams, ambitions, books, lecture halls, families, and loved ones in the rear to set out to carry out the sacred mission, for the cause of building and protecting the Fatherland, for the peace and happiness of the people. The blood and sacrifice of the heroic martyrs have made our country blossom with independence and bear the fruit of freedom.

We are grateful to so many people who have never returned, forever lying in the bosom of Mother Earth in all the fierce battlefields, from North to South. Some people were lucky enough to return home but left a part of their body on the battlefield or were affected by Agent Orange. Many children were born in peace but suffered many disadvantages, carrying within them the heavy consequences of war that nothing can compensate for.

We sympathize, understand and deeply share the pain that is still imprinted, the wounds that still ache day and night; the weary eyes of those who look forward, anxiously wait for relatives who have no information, do not know the graves of their children, siblings, wives, husbands, fathers, mothers...

The General Secretary affirmed that "When drinking water, remember its source" and "When eating fruit, remember the person who planted the tree" are the moral principles and precious traditions of the Vietnamese people. Over the past 78 years, our Party and State have always paid attention to leading and directing the work of showing gratitude to war invalids, martyrs and people with meritorious services to the revolution.

The consistent viewpoint of the Party and State is: "People who have contributed to the revolution are the nation's precious assets," and are sacred symbols of patriotism and Vietnamese morality. The work of "Repaying gratitude," "When drinking water, remember its source" is not only a major policy, but also a command from the heart, a political responsibility, and morality of the entire political system and society.

Many Party policies, State policies and laws on preferential treatment for meritorious people have been issued, the beneficiaries of preferential policies have been expanded, and preferential regimes have been gradually supplemented and improved. To date, more than 9.2 million meritorious people have enjoyed preferential regimes and policies. The material and spiritual life of meritorious people and their relatives has been improved.

Taking care of and implementing preferential policies for people with meritorious services is a regular, long-term duty and task.

To promote the results and achievements that have been achieved, and at the same time continue to strengthen the work of caring for war invalids, sick soldiers, families of martyrs, and people with revolutionary contributions, in the coming time, General Secretary To Lam requested all levels, sectors, and localities to strongly promote the tradition of "When drinking water, remember the source" and "When eating fruit, remember the person who planted the tree".

Thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, Directive No. 14/CT-TW of the Secretariat on continuing to strengthen the Party's leadership over the work of people with revolutionary contributions; Resolution No. 42-NQ/TW dated November 24, 2023 of the Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period; Ordinance on preferential treatment for people with revolutionary contributions and guiding documents.

Identifying the care and implementation of preferential policies for people with revolutionary contributions as a regular and long-term duty and task of the entire political system and society.

The General Secretary requested all levels, sectors and localities to continue reviewing, perfecting and implementing well the preferential policies for people with revolutionary contributions. Proactively grasp the situation and "reasonably" resolve the proposals, thoughts, aspirations and legitimate interests of people with revolutionary contributions and their relatives.

Timely carry out administrative procedures in reviewing and recognizing meritorious people and paying preferential allowances to ensure smoothness, efficiency, and no interruption when arranging administrative units and implementing the 2-level local government model.

At the same time, continue to promote the search and collection of martyrs' remains; expand and promote international cooperation, exchange and provide information about martyrs and martyrs' graves. Focus on investing in equipment, facilities, technical means, and applying information technology in the search and collection of martyrs' remains and DNA gene identification to identify martyrs' remains that lack information.

In addition, combining the arrangement of increasing the State budget with promoting the mobilization and diversification of social resources for the work of people with revolutionary contributions; attaching the responsibility of local Party committees and authorities in mobilizing, managing and using resources to implement preferential policies for people with revolutionary contributions.

Focus on the work of renovating and embellishing martyrs' graves, martyrs' cemeteries, and works honoring martyrs; support the improvement of housing, construction, renovation, and upgrading of nursing and care facilities for people with revolutionary contributions; pay attention to healthcare, education, vocational training, job creation, housing... first of all for people and families who still have many difficulties in life.

The General Secretary pointed out the need to improve the quality of movements and policies for the military and police rear areas, create all favorable conditions for war invalids, sick soldiers, families of martyrs and people with meritorious services to the revolution to continue promoting the spirit of self-reliance, develop production, improve life and participate in social activities; promote the role of the Vietnam Fatherland Front, socio-political organizations, professional social organizations and the people in caring for people with meritorious services to the revolution.

Well supervise the process of building and implementing policies for people with revolutionary contributions; regularly pay attention to and grasp the thoughts and aspirations of people with revolutionary contributions, make recommendations to Party committees and state agencies at all levels to promptly resolve related issues, and ensure the rights of people with revolutionary contributions.

The General Secretary emphasized that, imbued with the teachings of beloved Uncle Ho, with great responsibility and deep affection, our Party, State and people vow to continue to take good care to soothe the pain, absorb the tears, and ease the nostalgia; to make the material and spiritual life of those with meritorious services better.

The strong development of the country is the most practical and meaningful gratitude, because those who have fallen and many generations of people who have contributed to the revolution always carry within them a burning desire for independence, freedom, prosperity and happiness of the nation.

On this occasion, General Secretary To Lam and Party and State leaders presented gifts to express gratitude to delegates attending the Conference to meet people with meritorious services and outstanding historical witnesses in 2025.
