At the Workshop, delegates listened to representatives of specialized units under the Ministry of Science and Technology disseminate, guide the implementation and introduce new points of Decree No. 18/2024/ND-CP dated February 21, 2024 of the Government on Ho Chi Minh Prize, State Prize and other prizes on Science and Technology.
The workshop also spent time sharing experiences in preparing application documents for the Award; exchanging, discussing and specifically answering issues related to preparing documents, processes and procedures for award consideration.
In his closing speech, Deputy Minister Bui Hoang Phuong thanked the delegates for attending the Workshop in the context of the local apparatus being reorganized, with a large workload and high pressure. The Deputy Minister emphasized that the opinions exchanged at the two Workshops (in Ho Chi Minh City today and previously in Hanoi on November 24, 2025) demonstrated the sense of responsibility and attention of agencies and organizations for the two Awards and the 7th awarding ceremony; which is an important basis for the Ministry of Science and Technology to complete the implementation plan in the coming time.
The Ho Chi Minh Prize and the State Prize for Science and Technology are the two most prestigious awards in the field of science and technology, stipulated in the Law on Emulation and Commendation. Through 6 awarding rounds from 1996 to present, 265 outstanding scientific works have been honored, including 107 works winning the Ho Chi Minh Prize and 158 works winning the State Prize. These are valuable intellectual assets, making practical contributions to the country's development.
The policy of developing intellectuals and honoring scientific achievements has always been highly valued by the Party and the State. Resolution No. 57-NQ/TW of the Politburo affirms the pioneering role of the scientific and technological intellectuals in the cause of industrialization and modernization of the country. The Law on Science, Technology and Innovation 2025, recently passed by the National Assembly, creates a favorable legal corridor to promote research, transfer and application of scientific and technological results, while encouraging creativity. In that context, recognizing and honoring scientific works has great motivational significance, contributing to encouraging intellectuals to continue to contribute.

To ensure the successful organization of the 7th Ho Chi Minh Prize and the State Prize for Science and Technology, Deputy Minister Bui Hoang Phuong requested ministries, branches and localities to focus on implementing the following four key tasks:
Firstly, complete the awarding at the grassroots level in December 2025; at the ministerial, sectoral and local levels before April 15, 2026. The deadline for submitting documents to the Ministry of Science and Technology is May 8, 2026. Units need to proactively guide and assign responsibilities, especially in places where the structure is changing; at the same time, ensure conditions, funding and human resources to serve the awarding council.
Second, promote communication about the meaning of the Award; review, detect and propose valuable projects, avoid missing potential projects.
Third, the functional units of the Ministry of Science and Technology closely coordinate with ministries, branches and localities in implementing the next steps; synthesize and report difficulties for the Ministry's leaders to review and provide timely guidance.
Fourth, by organizing the Workshop in Ho Chi Minh City, the Ministry of Science and Technology expects to receive more applications from the Southern region - where there are many institutes, schools, and businesses with many outstanding research and application results but have not yet actively participated in the Award.
Deputy Minister Bui Hoang Phuong emphasized that the 7th awarding round is entering an important stage, requiring proactiveness, seriousness and synchronous coordination between all levels and sectors. The Ministry of Science and Technology hopes and believes that, with the joint efforts of agencies and organizations, the Ho Chi Minh Prize and the State Prize for Science and Technology this time will continue to select and honor outstanding scientific works that have made great contributions to the development of the country.
