Attending the event were the Standing Deputy Secretary of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau and Bac Lieu provinces; and members of the Standing Committee of the two provinces.

At the conference, leaders of Ca Mau and Bac Lieu provinces presented plans to reorganize commune-level administrative units after abolishing the district level. Accordingly, commune-level administrative units of Ca Mau province will be reduced by 61% to ensure compliance with the Central Government's direction. After the reorganization, Ca Mau province will have 39 commune-level administrative units (35 communes, 4 wards). Of which, Ca Mau city will have 4 wards; districts: Dam Doi will have 7 communes, U Minh will have 4 communes, Ngoc Hien will have 3 communes, Tran Van Thoi will have 5 communes, Thoi Binh will have 5 communes, Nam Can will have 3 communes, Phu Tan will have 4 communes, Cai Nuoc will have 4 communes.
Standing Deputy Secretary of Ca Mau Provincial Party Committee Nguyen Duc Hien presented the proposed plan and expected decisions to build the Project to merge administrative units at the provincial level of Ca Mau and Bac Lieu and to build the documents of the Ca Mau Provincial Congress after the merger.
Regarding the plan to arrange commune-level administrative units in Bac Lieu province after abolishing the district level, it will be implemented from 64 communes and wards to 25 communes and wards. Specifically, Bac Lieu city has 3 wards, Gia Rai town has 2 wards and 1 commune, districts have 3 communes including Vinh Loi district, Hoa Binh district, 2 districts have 4 communes including Hong Dan district, Phuoc Long district and Dong Hai district has 5 communes.

At the conference, most of the delegates agreed with the project to rearrange the commune-level administrative units of the two provinces, which is also a solid foundation for continuing to perfect the provincial-level merger plan. In addition, many delegates also discussed and reached consensus on the implementation method and the timeline for completing the tasks of implementing the merger project according to the requirements of the Central Government. Along with that, in the process of implementing the merger plan, it is necessary to consider the issue of accommodation for officials and civil servants from Bac Lieu province to work in Ca Mau, and also consider the issue of solving the problem of transportation to and from Ca Mau - Bac Lieu and vice versa.

Highly agreeing with the opinions expressed by the delegates, Secretary of the Bac Lieu Provincial Party Committee Lu Van Hung emphasized: “With the highest sense of responsibility, the Standing Committees of the two provinces of Ca Mau and Bac Lieu agreed on the timeline for completing important tasks, ensuring compliance with the Central Government's direction. Consider the initial structure of personnel for the steering committees and joint working groups between the two provinces.”
Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai delivered a concluding speech at the conference and voted to approve the plan to develop a merger project.
Also sharing the direction of the Secretary of the Bac Lieu Provincial Party Committee, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai emphasized: “The implementation of tasks must be done in the spirit of urgency, solidarity, unity with high political determination, towards the goal of building Ca Mau province (after the merger) into a strong province with the development space and available potential of the two provinces. In the project to merge Ca Mau and Bac Lieu provinces, the two localities will agree to establish a Steering Committee, Working Group, sub-committee and joint editorial team to implement the contents and instructions assigned by the Central Government on the merger, ensuring completion before April 20, 2025. The Steering Committee will give comments on the draft Project before April 22, 2025. The People's Committees of the two provinces will develop a Plan to collect public opinions from April 24-25, 2025.
On behalf of the Standing Committee of Ca Mau Provincial Party Committee, Secretary of Ca Mau Provincial Party Committee Nguyen Ho Hai presented the painting of Ca Mau Cape to the Standing Committee of Bac Lieu Provincial Party Committee.
At the conference, delegates also voted unanimously to establish a Steering Committee for the development and implementation of the project to merge Ca Mau and Bac Lieu provinces, a working group to develop the project to merge Ca Mau and Bac Lieu provinces, a Document Subcommittee, and a Document Group for the Congress of Delegates of the Ca Mau Provincial Party Committee for the 2025-2030 term (after the merger of Ca Mau and Bac Lieu provinces). Documents related to the development and implementation of the project to merge Ca Mau and Bac Lieu provinces, and the development of documents for the Congress of the Ca Mau Provincial Party Committee (after the merger) use the current seal of the Ca Mau Provincial Party Committee.

On the same afternoon, the two provinces of Ca Mau and Bac Lieu held a conference to review the cooperation program for the period of 2022-2025 between the two provinces. Mr. Pham Van Thieu, Chairman of the People's Committee of Bac Lieu province, said that when the two provinces of Ca Mau and Bac Lieu merge into a common province, there will be a lot of room for development, in which, the advantages of Bac Lieu province are quite similar to Ca Mau such as: advantages in wind power, aquaculture, especially shrimp. Besides, the tourism potential of the two provinces will also be an advantage, a potential for development; along with that, when merging, the long-standing story of "4 no's" of Bac Lieu (no airport, no highway, no deep-water port, no railway) will be resolved in the future.
Mr. Lu Van Hung, Secretary of Bac Lieu Provincial Party Committee emphasized: “We need to assess the strengths of the two provinces so that in the next term, as well as after the merger, they will develop more strongly and comprehensively. In the coming time, Ca Mau province will have much faster development than before, achieve many better results, and people's lives will have more sustainable development steps”.
