Dong Nai flooded heavily due to high tide and heavy rain
On October 18, Mr. Vo Van Phi - Vice Chairman of Dong Nai Provincial People's Committee led a working delegation to survey flood prevention in the province.
The working group conducted a field survey at the rice growing area in Phu Hoi commune and Lo Ren sluice in Long Tho commune (Nhon Trach district).

According to the Department of Agriculture and Rural Development of Dong Nai province, Phu Hoi embankment is more than 22.4km long, a large embankment; the total production area protected from salinity in 2024 is 189.9ha.
This embankment was built in 1978 and is now in disrepair. Although the locality maintains and makes minor repairs every year, landslides and flooding still occur during high tides.
In 2023, due to the impact of storms and high tides, this area suffered a landslide of 25m of the embankment, damaging about 5ha of rice. Since the beginning of 2024, storms and high tides have caused a landslide of 37m of the embankment, damaging about 7ha of rice.

Mr. Nguyen Huu Thanh - Vice Chairman of Nhon Trach District People's Committee said that the solution in the coming time will be to allocate funds for major repairs; invest in preventing salinity, serving agricultural production and intra-field traffic.
Currently, the locality is developing a production plan based on the motto of switching to adapting to saltwater intrusion instead of responding; at the same time, converting the crop structure and aquaculture appropriately.

For the flooded area of Lo Ren culvert, Long Tho commune (Nhon Trach district), the project was put into use since 2010.
In June 2023, flooding caused by heavy rain and water from other places poured into Lo Ren sluice, causing property damage to 353 households, damage to about 560km of roads, with total estimated damage of about 10.1 billion VND.
Since the beginning of 2024, this area has experienced two localized floods, at a mild level, causing no damage to people or property.

High tide in Dong Nai nears historic milestone
In Long Thanh district, since the beginning of the year, there have been many heavy to very heavy rains, at times the rainfall measured up to 82mm.
On provincial road 769 in Binh An - Loc Son commune area, there are 3 locations that often have local flooding. This area has local flooding 2-3 times/year.
Mr. Tran Van Than - Vice Chairman of Long Thanh District People's Committee said that the reason is due to the large total drainage basin area (over 500 hectares) which is both the intersection of Cay Khe stream, Phen stream, Quan Thu stream, and the drainage area of Gemsky project and Loc An - Binh Son resettlement area.
At the same time, the culvert location across the middle of Quan Thu stream on National Highway 51 has a bottom elevation greater than the stream bed elevation, and is often silted with mud and grass, narrowing the flow.

According to Mr. Nguyen Phuoc Huy - Director of Dong Nai Province Hydrometeorological Station, heavy rains have frequently occurred in Nhon Trach and Long Thanh districts in recent years.
The Dong Nai River's high tides are concentrated from September to November, with October being the highest. The peak tide recorded yesterday afternoon (October 17) was 2.7m; this afternoon (October 18) or tomorrow (October 19) could reach 2.14m. The peak tide in Dong Nai once recorded a historical high of 2.19m.
According to Vice Chairman Vo Van Phi, the two districts of Nhon Trach and Long Thanh have a high rate of urbanization and strong industrial development, so they are heavily affected by high tides and heavy rains, causing localized flooding, even widespread flooding in some places.

Through the survey, Mr. Phi believes that flood prevention work takes forecasting and prevention as the first priority. This is the responsibility of the whole society, not just the commune, district or province. And each citizen has a sense of shared responsibility.
Reality shows that the flooded area in Phu Hoi commune (Nhon Trach district) has a lack of people's sense of responsibility in protecting the embankment.
At the Lo Ren culvert area, the culvert mouth is wide at the beginning of the route but gradually narrows towards the end. According to Mr. Phi, whether this is the cause of flooding or the water flow is too large, all need to be carefully considered to propose appropriate solutions or arrange funding for repairs. "The province is ready to support because these are practical and urgent civil works," Mr. Phi said.
"The Department of Agriculture and Rural Development also needs to direct localities to dredge sewers, rivers, and canals, starting from the grassroots level and mobilizing people's sense of responsibility," Mr. Phi suggested.
