At this session, the Provincial People's Council will review and evaluate the implementation of the province's socio -economic development plan in 2023 and tasks in 2024; report on the work results in 2023 and tasks in 2024 of the Standing Committee, the Provincial People's Council Committees, the Provincial People's Committee, the Provincial People's Court, the Provincial People's Procuracy, the Provincial Civil Judgment Enforcement Agency and a number of related reports; review and approve draft Resolutions on socio-economic, national defense and security in the province and decide on a number of important contents under the authority of the Provincial People's Council.
Expected time and location of the meeting: From December 4 to December 6, 2023, at Giao Te Hotel, No. 9, Ho Tung Mau Street, Vinh City, Nghe An Province.
At this session, the Provincial People's Council is expected to question the following two groups of contents:
Group 1: “Management and effective use of land originating from state-owned farms and forestry farms and Youth Volunteer Teams. Current situation, causes and solutions to enhance the effectiveness of management and effective use of land in the coming time”. Unit answering questions: Department of Natural Resources and Environment. Unit coordinating to answer questions: Department of Agriculture and Rural Development.
Group 2: "Solutions to develop Nghe An tourism into a spearhead economic sector in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045". Unit answering questions: Department of Tourism.

1. Resolution on the 2024 socio-economic development plan.
2. Resolution on public investment plan for 2024.
3. Resolution adjusting the medium-term public investment plan for the period 2021-2025.
4. Resolution on investment policy for a number of public investment projects.
5. Resolution on adjusting investment policies for a number of public investment projects.
6. Resolution approving the list of works and projects requiring land recovery according to regulations in Clause 3, Article 62 of the Land Law in Nghe An province.
7. Resolution on changing the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement works and investment projects in Nghe An province.
8. Resolution regulating the collection rate and unit of calculation of environmental protection fees for mineral exploitation in Nghe An province.
9. Resolution promulgating regulations on the division of environmental protection expenditure tasks in Nghe An province.
10. Resolution on the policy of converting forest use to other purposes to implement projects in Nghe An province.
11. Resolution approving the settlement of local budget revenue and settlement of local budget in 2022.
12. Resolution approving the State budget revenue estimates in the locality, local budget expenditures and local budget allocation plan for 2024.
13. Resolution approving the State budget expenditure level for a number of scientific and technological activities in Nghe An province.
14. Resolution approving the List of public career services using the State budget in the field of science and technology in Nghe An province.
15. Resolution approving the results of reviewing and systematizing the QPPL Resolutions issued by the Provincial People's Council for the period 2019-2023.
16. Resolution on merging and renaming hamlets, blocks and villages.
17. Resolution approving the total number of employees receiving salaries from the budget in public service units that are not self-sufficient in regular expenditures in 2024.
18. Resolution on assigning the number of commune-level cadres and civil servants in Nghe An province.
19. Resolution on the number, titles, allowance levels, regimes and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks and villages in Nghe An province.
20. Resolution promulgating the List of public career services using the State budget in the field of information and communication in Nghe An province.
21. Resolution regulating mechanisms and policies for Lao students studying at high schools in Nghe An province.

Resolution regulating the form of documents and procedures for selecting precious medicinal herb projects for the investment content to support the development of precious medicinal herb growing areas under the National Target Program on socio-economic development of ethnic minority and mountainous areas in Nghe An province for the period 2021 - 2030; Phase I from 2021 to 2025.
23. Resolution amending and supplementing a number of articles of Resolution No. 05/2022/NQ-HDND dated June 24, 2022 of the Provincial People's Council stipulating principles, criteria, and norms for allocating State budget capital to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period and annually in Nghe An province.
24. Resolution amending and supplementing a number of articles of Resolutions: No. 07/NQ-HDND dated June 24, 2022; No. 45/NQ-HDND dated October 12, 2022; No. 62/NQ-HDND dated December 9, 2022 of the Provincial People's Council on implementing the National Target Program on socio-economic development of ethnic minority and mountainous areas in Nghe An province.
25. Resolution on resolving voters' opinions and recommendations at the 14th Session of the 18th Provincial People's Council, term 2021 - 2026.
26. Resolution on the plan to organize the regular session of the Provincial People's Council in 2024.
27. Resolution on improving the effectiveness of implementing Resolutions of the Provincial People's Council on mechanisms and policies for investment in socio-economic development in Nghe An province.
28. Resolution on establishing a thematic monitoring team to monitor the implementation of socio-economic goals and targets according to Resolution No. 18/2022/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province on the 5-year socio-economic development plan (2021 - 2025) of Nghe An province.
29. Resolution promulgating the Regulation on protecting State secrets of Nghe An Provincial People's Council.
