
On March 20, the Central Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee on some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient, issued Official Letter No. 43-CV/BCĐ on the plan for continuing the restructuring of the political system's organizational apparatus.
The following is the content of the plan for further restructuring the political system's apparatus:
Implementing Conclusion No. 121-KL/TW, dated January 24, 2025, of the 13th Central Committee of the Communist Party of Vietnam on summarizing Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on some issues concerning the continued reform and restructuring of the political system's organizational apparatus to be streamlined, effective, and efficient; Conclusion No. 126-KL/TW, dated February 14, 2025, and Conclusion No. 127-KL/TW, dated February 28, 2025, of the Politburo on continuing the restructuring of the political system's organizational apparatus; To ensure that the merger of administrative units according to the two-tiered local model achieves the goals of streamlining, efficiency, effectiveness, and efficiency, while successfully organizing Party congresses at all levels leading up to the 14th National Congress of the Party, the Central Steering Committee for summarizing Resolution 18 requests that Party committees, agencies, and units at the central level, provincial and city Party committees, and Party committees directly under the Central Committee focus on leading, directing, and urgently implementing the following contents and tasks:
I. Contents and tasks for preparing reports at the 11th Conference of the Central Committee of the 13th Party Congress
1. The Party Committee of the National Assembly, in coordination with the Party Committee of the Government, the Central Organization Department, and relevant agencies, will incorporate the opinions of agencies and units, finalize the following contents, and report to the Politburo before March 25, 2025; incorporate the Politburo's opinions, finalize the project and submission, and send the documents and report to the Central Committee (via the Central Party Office) before April 1, 2025: Project on reviewing, amending, and supplementing a number of articles of the Constitution and laws of the State; Report on the work of improving institutions (including amending Party regulations, amending the Constitution, laws, etc.).
2. The Party Committee of the Government, in coordination with the Central Organization Department and relevant agencies, will gather feedback from localities, agencies, and units, finalize the submission and plan for reorganizing administrative units at all levels and developing a two-tiered local government organizational model, and report to the Politburo before March 25, 2025; incorporate the Politburo's feedback, finalize the submission and plan, and send the report to the Central Committee (via the Central Party Office) before April 1, 2025.
3. The Party Committee of the Vietnam Fatherland Front and central mass organizations shall preside over and coordinate with the Central Organization Department and relevant agencies to receive feedback from localities, agencies, and units, finalize the submission and plan for the restructuring and streamlining of the Vietnam Fatherland Front, political and social organizations, and mass associations assigned by the Party and State (at the central, provincial, and commune levels), and report to the Politburo before March 25, 2025; receive feedback from the Politburo, finalize the submission and plan, and send the report to the Central Committee (via the Central Party Office) before April 1, 2025.
4. The Party Committees of the Supreme People's Court and the Supreme People's Procuracy shall receive the directives of the Politburo and relevant agencies (at the meeting on March 14, 2025); send the proposal on the local court and procuracy system to agencies, units, and localities for comments, with the orientation of not organizing district-level courts; incorporate the opinions of agencies, units, and localities, finalize the submission and proposal, and report to the Politburo before March 25, 2025; incorporate the Politburo's opinions, finalize the submission and proposal, and send the report to the Central Committee (via the Central Party Office) before April 1, 2025.
The Party Committees of the Government, the National Assembly, the Fatherland Front, central mass organizations, the Supreme People's Court, and the Supreme People's Procuracy, when submitting reports and proposals (after incorporating feedback from localities, agencies, and units) to the Politburo (via the Central Party Office), must simultaneously send them to the Central Organization Department for compilation and reporting to the Politburo, the Secretariat, and the Central Committee.
5. The Central Organizing Committee shall preside over and coordinate with relevant agencies to: Finalize the Project on the Party organization system at the local level (provincial and grassroots levels). Finalize the draft Regulation of the Central Committee on the implementation of the Party Charter (replacing Regulation No. 232-QĐ/TW, dated January 20, 2025). Finalize the draft amendments and supplements to Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW dated January 18, 2025 of the Politburo of the 13th Party Congress on Party congresses at all levels leading up to the 14th National Congress of the Party.
Synthesize proposals from the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Party Committee of the Supreme People's Court, and the Party Committee of the Supreme People's Procuracy to prepare a report and submission on the results of implementing Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW of the Politburo and the Secretariat, and report to the Politburo for submission to the Central Committee (at the 11th Central Committee Conference).
Based on feedback from localities, agencies, and units, the draft directive replacing Directive No. 35-CT/TW and Conclusion No. 118-KL/TW dated January 18, 2025, of the Politburo of the 13th Party Congress on party congresses at all levels leading to the 14th National Congress of the Party, and the draft new Regulation replacing Regulation No. 232-QĐ/TW dated January 20, 2025, of the Central Committee on the implementation of the Party Charter, will be finalized. Simultaneously, the report on the results of implementing Resolution No. 18-NQ/TW and Conclusion No. 127-KL/TW, outlining the direction for the reorganization of the organizational structure in the coming period, will be submitted to the Politburo (March 27, 2025).
After incorporating the Politburo's feedback, finalize the project proposal, draft documents, and submissions, and send the report to the Central Committee (via the Central Party Office) before April 3, 2025.
In addition to the above, the Central Organizing Committee is also responsible for advising on the development of: the guidelines for personnel work at the 14th Party Congress.
Review and supplement the planning of the 14th Central Committee, report to the Politburo for submission to the Central Committee (at the 11th Conference). Appraise the proposals of the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Party Committee of the Supreme People's Court, and the Party Committee of the Supreme People's Procuracy for reporting to the Politburo.
6. Provincial and municipal Party committees directly under the Central Committee, Party committees, agencies, and units of the Party at the central level shall carefully study and promptly provide opinions within the deadline on the proposals of the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Vietnam Fatherland Front, central mass organizations, the Central Organization Department, the Party Committee of the Supreme People's Court, and the Party Committee of the Supreme People's Procuracy.
II. Contents and tasks to be implemented after the resolution and conclusions of the 11th Conference of the Central Committee of the 13th Party Congress.
1. For Party agencies and units at the central level, and Party committees directly under the Central Committee:
- The Central Propaganda and Mass Mobilization Department will preside over and advise the Politburo on organizing a national conference and necessary activities to thoroughly understand and implement the resolutions and conclusions of the Central Committee, and related documents on continuing to reorganize the political system's apparatus. It will also preside over and coordinate with relevant agencies in developing a comprehensive plan, proactively and promptly disseminating information to create consensus and unity for the country's development.
- The Party Committee of the Government leads and directs: Guiding the development and completion of the plan for rearranging and merging administrative units at the provincial and commune levels (specific functions and tasks, organizational structure, staffing; arrangement of officials, offices, official housing; handling of assets and offices...).
Directing Party Committees of ministries and sectors, according to their functions and duties, to advise the Government or issue, within their authority, guiding documents for provinces and cities to implement tasks related to the rearrangement and merger of administrative units at all levels and the organization of two-tiered local governments, ensuring timeliness, synchronicity, specificity, and convenience for the development of plans and the organization of the rearrangement of administrative units at all levels and the organization of two-tiered local governments (to be completed before April 15, 2025). Implementing the Plan to reorganize the inspection system (to be completed before April 30, 2025).
The report outlines the tasks of reviewing and proposing amendments and additions to relevant legal documents to implement the policy of amending and supplementing certain articles of the 2013 Constitution, reorganizing administrative units, and establishing two levels of local government...
Further research should be conducted to develop plans for arranging tax agencies, state treasury, customs, social insurance, statistics, banks, etc., in accordance with the merger of provincial-level administrative units and the implementation of a two-tiered local government organizational model.
Reorganizing Party organizations within state-owned corporations, general companies, and commercial banks; Party organizations of units directly under the Ministry of Finance, the State Bank of Vietnam, and a number of related ministries and sectors.
The Secretariat of the Central Committee will issue regulations on the leadership and guidance mechanism of the Party committees of ministries and ministerial-level agencies representing capital ownership with the Party committees and Party organizations of state-owned corporations, general companies, and commercial banks in carrying out the political tasks of enterprises (to be completed by August 2025).
- The National Assembly Party Committee leads and directs: the implementation of procedures and amendments to some articles of the 2013 Constitution (to be completed before June 30, 2025). The National Assembly Standing Committee adopts a resolution on the rearrangement and reorganization of commune-level administrative units (to be completed before June 30, 2025); the National Assembly adopts a resolution on the merger of provincial-level administrative units (organizations of provincial People's Councils and People's Committees) (to be completed before June 30, 2025). It also adopts relevant laws and resolutions to implement the policy of amending and supplementing some articles of the 2013 Constitution, continuing the rearrangement of administrative units, and building a two-tiered local government organizational model…
- The Party Committee of the Vietnam Fatherland Front and central mass organizations, in coordination with the Central Organization Department and relevant agencies, shall: Advise the Politburo on issuing a decision on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the central level (to be completed before April 25, 2025). Arrange political and social organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front (to be completed before July 15, 2025). Decide on the reorganization of subordinate Party organizations (in political and social organizations and mass associations assigned by the Party and State) to conform to the reorganized organizational model (to be completed before June 30, 2025). Propose amendments and additions to relevant legal regulations to implement the policy of reorganizing administrative units and local government organizations at two levels.
- The Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy shall preside over and coordinate with relevant Party committees and organizations at all levels to implement the restructuring of the court and procuracy systems at the local level (to be completed before June 30, 2025); and propose amendments and additions to relevant legal regulations to implement the policy of restructuring administrative units and local government organizations at two levels.
- The Central Organizing Committee, in coordination with relevant agencies, will advise on the issuance of resolutions and conclusions of the 11th Central Committee Conference on continuing to reorganize the organizational structure of the political system.
Prepare a draft of the Central Committee's Regulations on the Implementation of the Party Charter (to be completed before April 25, 2025). Draft a new Directive to replace Directive No. 35-CT/TW dated June 14, 2024 and Conclusion No. 118-KL/TW (to be completed before April 20, 2025).
The Secretariat of the Central Committee will issue guidelines on specific issues regarding the implementation of the Party Charter (to be completed before May 15, 2025).
The Secretariat of the Central Committee will issue regulations on the functions, tasks, and organizational structure of the Vietnam Fatherland Front at the provincial, commune, ward, and special zone levels (to be completed before June 15, 2025).
The Politburo's advisory body issued decisions establishing Party committees in provinces and centrally-administered cities (after the merger of provincial-level administrative units).
The Politburo's advisory body appointed the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the provincial-level Party committee for the 2020-2025 term; and appointed delegates from newly established provincial-level Party committees to attend the 14th National Congress of the Party.
The Politburo and the Secretariat of the Central Committee shall assign and transfer cadres under central management before the merger of provincial-level administrative units.
The Secretariat of the Central Committee has agreed in principle to allow provincial Party committees to nominate candidates for the positions of Chairman of the People's Council and Chairman of the People's Committee for the 2021-2026 term, in accordance with regulations (after the merger of provincial-level administrative units) (to be completed before August 30, 2025).
- The Party Committee of the Central Public Security Ministry: Leads and directs the arrangement of commune, ward, and special zone police forces in accordance with the merger of provincial-level administrative units and the implementation of a two-tiered local government organizational model, and organizes its implementation.
The Government's advisory body shall supplement, amend, and issue regulations and guidelines for the implementation of public services and social management, within its authority, in accordance with the functions and tasks of the Ministry of Public Security, with a focus on providing online public services and digital services to citizens and businesses regardless of administrative boundaries, and without charging fees or charges (for organizations and individuals who have to change documents and procedures due to administrative unit restructuring) (to be completed before June 30, 2025).
The competent authority advises and directs the police force; at the same time, it leads and directs police at all levels to strengthen work and coordinate with all levels and sectors to promptly grasp public opinion, mobilize the people, and ensure the maintenance and stability of political security and social order before, during, and after the reorganization of administrative units, organizational restructuring, party congresses at all levels, and the 14th National Congress of the Party.
2. For provincial and municipal Party committees directly under the Central Committee.
The provincial and municipal Party committees directly under the Central Committee shall lead and direct the development of detailed plans to eliminate district-level administrative units and reorganize commune-level administrative units (paying attention to the allocation of cadres, offices, vehicles, and equipment) in accordance with the directives of the Politburo, the Secretariat, and the guidance of the Party Committee of the Government (to be completed before June 30, 2025); at the same time, they shall coordinate with the Party committees at the central level, the Party Committee of the Government, the Party Committee of the National Assembly, the Party Committee of the Vietnam Fatherland Front, and central mass organizations to implement the provincial merger plan. Specifically:
- Provincial and city Party committees directly under the Central Committee (before restructuring):
Coordinate with the Central Organizing Committee in advising the Politburo on the appointment of the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee at the provincial level (after restructuring) for the 2020-2025 term.
In coordination with the provincial and city Party committees (whose mergers have been approved by the Central Committee), prepare draft documents for the provincial and city Party committees (after the merger) and prepare for the organization of the provincial and city Party congresses (after the merger) for the 2025-2030 term.
Implement measures to ensure the operation of agencies and units of Party, government, and Fatherland Front organizations at the commune level (arrangement and placement of cadres, civil servants, employees; facilities and equipment; preparation of personnel for Party committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen, deputy chairmen of inspection committees, people's councils, people's committees, and Fatherland Front; establishment, determination of functions, tasks, and working regulations of specialized advisory and support agencies) (to be completed before June 30, 2025).
Directing the organization of the Party Congresses of communes, wards, and special zones for the 2025-2030 term (to be completed before August 31, 2025).
- Provincial and city Party committees directly under the Central Committee (after reorganization):
Establishing, defining the functions, tasks, and organizational structure of specialized agencies responsible for advising and assisting the Party committees of provinces and cities.
Leading and directing the establishment, functions, tasks, and organizational structure of specialized agencies under the People's Committee of the province or city. Leading and directing the establishment and functions, tasks, and organization of the Vietnam Fatherland Front agencies of the province or city.
Leading and directing the arrangement and placement of cadres, civil servants, public employees, and workers; arranging offices, equipment, and other necessary conditions to serve the work of the Party Committee, government, Fatherland Front, and functional agencies of the province/city (to be completed before July 15, 2025).
Lead and direct the consolidation of the organization and personnel of Party committees in Party agencies, Party committees of People's Committees, military Party committees, police Party committees, and Party committees in areas with specific characteristics directly under the provincial and city Party committees (to be completed before July 15, 2025).
Appointing delegates to the provincial and city Party congresses for the 2025-2030 term.
Finalize the documents, preparations, and organization of the provincial and city Party congresses for the 2025-2030 term (to be completed before October 31, 2025).
Coordinate with the Central Organizing Committee in advising the Politburo on the appointment of delegates from the merged Party Committee to attend the 14th National Congress of the Party. Appoint the executive committee, standing committee, secretary, deputy secretary, members of the inspection committee, chairman, and deputy chairman of the inspection committee of the commune, ward, and special zone Party Committee for the 2025-2030 term, in parallel with the preparation of personnel for the commune, ward, and special zone People's Council for the 2026-2031 term.
III. Implementation
1. Party committees, party organizations, agencies, units, and their leaders:
- Proactively and effectively carry out propaganda, mobilization, and ideological guidance, shaping public opinion and ensuring national unity, creating high consensus and unity among cadres, Party members, civil servants, and all strata of the people.
- Party agencies and units at the central level shall preside over and coordinate with relevant agencies to review and advise the Politburo and the Secretariat on supplementing, amending, and promulgating (or promulgating within their authority) documents, regulations, and guidelines on professional expertise, work processes, and management procedures… in a way that clearly defines the functions, tasks, authority, and responsibilities of each Party committee (central level, provincial level, and grassroots level), each specialized advisory and support agency, and the Party committee's affiliated units (to be completed before April 30, 2025).
- Review and advise competent authorities before submitting to the National Assembly, the Standing Committee of the National Assembly, and the Government for the supplementation, amendment, and promulgation (or promulgation within their authority) of legal documents clearly defining the functions, tasks, authority, and responsibilities of each level, sector, agency, unit, organization, and individual.
- Focus on directing and urgently and decisively implementing tasks to ensure that agencies, units, and organizations operate smoothly, effectively, and efficiently immediately after the reorganization, without disrupting work, leaving no areas or fields vacant, and without affecting the normal activities of agencies, units, organizations, and society; and do not collect any fees or charges from individuals or organizations that have to change documents or procedures due to the reorganization of administrative units.
The Standing Committees of the Provincial and City Party Committees directly under the Central Committee: Responsible to the Politburo and the Secretariat for directing the plan for the reorganization of communes, wards, and special zones; appointing personnel for the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee of the commune-level Party committees, ensuring compliance with regulations, timelines, and requirements. Responsible for closely monitoring the situation in their respective areas to maintain security and order, absolutely preventing mass protests and the emergence of hotspots or complex situations.
- Assign specific responsibilities for implementing projects and tasks according to plan and schedule; periodically report on the progress of tasks and projects to the Steering Committee (via the Central Organization Committee) before 3 PM every Wednesday (from April 16, 2025 to October 31, 2025).
2. The Central Organizing Committee assists the Steering Committee in regularly monitoring and understanding the situation, and providing input (when necessary) during the implementation of the project and tasks of Party committees, Party organizations, agencies, and units at all levels, ensuring that the progress and content adhere to the orientations, suggestions, and directives of the Politburo and the Steering Committee.
