AI assistant answers about new administrative units
Ms. Nguyen Thi Oanh, who is currently working at a company in the My Dinh area, said that after the merger and arrangement of administrative boundaries at the provincial, city, and commune and ward levels, there was a lot of information, so she often used the AI assistant search tool to learn about the new administrative boundaries.
According to Ms. Oanh, you can access the website (via computer, phone or tablet) at https://tracuuphuongxa.trolyao.org/. Then, click on the dialog box and ask a question, for example, "What administrative unit does Residential Group No. 13, My Dinh 2 Ward, Nam Tu Liem District now belong to?" Immediately, the AI assistant will answer: "Based on Resolution No. 1656/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi City in 2025, Residential Group No. 13, My Dinh 2 Ward, Nam Tu Liem District, after the merger is Tu Liem Ward, Hanoi City". Similarly, you can ask about the administrative boundaries of any unit or locality.
“Due to the nature of my work, I often use this application and find it extremely convenient and absolutely accurate. People can ask for more information," Ms. Oanh shared.
The above application is an AI assistant used via the web to look up all information about new administrative units for all people, researched and developed by the Military Industry - Telecommunications Group ( Viettel ) and provided completely free of charge. Here, information about new administrative units including 34 provinces, cities and 3,321 communes, wards and special zones will be looked up quickly and accurately.
According to Viettel representative, AI assistant is built on the Vietnamese language model platform developed by Viettel, designing the model and taking training data from official documents, so it brings high accuracy when looking up new information about administrative units.
Another application recently introduced by the National Data Association is the Rabbi virtual assistant platform, which helps people communicate with ministries, branches and localities. The Rabbi virtual assistant is being deployed at the National Data Center, initially answering people's questions about regulations related to data, Project 06, digital technology, digital transformation of Vietnam and digital transformation experiences of some countries in the world. Rabbi will also gradually expand his knowledge to provide information on public services, cybercrime, procurement processes and procedures, public investment, culture, tourism and many other fields...
According to the suppliers, the merger and reorganization of administrative units, despite careful preparation, can still have difficulties in searching for information. Therefore, artificial intelligence products put into use immediately after the reorganization of administrative units demonstrate a commitment to contributing to the country's transformation towards a transparent and effective public administration.
Virtual assistant helps officials and civil servants look up tasks
Along with the ongoing process of streamlining the apparatus, it is a fact that the workload at ministries, branches and localities is increasing, due to the expansion of management scope. In addition, when the 2-level local government model officially operates, about 1.5 million cadres and civil servants at commune, ward, province and city levels across the country will enter a new working phase with many new regulations. This entails the need to look up information, ensuring work is deployed quickly and promptly...
Faced with these realities, in addition to supporting people, virtual assistant applications play an important role in supporting staff and civil servants.
The virtual assistant for officials and civil servants, researched and developed by Viettel AI under Viettel Group, has helped answer questions about decentralization, delegation and division of authority between the Government and local authorities at 2 levels. Based on standardized data from 28 decrees covering 19 areas, the virtual assistant for officials and civil servants can support the search of 2,700 tasks. Users only need to type a question (on computers, phones, tablets 24/7), the system will provide an immediate answer.
Talking about the difference with search engines, Viettel AI representative cited that if users search for information about the commune level's responsibilities in managing vaccinations locally, using search engines will produce nearly 2 million results with different contents, without clear and accurate answers according to legal regulations; but with virtual assistants for officials and civil servants, they will provide answers that are focused with evidence of relevant legal documents.
According to the National Data Association, the Rabbi virtual assistant integrates with data systems, so that virtual assistants of ministries and departments can connect to the Rabbi platform, then the Rabbi can reuse these virtual assistants to answer people. In other words, the Rabbi virtual assistant is a centralized storage of all the knowledge of virtual assistants (of ministries and departments), a "one-stop" virtual assistant that automatically directs people to the right person, the right place.
In addition to the application at the National Data Center, the Rabbi virtual assistant has been practically applied in many sectors and fields such as the Ministry of Information and Communications, now the Ministry of Science and Technology; virtual assistant for public services, virtual assistant for department level, virtual assistant in education, virtual assistant in the fields of culture and tourism.
Thus, not only a search tool, virtual assistants play an important role as an open platform for e-administration, initiating an ecosystem of digital tools for administrative tasks, towards building a smart, transparent and effective public service.
