After more than 13 years of implementing the new rural development program, rural areas in Quang Ninh have changed day by day. The change is not only in the increasingly complete, larger and more beautiful infrastructure but also in the income of the people increasing every day.
With the province's methodical and creative ways, the new rural construction program of Quang Ninh has made a big step forward, in addition to economic infrastructure, many rural areas of Quang Ninh have gradually taken on the appearance of bustling urban areas. And it is worth mentioning that the average income in rural areas, including many remote communes, remote areas, and areas with a large population, has reached over 80 million VND/person/year.
As a highland commune, when entering the implementation of the new rural construction, Quang Son commune (Hai Ha) was a particularly difficult commune. The terrain was divided by many rivers and streams, making it difficult to travel, the infrastructure was not uniform and 98% of the households were ethnic minorities, the population lived scatteredly, the farming practices were backward and fragmented, leading to extremely difficult lives for the people, the poverty rate in the commune was high, some villages reached more than 80%. Faced with this situation, as soon as entering the implementation of the new rural construction program, in parallel with investment in economic infrastructure, Quang Son focused resources on production development and increasing income for the people. Accordingly, in the process of implementing production development models, Quang Son commune held meetings, assigned responsibilities to each cadre in charge of the area, on the other hand, every time the commune implemented a new economic development model, the commune selected and invited one household from each village to participate; At the same time, during the implementation process, the commune directly went to the model to both propagate and guide the work.
From the synchronous solutions, households in the commune have changed their awareness, abandoned small-scale farming practices and replaced them with crops that bring economic efficiency. Not only that, but now all people in the commune have taken full advantage of the land fund, including the old abandoned lands to grow crops, people's lives are getting richer day by day. By the end of 2019, Quang Son commune escaped from the particularly difficult situation. In 2020, the commune completed and achieved the status of a new-style rural commune. In 2024, the commune will continue to focus on improving the quality of criteria and targets, including the criterion of increasing average income to over 80 million VND/person/year, and there will be no poor households according to the new criteria.
Increasing farmers' income not only helps them increase the value of their land for cultivation and production, but also helps farmers form a new mindset, shifting from agricultural production to agricultural economic thinking.
Throughout the rural areas of Quang Ninh, there are more and more OCOP products of farmers. OCOP has become a product with a unique brand made by itself, trusted by the market, reaching far and wide across the provinces and cities in the country, even some products reaching the international market through fairs, e-commerce websites, available personal channels such as zalo, facebook, youtube... This is the driving force that gives farmers the strength to confidently enter the market, improve the quality of their products themselves to bring in higher and higher income.
Solutions to increase farmers' income are demonstrated through specific actions. When entering the construction of the new rural areas, the income of farmers in Quang Ninh was only around 10 million VND/person/year. After more than 13 years, the average income has reached nearly 80 million VND/person/year. This result clearly demonstrates the determination of Party committees and authorities at all levels in taking farmers' income as the pillar for building the new rural areas. At the same time, it is also the motivation for farmers to be creative, work hard in production and abandon the simple production mindset, instead, it is the integrated economic mindset of multi-value through increased productivity and agricultural products per unit area, proactively increasing sustainable income; contributing to building the rural areas of Quang Ninh to be increasingly innovative, developed, prosperous and happy.
