On July 29, sharing at the conference of directors of the Department of Education and Training in 2025, Mr. Tran Thanh Dam, Director of the Department of Planning and Finance ( Ministry of Education and Training ) - said that the shortage of local classrooms in areas with high population density, mountainous areas, remote areas, and especially difficult areas still exists.
In preschool level alone, there is currently a shortage of 27,953 classrooms, and in primary school level there is a shortage of about 7,491 classrooms to meet the requirement of teaching 2 sessions/day.
The above statistics do not take into account the number of classes and classrooms ensuring the correct number of students according to regulations.
In addition, statistics from the Ministry of Education and Training also show that there are currently nearly 6,500 classrooms borrowed from other agencies and units.
The country currently has over 618,000 public preschool and primary school classrooms, of which 89.6% are solidified.
Facilities such as libraries, subject classrooms, offices, teachers' houses, canteens, boarding houses, sanitation facilities, clean water, and teaching equipment have received investment attention, but are still locally lacking in some localities.
The lack of classrooms not only exists in mountainous areas, remote and disadvantaged areas but also in areas with rapid urbanization and large migration. Specifically, Hanoi and Ho Chi Minh City are also problems that still need to be overcome, especially when there are changes after the administrative boundary merger.
According to Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, in the 2025-2026 school year, Hanoi will build 43 new schools to improve the shortage of schools and classrooms in the area. However, Hanoi still has hot spots for primary school enrollment due to rapid urbanization.
Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, informed that after the administrative boundary merger, Ho Chi Minh City has a scale of over 2.6 million students and is divided into 16 professional clusters according to wards and communes. The construction of schools is continuing to have to invest with the target of 300 classrooms/10,000 population of the age group to reduce class size.
According to Mr. Hieu, Ho Chi Minh City is pioneering in applying GIS maps in enrollment, arranging primary school students according to the distance from home to school to reduce traffic pressure. To implement this well, the school network must also meet the demand.
