What conditions must Hanoi public schools meet to implement educational cooperation?

(Chinhphu.vn) - The Government issued Decree No. 202/2025/ND-CP detailing the conditions, order, procedures, educational programs, granting of diplomas and certificates for implementing educational linkages and teaching integrated educational programs for public preschool and general education institutions in Hanoi city.

Decree No. 202/2025/ND-CP takes effect from August 27, 2025.

This Decree consists of 06 chapters and 21 articles detailing the conditions, order, procedures,educational programs, granting of diplomas and certificates for implementing educational linkages and teaching integrated educational programs for public preschool and general education institutions of Hanoi city.

The subjects of application are public preschool and general education institutions of Hanoi city, including: nurseries, kindergartens, preschools, primary schools, junior high schools, high schools, multi-level general schools and related organizations and individuals implementing educational cooperation with foreign educational institutions and organizations. Foreign educational institutions and organizations implementing educational cooperation with public preschool and general education institutions of Hanoi city.

Conditions, procedures, approval and implementation of educational linkage

Decree stipulating conditions for implementing educational linkage:

1. There must be an integrated education program approved by a competent authority as prescribed in Clause 1, Article 11 of this Decree.

2. Class size and facilities must meet the requirements of the integrated education program and not affect the general teaching activities of public preschool and general education institutions of Hanoi city participating in educational cooperation.

3. Teaching staff:

- Vietnamese teachers teaching integrated education programs must meet the standard training level of the grade as prescribed by Vietnamese law;

- Foreign teachers teaching integrated education programs must have a university degree appropriate to their teaching expertise and a pedagogical certificate or equivalent;

- Teachers teaching integrated education programs in foreign languages must have foreign language proficiency that meets the requirements of the integrated education program and is not lower than Level 5 according to the 6-level Foreign Language Proficiency Framework for Vietnam or equivalent.

4. Foreign educational institutions participating in educational cooperation must be established and operate legally abroad, have been operating for at least 05 years abroad as of the date the public preschool and general education institution of Hanoi city submits the application for approval of educational cooperation; have not violated the laws of the host country during the period of operation, have organized direct teaching, have a valid certificate of educational quality assessment or be recognized by a competent foreign educational agency or organization for educational quality.

5. Foreign educational organizations providing educational programs participating in educational partnerships must be established and legally operating abroad, and have been operating in providing preschool or general education programs for at least 05 years from the date the public preschool or general education institution of Hanoi city submits the application for approval of educational partnerships.

The application for approval of educational linkage includes:

1. Application for approval of educational cooperation with foreign countries according to Form No. 01 in the Appendix issued with this Decree.

2. Agreement or cooperation contract between the affiliated parties, including detailed information about the affiliated parties, responsibilities of the affiliated parties for specific commitments on programs, learning and teaching materials, teachers, facilities, teaching equipment, testing, assessment, diplomas, certificates, financial information and other contents.

3. Documents proving the legal status of the associated parties: decision to establish or permit the establishment of an organization, educational institution or other equivalent documents.

4. Application for approval of integrated education program, including:

a) Foreign educational programs with contents, subjects, and educational activities included in the integrated educational program and the integrated educational program expected to be implemented;

b) Explanation of the integration of educational programs according to Form No. 02 in the Appendix issued with this Decree, including: an educational plan, clearly stating the names of development fields or groups of development fields, educational activities (for preschool education); subjects or groups of subjects (for general education); duration; language of instruction and a comparison of development fields or groups of development fields, content and educational activities (for preschool education), subject programs or groups of subjects (for general education) of the two educational programs used for integration;

c) Certificate of educational quality assessment of foreign educational programs or documents approving foreign educational programs from competent agencies or organizations.

5. The project for implementing educational cooperation with foreign countries is developed by the cooperating parties according to Form No. 03 in the Appendix issued with this Decree.

6. The application for approval of educational linkage includes 01 set sent directly or by post to the Hanoi City Public Administration Service Center or online on the National Public Service Portal.

In case of direct submission or via postal service, the dossier components as prescribed in Clause 3 and Point c, Clause 4 of this Article shall be sent in copies accompanied by originals for comparison or certified copies or consular legalized copies or notarized translations for documents in foreign languages. In case of online submission, the dossier components as prescribed in Clause 3 and Point c, Clause 4 of this Article shall be sent in electronic copies from the original or certified electronic copies from the original.

Total approval time for educational linkage is 20 working days.

Decree stipulates Hanoi People's Committee approves educational linkage. The specific approval procedure for educational linkage is as follows:

In case the dossier does not meet the requirements in Article 9 of this Decree, within 05 working days from the date of receiving the dossier, the Hanoi Department of Education and Training shall notify in writing directly or via postal service or via the National Public Service Portal or email to the associated parties (through the public preschool and general education institution requesting approval of educational association of Hanoi city).

Within 15 working days from the date of receipt of a complete dossier as prescribed in Article 9 of this Decree, the Hanoi Department of Education and Training shall be responsible for appraising the integrated education program as prescribed in Article 11 of this Decree and appraising the educational linkage dossier; submitting it to the Hanoi People's Committee for approval of the integrated education program and approval of educational linkage.

Within 05 working days from the date of receiving the results of the assessment of the integrated education program and educational linkage from the Hanoi Department of Education and Training, the Hanoi People's Committee shall decide to approve the integrated education program according to Form No. 04 in the Appendix issued with this Decree and decide to approve educational linkage according to Form No. 05 in the Appendix issued with this Decree.

Total approval time for educational linkage is 20 working days.

In case the educational association is not approved, the Hanoi Department of Education and Training shall issue a written response stating the reasons. In case the application for approval of the educational association only contains an integrated educational program approved by the Hanoi People's Committee, the educational association parties shall complete the application components as prescribed in Clause 1, Clause 2, Clause 3 and Clause 5, Article 9 of this Decree for the applications that do not meet the requirements according to the written response of the Hanoi Department of Education and Training; submit the application for approval of the educational association as prescribed in Clause 6, Article 9 of this Decree to be approved for the educational association. The total time for approval of the educational association in this case is 07 working days.

The term of educational association shall not exceed 05 years.   can be extended

About Appraisal and approval of integrated education programs , Decree stipulating that the Hanoi People's Committee approves integrated education programs; promulgates specific regulations on the appraisal process of integrated education programs, ensuring compliance with the provisions at Point d, Clause 2, Article 10 of this Decree; guides the Appraisal Council in implementing the purpose and requirements of the appraisal; guides the storage of minutes of meetings of the Appraisal Council and related documents during the appraisal process after the Appraisal Council completes its tasks as prescribed.

The Council for Appraisal of Integrated Education Programs is established by the Hanoi People's Committee; responsible for the content and quality of appraisal and recommends the Hanoi Department of Education and Training to submit to the Hanoi People's Committee for approval of the integrated education program.

The Appraisal Council consists of: Chairman, Vice Chairman, Secretary and members. The number of members of the Appraisal Council must be an odd number, at least 07 people, of which at least 1/3 of the members have experience in teaching or building integrated education programs or international education programs.

Decree stipulates The term of the educational association shall not exceed 05 years from the date of approval and may be extended, each extension not exceeding 05 years.

No need to carry out procedures for recognition of diplomas and certificates foreign degree granted under integrated education program

Regarding the granting of diplomas and certificates in educational linkage , the Decree clearly states that diplomas and certificates granted to students under integrated educational programs are carried out according to the following principles:

a) Diplomas and certificates issued by Vietnam must comply with Vietnamese laws.

b) Diplomas and certificates issued by foreign educational institutions and organizations (including certificates or certificates of completion of educational programs) must comply with the laws of the country where the foreign educational institution or organization has its headquarters.

c) In case of simultaneously granting Vietnamese diplomas and certificates and foreign diplomas and certificates, the provisions in a and b above shall apply.

The Decree also clearly states: Students who complete the integrated education program at each level and meet the prescribed conditions will be confirmed or certified to have completed the education program, and will be granted a diploma according to the provisions of Vietnamese law and a diploma or certificate issued by a foreign educational institution or organization.

During the process of implementing educational linkage, the linking parties are responsible for evaluating and confirming the completion of part, some parts or the entire integrated educational program for learners who need confirmation to transfer to study at another educational institution in the country or abroad.

Foreign language proficiency certificates used in the educational cooperation process must be legally recognized in the host country and have validity. commonly used in the world , or recognized as equivalent to the levels of the 6-level Foreign Language Proficiency Framework for Vietnam.

Vietnamese educational institutions are responsible for establishing and maintaining records of diplomas and certificates in educational cooperation, and for publicly disclosing information on the authentication of diplomas and certificates according to regulations.

Foreign diplomas and certificates issued to students under integrated education programs are recognized for use in Vietnam without having to go through diploma and certificate recognition procedures.

This Decree comes into force from August 27, 2025.
