Continuing the 5th Session, on the morning of May 25, the National Assembly discussed in groups to assess the results of the implementation of the socio -economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023; and the practice of thrift and anti-waste in 2022;
Approving the 2021 state budget settlement; giving opinions on policies, adjusting policies of a number of projects, assigning budget capital portfolios, policies on reducing value added tax and supplementing charter capital for the Vietnam Bank for Agriculture and Rural Development.

Many challenges put pressure on the ability to achieve growth targets
Basically agreeing with the Economic Committee's review of the socio-economic results and state budget in 2022 and the first months of 2023, the National Assembly deputies acknowledged that in the context of the economy facing many challenges and difficulties, the Government and ministries, branches and localities have made efforts to direct, manage and achieve remarkable results in implementing the socio-economic development plan.
Specifically, the macro economy is basically stable, inflation is controlled, growth is promoted, major balances are ensured. The labor market is focused on development; strengthening the connection between labor supply and demand, supporting workers in finding jobs and for the first time piloting a nationwide online job exchange; timely supporting people and workers who have lost their jobs, reduced working hours... Cultural and social fields are focused on. High-performance sports continue to be promoted; in particular, the Vietnamese delegation achieved the highest result at the 32nd SEA Games...
However, delegates also frankly pointed out that the socio-economic situation in the first four months of the year continued to reveal difficulties and challenges following from the fourth quarter of 2022, causing great pressure on macroeconomic management and the ability to complete the growth target for the whole year of 2023...
In particular, the GDP growth in the first quarter was very low, especially negative growth in some localities compared to the same period, including economic locomotives. The impact of monetary and fiscal policies has not been as effective as expected. State budget revenue decreased compared to the same period last year. The progress of disbursement of public investment capital continues to be slow, and lending interest rates are high.
Few new businesses are established, the number of dissolved and bankrupt businesses is increasing; many businesses lack orders, so many workers lose their jobs. Trade deficit continues to be large, inflation is higher than the consumer price index. The markets are still facing many difficulties, businesses and people are facing many difficulties.
Deputy Head of the Ha Tinh National Assembly Delegation - Tran Dinh Gia: It is necessary to strictly manage public investment related to the units planned to be reorganized into administrative units in the near future to avoid waste. The situation of holding too many meetings with some unnecessary contents, inappropriate meeting members, waste in the organization stage.
High-tech crime and online fraud are becoming more complicated. Energy issues such as gasoline, electricity, and renewable energy are slow to be resolved. The implementation of the Socio-Economic Recovery and Development Program is facing difficulties. The work of building and perfecting the legal system and state management is still a bottleneck; the mentality of avoidance, pushing work, fear of mistakes, and lack of responsibility causes congestion and stagnation in solving work.
The epidemic situation still has the potential to become complicated, and the problems in the health sector have not been completely resolved...
Removing "bottlenecks" to promote socio-economic development
To strive to achieve the targets according to the Resolution of the National Assembly and the Government, it is necessary to drastically implement appropriate solutions to promote the disbursement of public investment capital, the program of economic and social recovery and development, etc. Delegates proposed to continue to effectively implement the tasks and solutions according to the conclusions of the Central Committee; at the same time, continue to persistently implement the goals of stabilizing the macro economy, controlling inflation, enhancing the adaptability, resilience and safety of the financial and banking system.
Strengthen management but also remove difficulties for the monetary market, stock market, corporate bond market, real estate market, especially land; consider continuing to lower operating interest rates to support growth. Overcome and accelerate the disbursement of public investment capital, promote the effectiveness of the Socio-Economic Recovery and Development Program, 3 National Target Programs.
Deputy Chairman of the National Assembly's Economic Committee, National Assembly Delegate of Cao Bang Province - Nguyen Dinh Viet: Accelerate the improvement of the investment environment, promote more substantial digital transformation. Remove obstacles to regulations on fire prevention and fighting; issues of motor vehicle inspection. Have plans to respond to the complicated situation of natural disasters, plant and animal diseases.
Some opinions at the discussion session also suggested building and perfecting mechanisms and legal regulations that are synchronous, tight and safe for the team of cadres, civil servants and public employees in performing public duties; tightening public discipline and order, overcoming the situation of shirking responsibilities... Continuing to have appropriate solutions to stabilize employment for workers, having timely support solutions for unemployed and jobless workers to ensure social security, order and safety.
Regarding the practice of thrift and anti-waste, delegates suggested doing a good job of communication, having a suitable plan for personnel work and strictly managing public investment in facilities related to units expected to be reorganized into administrative units in the coming time. Along with that, arranging the redundant facilities of central agencies located in localities to avoid waste and loss of urban beauty.
Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province - Quan Minh Cuong : Slow removal of procedures on planning and land has caused investment attraction to lose its potential advantages; there is still a mentality of avoidance, pushing work, fear of mistakes, lack of responsibility causing congestion and stagnation in solving work; social wealth is wasted from the lack of synchronous management when approving investment in power plants but not allowing connection to electricity.
In addition, delegates expressed their high agreement on the necessity and contents related to considering adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; deciding on the investment policy of the Khanh Hoa Province Road Project - connecting with Lam Dong and Ninh Thuan; assigning the list and capital level for the Socio-Economic Recovery and Development Program, supplementing the medium-term public investment plan of the Central budget for the period 2021-2025 and allocating the Central budget investment plan in 2023 of the national target program; continuing to implement the policy of reducing value added tax according to Resolution No. 43/2022/QH dated January 11, 2022; investment policy to supplement the charter capital for the Vietnam Bank for Agriculture and Rural Development.
Encourage localities to proactively allocate resources to support grassroots cadres.

Agreeing with the report and opinions of the delegates, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ha Tinh Hoang Trung Dung further proposed: for the merger of administrative units, there should be more flexible criteria with the goal of better serving the people, avoiding waste; having solutions for officials and people to criticize and honestly reflect the current situation to thoroughly resolve it. At the same time, there should be policies to attract excellent students to work in the political system; pay due attention to the regime and policies for grassroots officials; encourage localities to proactively arrange budget support for grassroots officials...
The Head of the National Assembly Delegation of Ha Tinh province also emphasized the need to strengthen the management of social networks, orient the principles and purposes of press agencies; have long-term strategies and policies in international cooperation, support Laos and Cambodia, especially in supporting human resource training...
