The news that the University of Social Sciences and Humanities, Vietnam National University, Hanoi, suddenly stopped considering the C00 group (including Literature, History, Geography) for 17 majors that have been considering this group for decades is becoming the focus of public opinion. Candidates who have decided to study for the C00 group to take the entrance exam for the university do not have time to "react" and are at risk of failing the university entrance exam because there are only three weeks left for the High School Graduation Exam to begin.
The incident shows loopholes in the admission regulations and that candidates' rights are not really guaranteed due to the lack of strict constraints on the time of announcing admission information by schools.
Regulations are not strict and inconsistent
Article 4 of the university and college admission regulations stipulates that the first basic principle in admission is “fairness towards candidates,” including fairness in “providing information” and “opportunity to participate in the admission process.”
Accordingly, candidates must be informed “in a timely manner to make appropriate decisions and best prepare for admission,” “no candidate will lose the opportunity to apply due to regulations unrelated to qualifications and abilities (except for regulations of the Ministry of Public Security and the Ministry of National Defense that are specific to the fields of defense and security); or due to the admission process causing inconvenience and expense.”
However, Clause 3, Article 11 of the university and college admission regulations stipulates: “Training institutions shall announce admissions along with the publication of admission information on the training institution's website and through other appropriate forms at least 30 days before opening registration for the first admission round; in case of adjustment or supplementation (if any), at least 15 days in advance.”
Because enrollment is conducted on the common enrollment system of the Ministry of Education and Training , many schools, including the University of Social Sciences and Humanities, announced the first registration period following the instructions of the Ministry of Education and Training.
Meanwhile, according to this year's university and college admissions guidelines from the Ministry of Education and Training, candidates will begin registering their admission wishes on the Ministry's general admissions system from July 16 to 5 p.m. on July 28.
Thus, according to Clause 3, Article 11 of the admission regulations, schools can announce admissions and publish admission information no later than June 16, just 10 days before the High School Graduation Exam takes place. [The 2025 High School Graduation Exam will be held on June 26 and 27].
The High School Graduation Exam is considered one of the most important exams after 12 years of studying for most candidates because the exam results are used for admission to universities and colleges. Although schools have many admission methods, using this exam score for university admission is still the method used by many schools and candidates, accounting for over 50% of the admission rate to universities. Therefore, to prepare for this exam, most candidates have the orientation to choose and review according to the subject group that will use the exam results for university admission from grade 10, at the latest grade 12.
Accordingly, the fact that universities announce the admission subjects less than a month before the admission period is not only not "in time to make appropriate decisions and best prepare for admission" as the admission principle set out in Article 4 of the regulations, but also a big challenge for candidates, especially when the school suddenly changes the admission combination compared to previous years.
Risks to candidates
The fact that the school announces the admission combination too late puts candidates at risk of failing the university entrance exam because they cannot study and review in time to achieve high results and compete with other candidates. Candidates even face the risk of losing the opportunity to be admitted because they do not study or register for the subjects the school considers, due to new regulations that will be applied from 2025.
Specifically, the 2025 High School Graduation Exam is the first year to take the exam according to the 2018 general education program and apply the new graduation exam regulations. Accordingly, candidates will not take the 6-subject graduation exam as in the old program but will only take 4 subjects, including two compulsory subjects: Math, Literature and two elective subjects from the subjects studied in high school.
With 4 subjects, the candidates' admission combination is very limited. If candidates plan to apply for university admission according to the C00 combination, they will have to register for the graduation exam in 4 subjects including 2 compulsory subjects: Math, Literature and 2 elective subjects: History, Geography, and cannot take any other subjects. According to the regulations of the Ministry of Education and Training, the registration period for the exams ended at the end of April, more than 1 month before the deadline for universities to announce their university admission plans.
Therefore, at this time, when the University of Social Sciences and Humanities removes the C00 combination in 17 majors and includes English in all admission combinations, candidates who planned to apply for admission according to the C00 combination will lose the opportunity to register for these majors due to not having an English test score.
Faced with this situation, the representative of the Ministry of Education and Training said that they had discussed with the schools and reminded the training institutions to adjust the admission combination accordingly. The Ministry of Education and Training also requested that the schools, after making adjustments, will soon inform the candidates, as well as explain to society. The spirit of the Ministry of Education and Training is that although the schools are autonomous and responsible for admission, they must be reasonable and ensure the best interests of the students.
However, many opinions say that the Ministry of Education and Training needs to adjust the admission regulations to have tighter legal binding on the time of announcing the admission plan. This will both ensure that schools comply with regulations, ensure the rights of learners, and avoid putting the Ministry of Education and Training in a difficult position because it has to intervene while according to the Law on Higher Education, admission is the autonomy of schools.
In fact, the Ministry of Education and Training had to "patch a loophole" in similar regulations when in 2022, many universities announced adjustments to their admission plans and combinations at the end of the school year, causing frustration for candidates and society. In June 2022, the Ministry of Education and Training issued Circular No. 08 on university and college admission regulations for preschool education, which stipulates that changes and additions to admission methods or combinations must have a reasonable basis and roadmap; the removal of an admission method or combination must be announced at least one year before the registration opens.
However, in March 2025, the Ministry of Education and Training issued Circular 06 amending Circular 08, removing the above provision.
