The Inspectorate of the Department of Construction of Dong Nai province has just issued Inspection Conclusion No. 193/KL on a comprehensive inspection of the investment and construction process of Duong Van Thi Secondary School in Phu Huu Commune, Nhon Trach District, Dong Nai . The project was newly built but after 5 years of operation, it has deteriorated and become damaged.
The Duong Van Thi Secondary School project is invested by the Department of Education and Training of Dong Nai province; Dong Nai Civil and Industrial Construction Project Management Board is the project management unit; The joint venture of Tan Binh Minh Company Limited (Tan Binh Minh Company) and Construction Company No. 5 is the construction unit.
The above project was approved by the Dong Nai Provincial People's Committee for investment in September 2004 with a total investment of more than 10 billion VND. In August 2008, the project was approved for the second investment adjustment by the Dong Nai Provincial People's Committee, with a total investment of more than 13 billion VND. In February 2007, the project started and was completed in January 2008, nearly 150 days behind schedule compared to the contract.
According to the Inspector of the Department of Construction of Dong Nai province, after being accepted and put into use for 5 years, starting from 2014, the school was seriously damaged. Almost all of the school's infrastructure and structure were damaged and could collapse at any time.
Accordingly, the concrete beam and column system is cracked and oxidized; the corridor railing is collapsed and broken; the ceiling is broken and falling; the toilet is leaking and cannot be used; the brick floor is collapsing; the drainage system is clogged...
According to the Inspection Conclusion, in the early days when the school was degraded, the parties still "saved", maintained and repaired it. Accordingly, the maintenance of the project was carried out twice in 2018 and 2020, with a total cost of more than 1.4 billion VND from public investment capital.
By December 2021, the project was severely degraded, with dangerous cracks appearing at the base of the columns, not ensuring the safety of students and teachers. Therefore, on December 9, 2021, the District People's Committee assigned the District Project Management Board to conduct an inspection to re-evaluate the quality of the project, and arrange for students of Duong Van Thi Secondary School to move to Phu Huu Primary School to temporarily study until now.
At the end of November, according to Dan Tri, the large school with three three-story buildings was abandoned, deserted, mossy, and overgrown with weeds.
Many places in the school have subsidence, leaks, and peeling. Authorities have had to put up "danger zone" warning signs to ensure safety.
Also according to the Inspection Conclusion, after the school was abandoned, on December 9, 2021, the People's Committee of Nhon Trach District continued to assign the Nhon Trach District Project Management Board to conduct an inspection and re-evaluate the quality of the project to have a solution. According to the inspection results on January 24, 2022, the inspection unit is Saigon 3 Construction Inspection Joint Stock Company, concluding that the investor needs to consider the demolition and reconstruction plan to ensure its functional use.
Walls and concrete columns in the buildings were severely damaged. According to construction inspection companies, Duong Van Thi Secondary School does not ensure the quality of infrastructure, concrete, and steel for repair and renovation.
After receiving the above assessment results, Nhon Trach District Project Management Board once again hired the Center for Standards and Quality Measurement 3 to re-evaluate the quality of the project, for the second time.
The results of this inspection confirm: The load-bearing structure of the walls and columns of the building is at a local danger level (level C), the load-bearing capacity of a structural part cannot meet the requirements of normal use.
In April, the Inspection Team of the Department of Construction Inspectorate and representatives of many related units noted that the classroom blocks (3 floors), the administrative block (2 floors), the multi-purpose block (1 floor)... were degraded beyond repair.
Due to long-term use, the windows are broken, tables and chairs are damaged, and extracurricular activities equipment is degraded.
The Inspection Conclusion of the Inspectorate of the Department of Construction of Dong Nai province clearly stated that the responsibility for the errors in the implementation and construction of the above project belongs to the Department of Education and Training of Dong Nai province, the Project Management Board of the specialized education sector and the companies, units that surveyed the terrain, made drawings, conducted geological surveys, the construction contractor and the unit that appraised and approved the construction drawings.
