According to reports from parents of students at An Hoi Primary School in Go Vap District and Nguyen Du Primary School in District 12, these schools are continuing to collect class fund money for the second semester, even though the funds from the first semester have not yet been used. Previously, the Ho Chi Minh City Department of Education and Training announced that schools in the area are not allowed to collect class fund money or school fund money.

The Chief of Staff of the Ho Chi Minh City Department of Education and Training recommends that the Parent-Teacher Association (PTA) should not collect donations that are not voluntary or that do not directly serve the activities of the PTA.
According to him, class fund and school fund are common terms people use to refer to the operating expenses of the Class Parent-Teacher Association and the School Parent-Teacher Association.
Accordingly, the operating budget of the Parents' Representative Board is stipulated in Article 10 of Circular No. 55/2011/TT-BGDĐT dated November 22, 2011, issued by the Ministry of Education and Training, promulgating the Charter of the Parents' Representative Board.
Specifically, the operating budget of the Class Parents' Representative Committee is derived from voluntary contributions from parents and other legitimate sources of funding for the Class Parents' Representative Committee.
The operating budget for the School Parents' Association is drawn from the operating budget of the Class Parents' Associations, as recommended by the general meeting of all Class Parents' Association heads at the beginning of the school year, and other legitimate sources of funding for the School Parents' Association.
The collection and expenditure of funds by the Parents' Representative Committee must ensure the principles of transparency and democracy; after spending, a public report on the financial settlement must be presented at the general meetings of parents of each class and at the general meetings of the School Parents' Representative Committee; there is no prescribed average amount of financial support for parents.
The Ho Chi Minh City Department of Education and Training issues guiding documents annually. During the process of managing, inspecting, and auditing educational institutions, the Department has directly corrected violations to ensure that units comply with regulations.
