According to information reported by parents of An Hoi Primary School, Go Vap District and Nguyen Du Primary School, District 12, these schools continued to announce the collection of class funds for the second semester, even though the first semester fund had not been used up. Previously, the Ho Chi Minh City Department of Education and Training announced that schools in the area were not allowed to collect class funds or school funds.

The Chief of Office of the Ho Chi Minh City Department of Education and Training recommends that the Parents' Representative Board should not collect donations that are not voluntary or that do not directly serve the activities of the Parents' Representative Board.

According to him, class fund and school fund are common terms people often use to refer to the operating expenses of the class Parents' Association and the operating expenses of the school Parents' Association.

Accordingly, the operating expenses of the Parents' Representative Board are stipulated in Article 10 of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the Charter of the Parents' Representative Board.

Specifically, the operating budget of the Class Parents' Representative Committee comes from voluntary support from parents and other legal funding sources for the Class Parents' Representative Committee.
