Currently, Vietnamese law does not have an official definition of "basic salary" in legal documents, but this is a very familiar term used in the field of labor and wages.
Accordingly, basic salary is the fixed salary that employees receive according to the agreement in the labor contract, excluding allowances, bonuses, or other additional benefits.
Simply put, base salary is the "fixed" salary that employees are paid based on the work they do, often used as the basis for calculating other payments such as social insurance, overtime, or related benefits.
How to determine basic salary:
- For officials, civil servants and public employees in the State sector:
Basic salary = Basic salary x salary coefficient
- For employees working in enterprises and organizations outside the state sector:
Basic salary is determined based on regional minimum wage.
The basic salary in 2025 is currently applied according to the provisions of Decree 73/2024/ND-CP from July 1, 2024 to present. Accordingly, the current basic salary is 2,340,000 VND/month.
For the 2025 regional minimum wage currently applied according to the provisions of Decree 74/2024/ND-CP from July 1, 2024 to present.

There is currently no official regulation on doubling the basic salary from July 1, 2025. The salary adjustment in 2025 will depend on the economic situation and the Government's decision after reporting to the National Assembly. Employees should follow information from official sources to avoid confusion with inaccurate rumors.
9 groups of people will have new salary tables after 2026
According to Conclusion 83-KL/TW in 2024, the Politburo assigned the Central Economic Commission to preside over and coordinate with the Ministry of Home Affairs and relevant ministries and branches to research, evaluate and propose a roadmap for reforming salary policies in the public sector after 2026.
One of the key contents is to abolish the basic salary, salary coefficient and apply a new salary system according to job position.
Specifically, the authorities will propose implementing 5 new salary scales and 9 new allowance regimes applicable to the following subjects:
Officials, civil servants, and public employees holding leadership positions
Civil servants and public employees not holding leadership positions
Police officer
Police professional non-commissioned officer
Police technical expertise
Military officer
Professional soldier
Defense worker
Police worker
This is a step to inherit and concretize the content of Resolution 27-NQ/TW in 2018 on reforming salary policy. Accordingly, the new salary system will completely eliminate basic salary and salary coefficient, replacing it with specific salary levels according to fixed amounts in each salary table. At the same time, expanding salary relations in the direction of gradually approaching the business sector, in accordance with the payment capacity of the state budget.
In addition, Conclusion 83-KL/TW also requires continuing to perfect the Job Position List system as a basis for determining the new salary table, aiming for a more professional, effective and transparent civil service in salary payment.
Currently, the proposal is still under research and will be submitted to the Central Government for consideration after 2026.
If passed, this will be a major turning point in building a fair and reasonable wage policy in line with the socialist-oriented market mechanism.
