From July 1, 2025: People aged 75 and over without pensions will receive social pension benefits.

Social pension benefits help the elderly have better living conditions

From July 1, 2025, the Social Insurance Law 2024 officially takes effect. Accordingly, the social pension regime is applied to people aged 75 and over who do not receive monthly pensions or social insurance benefits, and people aged 70 to under 75 who are from poor households or near-poor households who do not receive monthly pensions or social insurance benefits. The policy aims to help the elderly have better living conditions in the context of population aging.

The Government issued Decree 176/2025/ND-CP dated June 30, 2025 detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social retirement benefits.

Document detailing and guiding the implementation of subjects and conditions for receiving social pension benefits; social pension benefit levels; procedures for implementing social pension benefits; support for funeral expenses; funding and implementation of social pension benefits payment.

According to this Decree, Vietnamese citizens are entitled to social pension benefits when they meet the following conditions:

a) 75 years of age or older;

b) Not receiving monthly pension or social insurance benefits, or receiving monthly pension or social insurance benefits lower than the retirement benefit level prescribed in this Decree;

c) Have a written request to receive social pension benefits.

In case of poor or near-poor households, they only need to be between 70 and 75 years old and meet the conditions at points b and c above.

The monthly social pension benefit is 500,000 VND/month.

In case the beneficiary is also eligible for monthly social allowance, he/she will receive a higher allowance.

Depending on socio -economic conditions, budget balance capacity, and mobilization of social resources, the Provincial People's Committee shall submit to the People's Council at the same level a decision on additional support for social pension beneficiaries.

Processing of benefit claims within 10 business days

The person requesting social pension benefits shall submit a written request for social pension benefits according to Form No. 01 issued with this Decree directly or via postal service or online to the Chairman of the People's Committee at the commune level.

Within 10 working days from the date of receipt of the request for social pension benefits, the Chairman of the Commune People's Committee shall organize the review, verification and standardization of relevant information of the person requesting social pension benefits with the national population database, decide and pay social pension benefits to the requester in accordance with the law. The period of receiving monthly social pension benefits is calculated from the month the Chairman of the Commune People's Committee signs the decision.

In case the applicant is not eligible for social pension benefits, the Chairman of the People's Committee at the commune level shall respond in writing, stating the reasons.

In case a person receiving social pension benefits changes his/her place of residence and requests to receive social pension benefits at his/her new place of residence, the Chairman of the People's Committee of the commune where he/she used to reside shall decide to stop paying social pension benefits in the locality and send a written document with relevant documents of the applicant to the Chairman of the People's Committee of the commune where he/she newly resides.

The Chairman of the People's Committee of the commune where the new residence resides, based on the relevant documents of the applicant, shall consider and decide to continue the social pension allowance and make the payment of social pension allowance from the month of cessation of payment at the old place of residence.

In case a person receiving social pension benefits dies or is no longer eligible for social pension benefits, the Chairman of the People's Committee at the commune level shall decide to stop receiving social pension benefits. The time for stopping receiving social pension benefits begins in the month following the month in which the person dies or is no longer eligible for social pension benefits.

This Decree comes into force from July 1, 2025.

According to information from the Ministry of Health , as of April 15, 2025, the whole country has 2.06 million elderly people receiving monthly social benefits; 1.2 million elderly people receiving benefits for people with revolutionary contributions; 2.7 million elderly people receiving pensions and social insurance benefits (of which the number of elderly people aged 80 and over receiving monthly pensions and insurance benefits is 464 thousand people). To date, 5 provinces and cities have raised the social assistance standard higher than the level prescribed by the Government. 32 provinces and cities have expanded the scope of elderly people in difficult circumstances and living alone to enjoy social assistance policies according to specific local subjects.
