Starting from May 19, 2025, the E-commerce Tax Department will perform direct management functions for foreign suppliers.

Notice No. 08/TB-TMĐT has just been issued by the E-commerce Tax Department, stating that starting from May 19, 2025, the tax authority directly managing foreign suppliers (NCCNN) will be adjusted from the Large Enterprise Tax Department to the E-commerce Tax Department.

The E-commerce Tax Department informs the NCCNN that if there is any contact regarding procedures related to registration, declaration, tax payment and information exchange of taxpayers, it will continue to be implemented as before, through the Electronic Information Portal for NCCNN (https://etaxvn.gdt.gov.vn/nccnn/).

At the same time, for any problems in the process of performing tax obligations in Vietnam, NCCNN can contact the E-commerce Tax Department for timely guidance and support.

In addition, to serve the task of transferring tax management for NCCNN from the Large Enterprise Tax Department to the E-commerce Tax Department, the Electronic Information Portal for NCCNN (https://etaxvn.gdt.gov.vn/nccnn/) will temporarily stop operating from 18:00 on May 16, 2025 to 00:00 on May 18, 2025 to upgrade and convert the system.

This adjustment of the tax administration agency shows a rapid adaptation to the strong development of the digital economy and cross-border e-commerce and is an important step in the roadmap to modernize the tax sector towards domestic and cross-border taxpayers.

Through this change, the tax authority expects to increase tax management specialization for specific groups of subjects, while improving the quality of support, ensuring transparency and efficiency in tax declaration and payment of cross-border enterprises.

The E-commerce Tax Department is a newly established unit of the Tax Department after restructuring the Tax sector.

According to Decision No. 903/QD-BTC dated March 3, 2025, the E-commerce Tax Branch is a unit under the Tax Department, with the function of advising and assisting the Director of the Tax Department in organizing the implementation of tax collection for taxpayers operating in the field of e-commerce; directly managing taxes for taxpayers operating in the field of e-commerce as assigned by competent authorities in accordance with the provisions of the law on tax, tax management and other relevant regulations.

The E-commerce Tax Department has legal status, its own seal, is granted a tax management agency code and opens an account at the State Treasury in accordance with the provisions of law.

The decision clearly states: "The Director of the Tax Department is responsible for organizing and arranging for the E-commerce Tax Branch to come into operation before June 1, 2025."
