A successful year for the agriculture and rural development sector
In 2022, the Agriculture and Rural Development sector will implement the plan in conditions with many advantages, difficulties and challenges intertwined. However, with the joint efforts, overcoming difficulties and creativity of the business community, farmers, and the consensus of the whole society, the sector has overcome difficulties and maintained a fairly high and comprehensive growth rate. Thereby, contributing to the growth and economic development of the whole country, ensuring social security and firmly ensuring national food security.
Looking back at 2022, the entire agriculture and rural development sector has achieved many outstanding achievements. That is, the total added value of the sector (GDP) increased the highest in recent years, reaching 3.36% ( agriculture increased by 2.88%; fishery increased by 4.43%, forestry increased by 6.13%); forest coverage rate reached 42.02%; the rate of communes meeting new rural standards reached over 73%.
2022 is also the year that many areas of the agricultural sector achieved impressive results, including some industries reaching record numbers for the first time in terms of export value.
It can be mentioned that in the field of cultivation, in terms of rice production, although the output reached over 42.66 million tons, a decrease of 1.2 million tons (down 2.7%) due to the decrease in planting area of about 146.8 thousand hectares, the rice output still fully met the demand for domestic consumption, processing, use as animal feed and export of nearly 7.2 million tons. (highest in recent years). Rice production continues to increase the rate of using high-quality rice varieties to over 79% to enhance the value of the "Vietnamese rice brand". At the same time, rice exports reached 3.49 billion USD. – continues to be in the group of industries with high export value.
2022 is also the year that the seafood sector achieved record results when exports reached nearly 11 billion USD - the highest ever. In particular, many export items achieved very high growth rates such as: Shrimp, pangasius,... This is The results are largely thanks to the efforts and initiative of the business community in taking advantage of price opportunities and market flexibility.
In the forestry sector, forest product exports continued to reach new impressive figures when they "reached the finish line" with about 17 billion USD, the trade surplus was estimated at 14.1 billion USD; forest environmental service revenue reached 3,686.96 billion VND. This is a very proud result of the forestry sector in 2022.
With outstanding results in all fields, looking back overall, in 2022, the export turnover of the entire agricultural sector reached the finish line for the first time, reaching 53.22 billion USD, up 9.3% compared to 2021. There are still 11 groups of products with export turnover of over 1 billion USD, of which 8 products and product groups have export turnover of over 2 billion USD including: coffee, rubber, rice, vegetables, cashews, shrimp, tra fish, wood products; 7 products have turnover of over 3 billion USD. Trade surplus The industry's total trade turnover is estimated at 8.5 billion USD, an increase of 30% compared to 2021. These results were achieved because the industry closely coordinated with the Ministry of Industry and Trade to implement mechanisms and policies on trade promotion, negotiations to open and develop markets to promptly resolve difficulties, promote the export of agricultural, forestry and fishery products; respond to the impact of the COVID-19 pandemic and the Russia-Ukraine military conflict that disrupted the global agricultural supply chain.
The whole industry has proactively researched, forecasted, and taken advantage of opportunities from Free Trade Agreements to promote agricultural exports. Promote circulation and border trade, grasp the situation of production, processing, and consumption of agricultural, forestry, and fishery products; guide the implementation of the regulations of Order "248" and Order "249" of the General Department of Customs of China. In addition, coordinate with the Embassy, Commercial Counselor, and Agricultural Counselor of Vietnam in other countries to build channels for exchange, provide information on export markets, strengthen online promotion and advertising for products that have been opened, officially exported to markets associated with diplomatic activities of the Government and the Ministry to major markets such as: China, the United States, the EU, Russia, Brazil and effectively exploit potential markets (Japan - Korea, ASEAN, Australia - New Zealand, the Middle East).
In 2022, many agricultural products have been opened to markets. These include grapefruit to the United States; grapefruit and green lemons to New Zealand; durian, bird's nest, bananas, etc. to China, etc., opening up many opportunities to increase export value and export in the official direction for Vietnamese agricultural products.
Determined to successfully achieve the 2023 goal
Entering 2023, the global economy is forecast to grow more slowly. Inflation remains high globally; tight monetary policy, prolonged interest rate increases accompanied by currency devaluation, sharp decline in consumer demand in many regions and countries, leading to a decline in production in many industries and sectors. In addition, the risk of financial, monetary, public debt, energy security, food security risks and instability globally will increase... and will have a strong, long-term, and large-scale impact on most countries and economies.
In that context, the agricultural sector also faces difficulties and challenges from the impact of rising input material prices and food prices due to supply chain disruptions; potential outbreaks of diseases in humans, crops and livestock; changes in demand and consumption patterns, especially in the domestic market, requiring appropriate transformations in production organization and restructuring of distribution channels, connecting supply and demand; increasingly clear and extreme climate change, unpredictable natural disasters, drought and saltwater intrusion are always potential risks...
Although it is forecasted that there will be many difficulties ahead, in 2023, the Agriculture and Rural Development sector is determined to continue to promote restructuring towards developing ecological, modern agriculture and circular economy; shifting the structure of crops and livestock, and unlocking resources for developing production, processing and consumption of agricultural products. Focus on removing difficulties and obstacles, minimizing the negative impacts of epidemics and fluctuations in domestic and international markets.
In 2023, the entire agriculture and rural development sector is assigned by the Prime Minister to achieve a GDP growth rate of about 3.5%; total export turnover of agricultural, forestry and fishery products to reach at least 55 billion USD; the rate of communes meeting new rural standards is 80%; increasing forest cover rate, etc.
To achieve the set goals, the entire agricultural sector will focus on safe and flexible adaptation, effective disease control, focusing on removing difficulties for production and business, effectively supporting people and businesses. Taking advantage of opportunities to promote industry development, maintaining growth drivers in the medium and long term. Quickly shifting agricultural production thinking to agricultural economic thinking at all levels from central to local. Promote agricultural restructuring according to 3 key product groups, according to industries and fields, and restructure agricultural production by region.
At the same time, promote market development, remove barriers, facilitate domestic consumption and export of agricultural, forestry and fishery products. Build value chains for each type of agricultural product, associated with the development of agricultural and rural logistics infrastructure, ensuring the domestic market supply chain. Effectively implement the projects: promote the application of information technology in collecting information, forecasting the agricultural product market situation; promote the export of agricultural, forestry and fishery products until 2030.
At the same time, coordinate with localities to promote the issuance of codes for growing and breeding areas, traceability of products, and geographical indications. Develop plans to transform business methods and consumption, and export key products. Coordinate with the Ministry of Industry and Trade, agencies, and enterprises to closely monitor price developments, supply and demand of essential agricultural products (rice, pork, vegetables, seafood, sugar, salt) to balance supply and demand, ensure domestic food security and maintain exports; improve the quality of market forecasts and promptly inform localities and enterprises to have appropriate production and business plans.
Promote communication to promote and introduce products and addresses selling safe agricultural products, especially online; strengthen trade promotion, connect local supply and demand in the chain; promote connection between domestic and foreign agricultural enterprises through forms of cooperation, production linkage and consumption of agricultural products.
For the domestic market, facilitate domestic consumption, develop diverse channels and forms of distribution and consumption trade transactions. Develop a circulation system to facilitate consumers' access to agricultural products in all situations. Coordinate to monitor and balance supply and demand of agricultural, forestry and fishery products, develop plans to support timely consumption of agricultural products; promote promotional activities, introduce quality, food-safe products through organizing fairs, exhibitions, seminars, forums, e-commerce platforms, etc.
Developing brands, geographical indications, organizing the introduction and promotion of OCOP products associated with localities and regions. Strengthening activities connecting domestic and foreign enterprises to promote cooperation, linking production and consumption of agricultural products for people. Training and guiding producers, farmers, and cooperatives on awareness and skills to access the market, improving the quality of agricultural products to meet domestic standards, needs, and consumer tastes, etc.
For export markets, take advantage of free trade agreements, especially CPTPP and EVFTA, to boost the export of key agricultural, forestry and fishery products. Coordinate with the Ministry of Industry and Trade to implement the Project to increase official export of goods; continue to negotiate to open official markets for fresh fruits, vegetables and seafood products to markets with high quality requirements. Maintain and develop the markets of China, the United States, the EU, expand the agricultural market to economies with complementary structures to Vietnam such as Japan, Korea, India, etc. Select and bring suitable products to potential markets such as Russia, the Middle East, Africa, ASEAN, etc.
Along with that, promptly resolve technical difficulties, facilitate customs clearance, logistics infrastructure, and avoid goods congestion at border gates. Promote international trade, increase the introduction and promotion of export products, and promote exports. Coordinate with Trade Counselors and Agricultural Counselors abroad to support localities and enterprises to meet export standards to key markets such as the US, EU, UK, China, Japan, etc.
Along with the above tasks and solutions, in 2023, the entire agricultural and rural sector will continue to pay attention to effectively implementing the National Target Program on New Rural Development, especially specialized programs, associated with restructuring the agricultural sector in the direction of depth, ensuring quality and sustainability, in order to solve urgent problems in new rural development at the grassroots level, contributing to preserving and promoting the good cultural values of the nation and improving the material and spiritual life of rural people.
