On June 24, Minister of Industry and Trade Nguyen Hong Dien chaired a meeting on the electricity supply plan for the last 6 months of 2025 and the development of the electricity supply plan for 2026, promoting the progress of key power source and grid projects.

The meeting aims to review the results of ensuring electricity supply in the first 6 months of 2025, adjust the plan and solutions for the last 6 months of the year. At the same time, orient the development of electricity supply plans; review and promote the progress of implementing key electricity projects, including both sources and transmission.

Electricity supply completed the set target

Reporting at the meeting, Director of the Electricity Department Pham Nguyen Hung said that in the first 6 months of 2025, the total electricity output of the entire national system (including rooftop solar power) is estimated at 156.4 billion kWh, 3.04% higher than the same period in 2024, reaching 45% compared to the 2025 Plan (347.5 billion kWh) approved by the Ministry of Industry and Trade in Decision No. 3300/QD-BCT dated December 15, 2024, mainly due to the lower national temperature compared to the same period and the whole past year, the load demand did not increase as high as forecasted from the beginning of the year.

In the first 6 months of the year, the largest consumption capacity of the national power system reached 51,672 MW recorded on June 2, 2025, 5.7% higher than the same period in 2024 (in the North alone, the largest consumption capacity increased by 2,632 MW to 26,495 MW).

Mr. Pham Nguyen Hung emphasized that the electricity supply in the first 6 months of 2025 has successfully completed the set target, meeting the needs of socio -economic development thanks to detailed preparation from the planning for the whole year, each quarter and for the dry season, and at the same time, there are monthly updates and adjustments in accordance with the practical situation.

Regarding the electricity supply plan for the remaining months of 2025, according to the updated report of the National Electricity System and Market Operation Company Limited (NSMO), the total electricity production and import output for the whole year of 2025 is estimated at 331.4 billion kWh, an increase of 7.39% compared to 2024, estimated at 95.4% compared to the 2025 Plan.

However, there are some notes on electricity supply in the remaining months of 2025. The national power system basically meets enough electricity for socio-economic development and people's needs for most of the year. However, to ensure electricity supply, the national power system still needs to reserve and mobilize oil-fired thermal power sources and LNG sources to meet load demand, especially during peak hours in the evening in the Southern region when solar power is not generated.

Speaking at the meeting, Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN), said that in the first 6 months of the year, the country's electricity supply was well ensured. In the last 6 months of 2025, EVN closely followed the actual scenario of load demand to update the power system operation plan.

EVN recommends that relevant units continue to use hydrological data with high variability, according to forecast bulletins of the National Center for Hydro-Meteorological Forecasting to serve the calculation of operation plans and power supply methods in July as well as the last months of the year. At the same time, NSMO is requested to continue to closely coordinate and provide maximum support to EVN's member units in arranging power outages to implement projects, especially projects related to key traffic works and important energy projects according to the Prime Minister 's direction on the investment situation in construction of power source and grid projects.

Concluding the meeting, Minister Nguyen Hong Dien stated that in the first 6 months of the year, economic growth achieved positive results, and electricity demand increased. However, the whole industry has basically ensured sufficient electricity supply for production, business, people's lives and socio-economic activities. The national power system has been operated safely and stably, without any interruptions. Incidents have been handled promptly, especially during peak times of electricity load.

To fulfill the task of ensuring electricity for 2025, the Minister of Industry and Trade requires units to proactively plan the operation and maintenance of the entire power system. Power generation, transmission and distribution units need to proactively develop and implement plans for the operation, maintenance and repair of equipment, factories and generators. The goal is to ensure that the entire system is ready at the highest level to meet electricity demand during the year.

The Minister also requested that units focus on ensuring adequate supply of fuel and input materials to meet electricity generation needs, especially essential fuels such as coal and gas. At the same time, it is necessary to operate hydroelectric reservoirs reasonably and effectively to optimize output in changing hydrological conditions.

In addition, regarding policy mechanisms, it is recommended that specialized management agencies, from the Electricity Department to the Oil and Gas - Coal Department, and related units need to study, review and propose appropriate mechanisms and policies; Resolve specific difficulties and problems that businesses and corporations have reflected in the previous discussion.

Along with that, strengthen weather and hydrological monitoring and coordinate reservoir operations. Relevant units regularly update and closely assess weather and hydrological situations, especially in the context of complex climate change. Strengthen close coordination and regular information exchange with local authorities and relevant state management agencies.

The Minister requested to prepare regular response scenarios. Review, develop and update unexpected situations to prepare operational scenarios, ensuring the need for increased resources, especially flexible resources.

The assigned units need to strengthen the supervision, direction and synchronous implementation of technical and organizational solutions to accelerate the construction progress of key power projects, including power generation sources and transmission grid systems. According to the Prime Minister's direction, it is necessary to focus on completing on schedule many key projects such as 500 kV transmission lines, large power plants as well as preparing to start construction of power source complexes according to the adjusted Power Plan VIII.

Promote the dissemination of safe, economical and efficient use of electricity. Electricity units need to continue to strengthen information and dissemination activities on the safe, economical and efficient use of electricity in all fields.

At the meeting, Minister Nguyen Hong Dien assigned specific tasks to units to ensure safe and effective electricity supply in 2026. The Minister requested the Electricity Department to coordinate with NSMO to urgently develop a plan to supply and operate the power system according to the principle of no power shortage, optimizing costs and harmonizing the interests of all parties. Power generation units, especially thermal power, must provide full technical information, fuel and maintenance plans. EVN was assigned to coordinate load forecasting, assessing the impact of rooftop solar power and upgrading the basic power grid.

With hydropower, it is necessary to reasonably regulate reservoirs, especially in the North, to ensure electricity supply in the dry season. Regarding fuel, the Minister requested TKV, Dong Bac Corporation and investors to proactively supply enough coal to avoid being passive. At the same time, the Oil and Gas - Coal Department was assigned to study a flexible supply adjustment mechanism. Units such as PVN and PV GAS also need to have a realistic gas supply plan to ensure the feasibility of system operation.

The Minister also requested to speed up the implementation of the Power Plan VIII and promptly resolve difficulties and problems for renewable energy projects.
