Can Tho: Evaluation of the trial operation process at 13 new commune-level administrative units

(Chinhphu.vn) - Can Tho City has just organized an inspection and evaluation of the trial operation process in 13 communes and wards established after the administrative unit (ADU) arrangement. Through the inspection, in addition to the initial positive results, the working group also pointed out many shortcomings in personnel, facilities and procedures that need to be promptly overcome to prepare for official operation from July 1, 2025.

Previously, the Working Group of Can Tho City inspected 13 communes and wards including: Cai Khe, An Binh, Hung Phu, Long Tuyen, O Mon, Trung Nhut, Thoi Hung, Thanh Phu, Thanh An, Truong Xuan, Truong Thanh, Truong Long and Vinh Thanh.

According to the report of the Department of Home Affairs of Can Tho City, the trial operation process shows that the coordination between specialized departments in the communes and wards is synchronous and closely connected. The steps of processing documents, advising leaders and resolving records on the software are carried out quickly, ensuring the correct procedures.

The arrangement of experienced civil servants at the reception and result delivery department has helped ensure uninterrupted work, ensuring timely service to people and businesses. Public Administration Service Centers at the commune level have arranged public areas for administrative procedures, serving the lookup and preparation of documents according to regulations.

Assessing the aspects that have not been done, the Department of Home Affairs of Can Tho City found that: Due to the huge amount of work, urgent implementation time, and the lack of key personnel in the new administrative unit positions, some communes and wards initially encountered certain difficulties in the operational stages of the work. The reports of some units were still general, not fully assessing the advantages and disadvantages.

Most of the commune and ward headquarters do not have the required area. Machinery and equipment are still lacking compared to actual needs such as automatic numbering machines, scanners, low-configuration computers, and limited storage memory.

Some communes and wards have not yet fully listed the list of administrative procedures because they are waiting for the announcement decision from the ministries and branches. The brand identity of the One-Stop Department (logo, color, interior...) has not been implemented in accordance with the instructions of the Government Office .

In addition, there are still errors in digital signatures during operation. The transfer of land procedures from the district to the commune level is difficult because most of them are paper documents and are handled directly.

Speaking with the Government Electronic Newspaper, Ms. Le Xuan Hoa, Director of the Public Administration Service Center of Can Tho City, Head of Inspection Team No. 2, said that through the inspection of the organization and operation of the Public Administration Service Centers of Truong Xuan, Truong Thanh, Thanh An, Thanh Phu communes, Long Tuyen ward and Hung Phu ward, the Inspection Team found that the physical facilities of the communes and wards arranged from the headquarters of the District People's Committee basically met the requirements, fully arranged the functional areas of the Public Administration Service Center according to the provisions of Decree 118/2025/ND-CP; the communes and wards using the old commune headquarters generally had many limitations in terms of infrastructure and equipment.

From reality, the inspection team recommended that the City People's Committee direct localities to conduct a trial operation to immediately overcome the limitations that have been pointed out.

In particular, the People's Committee at the district level is required to prioritize the arrangement and assignment of personnel to promptly issue accounts and delegate authority on professional software. At the same time, it is necessary to focus on resolving outstanding work and ensuring smooth information connection before official operation.

Communes and wards need to continue to open training courses and in-depth training on ISO procedures for officials, especially civil servants in the judicial, industrial and commercial sectors, and land administration.

Responding to the Government Electronic Newspaper, Mr. Tong Van Nhin, who is expected to be assigned to hold the position of Secretary of the Party Committee of Dong Thuan Commune (Can Tho City), said: On June 24, implementing the plan of the Central and the city, Dong Thuan Commune seriously deployed the trial operation of the commune's activities such as organizing the Conference of the Executive Committee of the Commune Party Committee (expanded), the annual work program of the People's Committee, the working regulations of the People's Committee of Dong Thuan Commune, the detailed meeting program of the People's Committee of the Commune...

According to Mr. Tong Van Nhin, the trial operation of the new Party and communal government agencies aims to practice and perfect the steps, procedures and work in the direction and operation activities; the ability to receive, resolve and return results of administrative procedure records of the People's Committee and communal officials and civil servants for organizations and individuals upon request; ensure smoothness, continuity, effectiveness and efficiency; close to the people, close to the people, serving the people when officially put into operation from July 1, 2025.

Through the trial operation, it can be seen that the activities of the Party Committee and the government of Dong Thuan commune have been carefully and thoroughly prepared, from facilities to personnel, building operating regulations, assigning tasks to cadres and civil servants...
