Reorganizing commune-level professional departments and public service units of Can Tho, Hau Giang and Soc Trang

(Chinhphu.vn) - Secretary of the Can Tho City Party Committee Do Thanh Binh, Head of the Steering Committee for the consolidation and merger of provincial-level administrative units and the establishment of the Can Tho City Party Committee after the consolidation and merger of provincial-level administrative units, has just signed and issued Official Dispatch No. 06-CV/BCĐ on the orientation for the arrangement and reorganization of commune-level professional agencies and public service units when implementing the 2-level government organization model.

New communes and wards have 4 professional organizations

Accordingly, the Steering Committee requests members of the Steering Committee, the Working Group and agencies and units of the three provinces and cities: Can Tho, Hau Giang and Soc Trang to focus on leading, directing and implementing well the orientation of arranging and reorganizing commune-level professional agencies and public service units when implementing the 2-level local government organization model, specifically as follows:

1. For new communes and wards (merged communes and wards): establish 4 organizations, including: Office of People's Council and People's Committee; Economic Department (for communes); Economic, Infrastructure and Urban Department (for wards); Department of Culture - Society; Public Administration Service Center.

2. For communes and wards that remain the same (communes and wards that do not undergo rearrangement): establish 3 organizations, including: Office of People's Council and People's Committee; Economic - Cultural - Social Department (performing the functions and tasks of the Economic Department and the Cultural - Social Department); Public Administration Service Center

Regarding the arrangement of public service units, the orientation is as follows:

- Education career (preschool, primary school, secondary school, vocational education center and continuing education)

+ For preschool, primary and secondary education institutions: maintain and transfer to commune-level authorities to perform the state management function of education from July 1, 2025, ensuring compliance with the direction of the Central Steering Committee and the guidance of the Ministry of Education and Training.

+ For district-level vocational and continuing education centers: transfer the status quo to the Department of Education and Training for management and reorganization to provide services according to inter-commune and ward areas. For Can Tho City: arrange from 10 centers (including 1 city center and 9 district-level centers) into 4 vocational and continuing education centers under the Department of Education and Training to provide inter-commune and ward services.

+ Merge Tuong Lai School under Ninh Kieu District People's Committee into the School for Children with Disabilities under the Department of Education and Training of Can Tho City.

- Medical field:

+ For General Hospitals and District Medical Centers: Merge District General Hospitals into District Medical Centers to arrange and reorganize into Regional Medical Centers, which are public service units under the Department of Health. For Can Tho City, establish 6 Regional Medical Centers as public service units under the Department of Health (on the basis of merging Thot Not District General Hospital, O Mon District General Hospital, Vinh Thanh District General Hospital into Thot Not District Medical Center, O Mon District Medical Center, Vinh Thanh District Medical Center to arrange and reorganize into 6 Regional Medical Centers).

+ Health Station: arrange the Health Stations at the commune level (old) into 1 Health Station at the commune level (new) under the Health Center under the Department of Health (corresponding to 32 Stations for Can Tho City at present; 103 Stations for Can Tho City after merging and consolidating provincial administrative units) from July 1, 2025.

- Agricultural sector:

+ Establish the Agricultural Service Center (under the City Agricultural Service Center under the Department of Agriculture and Environment of Can Tho City, the Agricultural Extension and Agricultural Service Center under the Department of Agriculture and Environment of Hau Giang Province, the Agricultural Seed and Agricultural Extension Center under the Department of Agriculture and Environment of Soc Trang Province), which is a public service unit providing public service in inter-commune areas, suitable to the conditions and characteristics of each locality (on the basis of reorganizing stations under the People's Committees at the district level and the Stations, inter-stations under the Departments, Centers under the Department of Agriculture and Environment).

+ Arrange Livestock and Veterinary Stations in accordance with the new commune-level administrative units, under the Department of Livestock and Veterinary Medicine under the Department of Agriculture and Environment.

- For public service units in the field of project management, land fund development, and land registration office branches

Project management model, land fund development:

+ City Construction Investment Project Management Board: Can Tho City will review and reorganize from 3 to 2 specialized Construction Investment Project Management Boards in accordance with the provisions of the Construction Law and related guiding documents, ensuring appropriate scale and similarity to arrange the apparatus when merging and consolidating provincial administrative units.

+ District-level land fund development and investment project management board: currently, the organizational model of the construction investment project management board and land fund development organization of 3 different provinces and cities is different, so the proposed arrangement plan is specifically: transferring the tasks and personnel performing the task of land fund development (belonging to 9 district-level land fund development and project management boards of Can Tho City; District-level land fund development center of Hau Giang province) to the provincial and municipal land fund development center to reorganize into inter-commune and ward regional land fund development branches (branches have their own seals, do not have legal status and are dependent on the provincial land fund development center); transferring the Soc Trang City land fund development center to be directly under the Land fund development center under the Department of Agriculture and Environment of Soc Trang province.

Regarding the project management board structure: transfer the district-level project management boards (after transferring tasks and personnel to perform land fund development tasks) to reorganize into inter-commune and ward project management boards (corresponding to the number of district-level project management boards before reorganization), which is a self-sufficient public service unit under the civil and industrial construction investment project management board.

Establishment of Branches of Land Registration Offices of communes and wards

Land Registration Office Branch Model

- Consolidate and arrange the District-level Land Registration Office Branches under the Land Registration Office under the Department of Agriculture and Environment into inter-commune and ward regional Land Registration Office Branches (branches have their own seals, do not have legal status and are dependent on the Land Registration Office for accounting) corresponding to the Inter-commune and ward regional Land Fund Development Branches.

- For other public service units

+ Transfer the functions and tasks (excluding personnel) of radio and television broadcasting under the District-level Culture - Sports and Broadcasting Center to the Radio and Television Station (for Can Tho City and Hau Giang Province), Soc Trang Newspaper and Radio and Television Station (for Soc Trang Province) to provide media career services in the inter-commune and ward areas.

+ The District-level Cultural - Sports and Broadcasting Center (after transferring its functions and tasks of performing radio and television broadcasting) and the Children's House (O Mon District, Thot Not District) are transferred to the Commune-level People's Committee for management (where the headquarters of these units are located), to be reorganized into the Cultural and Sports Center, performing the function of providing cultural and sports career services in the commune, inter-commune areas and basic and essential public career services in the commune.

+ Merge Ninh Kieu District Children's House into the Cultural and Arts Center under the Department of Culture, Sports and Tourism of Can Tho City.

+ Dissolve the Ninh Kieu District Market Management Board and the Vinh Thanh District Agricultural Seed Farm, Can Tho City.

- For other public service units:

+ Can Tho City: Center for Trade - Tourism Promotion and Monument Management of Phong Dien District.

+ Hau Giang Province: Vi Thanh City Market Management Board, Vi Thanh City Urban Order Management Team, Nga Bay City and Vi Thanh City Industrial and Handicraft Cluster Management Board.

+ Soc Trang Province: Team for maintenance and repair of traffic works in Ke Sach district; Production and supply facility for fish and rice seeds in Thanh Tri district; Urban Order Team of Soc Trang City (under the Department of Economics, Infrastructure and Urban Areas); Organizations implementing the task of hunger eradication and poverty reduction (specifically the Poverty Reduction Board, Hunger Eradication and Poverty Reduction Team, staff and personnel performing the task of hunger eradication and poverty reduction in districts and towns); Market Management Board of Soc Trang City; Bus Station Management Team of Thanh Tri district.

The Steering Committee requests localities to study and propose arrangement plans in accordance with the policies, legal regulations, and orientations of the Central Government and the Government Steering Committee, in accordance with the legal position, functions, tasks, and meeting the requirements of local tasks.
