During the 2020-2025 term, the Party Committee of the Department of Foreign Affairs of Ho Chi Minh City basically completed the leadership targets for implementing the set political tasks.

On June 19, the 17th Congress of the Party Committee of the Department of Foreign Affairs of Ho Chi Minh City, term 2025-2030, with the theme "Discipline, solidarity, proactiveness, professionalism", took place successfully.

Attending the Congress were comrade Vo Van Hoan, member of the City Party Committee, member of the Standing Committee of the City People's Committee Party Committee, Vice Chairman of the City People's Committee; comrade Nguyen Xuan Ngoc, Deputy Head of the Propaganda Department of the City People's Committee Party Committee, representative of Working Group No. 5 and 65 delegates who are official and probationary party members working at the Department of Foreign Affairs.

The Congress focused on comprehensively assessing the implementation results of the Resolution of the 16th Party Congress of the Department of Foreign Affairs, term 2020-2025, absorbing the direction of superior leaders to unify the goals, directions, and key tasks of the Party Committee and elect the 17th Party Executive Committee, term 2025-2030.

In his opening speech, comrade Pham Dut Diem, Deputy Secretary of the Party Committee and Acting Director of the Department of Foreign Affairs, assessed: During the past term, the Party Committee has successfully completed the foreign political tasks assigned by the Ministry of Foreign Affairs and the City, thanks to promoting the tradition of solidarity, high sense of responsibility and professional capacity of the Party members.

The Party Committee always receives attention and close direction from the leaders of the Ministry of Foreign Affairs , the leaders of the City, the Party Committee of the People - Government - Party Bloc of Ho Chi Minh City, and the Party Committee of the City People's Committee.

During the 2020-2025 term, the Party Committee of the Department of Foreign Affairs has correctly identified its responsibilities and tasks, promoted its core role, made decisive contributions to the achievements of the agency's political tasks, and comprehensively advised the leaders of the Ministry of Foreign Affairs and the City on foreign affairs of Ho Chi Minh City and the southern provinces and cities.

The 17th Congress, term 2025-2030, has determined the general goals for the next 5 years of the Party Committee, which are:

Continue to create clear changes in improving the leadership capacity and fighting strength of grassroots party organizations and the quality of party members; build clean and strong party organizations and socio-political organizations; innovate the leadership methods of party committees and organizations, enhance the exemplary responsibility, dynamism and creativity of cadres and party members in organizing the implementation of political tasks and party building work; actively contribute to the successful implementation of the goal of building a civilized and modern city, together with the whole country, for the whole country, for the happiness of the people.

Effectively implement the policy of “diplomacy paving the way for development”, proactively support domestic departments, branches and enterprises in implementing socio-economic development tasks through integrating and effectively connecting international resources, including: investment capital, technology, experts, and advanced management models; play an active role in supporting the development of new growth drivers of the City in the transition era such as microchip industry, semiconductors, international financial center, artificial intelligence (AI), green technology, smart logistics, etc.

Promote the proactive and creative role of the Department of Foreign Affairs in expanding the global cooperation ecosystem of the new Ho Chi Minh City through enhancing the exploitation of the network of diplomatic missions, consulates and international organizations in the City, in order to seek new strategic partners, especially in fields with high added value and in line with the orientation of sustainable development.

Speaking at the Congress, comrade Vo Van Hoan, member of the City Party Committee, member of the Standing Committee of the City Party Committee acknowledged and highly appreciated the results that the Party Committee and the collective of cadres and party members of the Department of Foreign Affairs Party Committee have achieved in the term 2020-2025.

The Vice Chairman of the City People's Committee emphasized the following key issues and tasks:

Firstly, continue to effectively implement the resolutions of the Central Committee and the City Party Committee, especially Resolution No. 59-NQ/TW on international integration in the new situation, which identifies the key role of foreign affairs in successfully implementing the "strategic quartet".

It is necessary to clearly define that integration is not only about "going out" but also about improving internal capacity, building a team of cadres with global thinking, understanding international law and having the ability to advise on strategies; proactively preparing resources, planning to review, update, and perfect the organizational apparatus, and training a team of cadres suitable for the model of an expanded City.

Second, build a flexible coordination mechanism, connecting information between affiliated units, newly merged areas and relevant departments and branches. This is a prerequisite to maintain the effectiveness of foreign affairs work in the context of a larger, more diverse City and higher integration requirements; take advantage of resources, promote existing cooperation channels with the Ministry of Foreign Affairs and Vietnamese representative agencies abroad to strengthen foreign affairs connections, promote international cooperation to directly serve the City's development goals.

This is not only a practical solution to expand the space for cooperation, but also an effective way to enhance the image, position and voice of Ho Chi Minh City in the overall foreign affairs of the country.

The 17th Congress of the Party Committee of the Department of Foreign Affairs elected the Executive Committee.

Third, enhance local foreign affairs, continue to deepen cooperative relations with key localities, localities with friendly cooperative relations, and reliable partners. At the same time, expand the search for new cooperation mechanisms with financial, technological, and innovation-centric cities in the world. In particular, focus on linking political diplomacy - economic diplomacy - cultural diplomacy - foreign information in a synchronous and effective manner;

Fourth, perfecting the organizational apparatus, building a contingent of Party members and cadres working in foreign affairs with sufficient "heart - vision - talent - responsibility", having both solid political will and professional capacity and moral qualities, able to meet the requirements of a deeply integrated, multi-layered, multi-faceted City; continuing to innovate the leadership methods of the Party Committee, strengthening Party building in terms of ideology, organization, ethics, inspection and supervision; strictly implementing the principle of democratic centralism, maintaining internal solidarity, improving the leadership capacity and fighting strength of the Party organization, associated with building disciplined, modern and professional units.

With a sense of responsibility, democracy and objectivity, the 17th Congress of the Party Committee of the Department of Foreign Affairs elected an Executive Committee of 4 comrades.

At the first conference, the 17th Party Executive Committee elected comrade Pham Dut Diem to hold the position of Deputy Secretary of the Party Committee; the conference also elected the Party Committee Inspection Committee consisting of 3 comrades.
