Comrade Tran Luu Quang, Secretary of the Central Committee of the Party and Secretary of the Ho Chi Minh City Party Committee, on behalf of the Politburo, directed the Congress.
The Congress announced the Politburo's decision appointing 56 comrades to the Executive Committee, 19 comrades to the Standing Committee, the Secretary and Deputy Secretaries of the Provincial Party Committee; 13 comrades as members of the Inspection Committee, the Chairman and Deputy Chairmen of the Inspection Committee of the Ca Mau Provincial Party Committee, term I, 2025-2030; and 31 official delegates and 2 ex-officio delegates of the Ca Mau Provincial Party Committee to attend the 14th National Congress of the Party.
Comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee for the 2020-2025 term, has been appointed to continue serving as Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.
Comrade Nguyen Ho Hai was born on October 26, 1977; his hometown is Phuoc Vinh An commune, Ho Chi Minh City; his professional qualifications include a Master's degree in Urban Management, a Bachelor's degree in Civil Engineering, a Bachelor's degree in Business Administration, and a Senior Political Theory certificate. He has held many positions in Ho Chi Minh City, such as: Deputy Head of the Urban Management Department of District 8; Vice Chairman of the People's Committee of District 8; Deputy Secretary and Secretary of the District Party Committee of District 8; Secretary of the District Party Committee of District 3; Head of the Organization Department of the Ho Chi Minh City Party Committee; Deputy Secretary and Head of the Organization Department of the Ho Chi Minh City Party Committee; Deputy Secretary of the Ho Chi Minh City Party Committee; and Standing Deputy Secretary of the Ho Chi Minh City Party Committee.
The Politburo also appointed four Deputy Secretaries of the Ca Mau Provincial Party Committee for the 2025-2030 term, including: Comrade Huynh Quoc Viet, Alternate Member of the Central Committee of the Party, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province; Comrade Pham Van Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council of Ca Mau; Comrade Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee of Ca Mau; and Comrade Ho Thanh Thuy, Deputy Secretary of the Ca Mau Provincial Party Committee.
Delivering a keynote address at the Congress, Comrade Tran Luu Quang, on behalf of the Politburo, highly appreciated the achievements of the Party Committee, government, and people of Ca Mau province; emphasizing that, after the merger, Ca Mau has many advantages to break through and become a new growth pole in the South of the country.
The comrade suggested that the Party Committee, government, and people of Ca Mau province, in the new term, should focus on overcoming existing shortcomings and limitations, especially in transportation infrastructure connectivity and digital transformation, thereby proposing appropriate solutions to leverage potential and advantages to accelerate development. He suggested that Ca Mau province should first promote the spirit of solidarity to discover and exploit the local potential and strengths; and strengthen cooperation with localities both domestically and internationally. The province needs to pay more attention to implementing social welfare programs and improving people's health care. The Executive Committee of the Ca Mau Provincial Party Committee should promote exemplary leadership, unity, and creativity in guiding and successfully implementing the two-tiered local government model, with the immediate goal of achieving socio-economic development targets and tasks.
On behalf of the Presidium of the Congress, the Secretary of the Ca Mau Provincial Party Committee, Nguyen Ho Hai, respectfully and seriously received the profound guidance of Comrade Tran Luu Quang; and stated that the Congress will study and supplement the Resolution of the First Congress, term 2025-2030, and the Action Program to implement the Resolution of the Congress for implementation. The Secretary of the Ca Mau Provincial Party Committee emphasized that in the coming time, the Party Committee and people of Ca Mau province hope to receive continued attention, leadership, guidance, and support from the Politburo, the Secretariat, and Comrade Tran Luu Quang so that the province can develop comprehensively and confidently join the whole country in entering a new era of development – an era of national progress.
Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai emphasized that the First Provincial Party Congress, for the 2025-2030 term, is a historic event of special significance, a crucial milestone in the history of the Provincial Party Committee's development, opening a new phase of development with the aspiration to comprehensively develop Ca Mau – the southernmost province of the Fatherland – and confidently join the rest of the country in entering a new era. Ca Mau has been identified by the Central Government as the "southernmost province of the Fatherland," a gateway to the open sea, with many unique potentials, advantages, and outstanding opportunities. This context, potential, and advantages have created a new momentum and a new aspiration for Ca Mau to rise strongly, joining the whole country in striving towards the goal of a prosperous and happy nation.
The Congress focused on two main issues: summarizing and comprehensively evaluating the implementation of the Provincial Party Committee's Resolution for the 2020-2025 term, and determining the viewpoints, objectives, tasks, and solutions for the 2025-2030 term; and reviewing the leadership and direction of the Provincial Party Committee's Executive Committee for the 2020-2025 term, as well as contributing opinions to the draft documents of the 14th National Party Congress and the Provincial Party Congress documents.
Ca Mau Province was established on July 1, 2025, based on the merger of the former Ca Mau and Bac Lieu provinces. It is the southernmost province of Vietnam, bordered by the sea on three sides, with its land area bordering Can Tho City and An Giang Province. The province has a natural area of over 7,900 km2 and a population of approximately 2.6 million people. With the motto: “Unity - Democracy - Responsibility - Breakthrough - Development,” the First Congress of the Ca Mau Provincial Party Committee (2025-2030 term) demonstrates the determination and aspiration to achieve the goal of making Ca Mau a comprehensive and dynamic development center in the southernmost part of the country by 2030, confidently joining the rest of the nation in entering a new era of development.
For the 2025-2030 term, the Ca Mau Provincial Party Committee has set several important targets, including: striving to achieve an average annual growth rate of Gross Regional Domestic Product (GRDP) of 10% or more; GRDP per capita exceeding US$6,000 by 2030; total export turnover of approximately US$17 billion over the five years; a total of approximately 20,000 enterprises by 2030; the development of over 4,200 social housing units over the five years; approximately 80% of the workforce receiving training by 2030; a reduction in the number of poor households (according to the new multidimensional poverty standard) of approximately 1.0-1.5% per year; by 2030, the number of hospital beds per 10,000 people reaching approximately 34.5 beds, and the number of doctors per 10,000 people reaching approximately 14 doctors; and by 2030, approximately 90% of schools at all levels in the province meeting national standards. 100% of schools have access to clean drinking water and standard toilets.
Regarding Party building work, the Congress set the goal that annually over 90% of grassroots Party organizations and Party members would be rated as having completed their tasks well or better; and the annual rate of new Party member recruitment compared to the total number of Party members would reach 3% - 4% or more.
