An important milestone in the comprehensive development of Ca Mau

On the morning of October 17, the 1st Congress of the Ca Mau Provincial Party Committee, term 2025-2030, opened, with the theme: "Promoting the heroic revolutionary tradition and solidarity; building a clean and strong Party and political system; making breakthroughs in science, technology, innovation and digital transformation; taking advantage of opportunities, advantages and potentials of the southernmost province of the Fatherland for comprehensive development; confidently entering a new era with the whole country".

The congress was attended by 450 delegates representing over 82,000 party members, operating at 68 party committees across the province.

Comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee, on behalf of the Politburo, directed the Congress.

The Congress announced the Politburo's Decision to appoint 56 comrades to the Executive Committee, 19 comrades to the Standing Committee, Secretary, Deputy Secretaries of the Provincial Party Committee; 13 comrades to the Inspection Committee, Chairman, Deputy Chairmen of the Inspection Committee of the Ca Mau Provincial Party Committee, term I, 2025 - 2030; 31 official delegates and 2 ex-officio delegates of the Ca Mau Provincial Party Committee to attend the 14th National Congress of the Party.

Comrade Nguyen Ho Hai, Secretary of the Ca Mau Provincial Party Committee for the 2020-2025 term, was appointed to continue holding the position of Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.

Comrade Nguyen Ho Hai was born on October 26, 1977; hometown is Phuoc Vinh An commune, Ho Chi Minh City; professional qualifications: Master of Urban Management, Construction Engineer, Bachelor of Business Administration, Senior Political Theory. He has held many positions in Ho Chi Minh City such as: Deputy Head of Urban Management Department of District 8; Vice Chairman of District 8 People's Committee; Deputy Secretary, Secretary of District 8 Party Committee; Secretary of District 3 Party Committee; Head of the Organization Committee of Ho Chi Minh City Party Committee; Deputy Secretary and Head of the Organization Committee of the City Party Committee; Deputy Secretary of Ho Chi Minh City Party Committee, Standing Deputy Secretary of Ho Chi Minh City Party Committee.

The Politburo also appointed four Deputy Secretaries of the Ca Mau Provincial Party Committee for the 2025-2030 term, including: Comrade Huynh Quoc Viet, alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province; Comrade Pham Van Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ca Mau province; Comrade Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau province; Comrade Ho Thanh Thuy, Deputy Secretary of the Ca Mau Provincial Party Committee.

Speaking at the Congress, comrade Tran Luu Quang, on behalf of the Politburo, highly appreciated the achievements of the Party Committee, government and people of Ca Mau province; emphasizing that after the merger, Ca Mau has many advantages to break through to become a new growth pole in the South of the country.

He suggested that the Party Committee, government and people of Ca Mau province, in the new term, need to pay attention to overcoming existing limitations, especially in connecting traffic infrastructure, digital transformation, etc., thereby proposing appropriate solutions, promoting potentials and advantages to accelerate development. He suggested that Ca Mau province first of all needs to promote the spirit of solidarity to discover and exploit the potentials and strengths of the locality; strengthen cooperation with localities in the country as well as internationally. The province needs to pay attention to better implementing social security programs and taking care of people's health. The Executive Committee of the Ca Mau Provincial Party Committee needs to promote its role as an exemplary, united, creative leader and director to successfully implement the two-level local government model, first of all, to well implement the socio-economic development targets and tasks.

On behalf of the Congress Presidium, Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai respectfully and seriously accepted the profound instructions of comrade Tran Luu Quang; at the same time, he said that the Congress will study and supplement the Resolution of the 1st Congress, term 2025 - 2030 and the Action Program to implement the Resolution of the Congress for implementation. The Secretary of the Ca Mau Provincial Party Committee emphasized that in the coming time, the Party Committee and people of Ca Mau province are looking forward to the Politburo, the Secretariat and comrade Tran Luu Quang continuing to pay more attention, leadership, direction and support so that the province can develop more comprehensively, confidently entering a new era of development with the whole country - the era of national development.

Secretary of the Ca Mau Provincial Party Committee Nguyen Ho Hai emphasized that the 1st Provincial Party Congress, term 2025 - 2030, is a historic event of extremely special significance, an important milestone in the development history of the Provincial Party Committee, opening a new development period, with the aspiration to bring Ca Mau - the southernmost province of the Fatherland to comprehensive development, confidently entering a new era with the whole country. Ca Mau has been identified by the Central Government as "the southernmost province of the Fatherland", the gateway to the sea, with many potentials, distinct advantages and many outstanding opportunities. That context, potentials and advantages have created a new spirit, a new aspiration for Ca Mau to rise strongly, together with the whole country towards the goal of developing a prosperous and happy country.

The Congress focused on two main contents: summarizing and comprehensively evaluating the implementation of the Resolution for the 2020-2025 term of the Provincial Party Committee, determining viewpoints, goals, tasks and solutions for the 2025-2030 term; at the same time reviewing the leadership and direction of the Provincial Party Committee for the 2020-2025 term and contributing opinions to the draft documents of the 14th National Party Congress and the documents of the Provincial Party Congress.

Ca Mau province was established on July 1, 2025 on the basis of merging the two old provinces of Ca Mau and Bac Lieu; it is the southernmost province of the country, with 3 sides bordering the sea, the mainland area borders Can Tho city and An Giang province. The province has a natural area of over 7,900 km2; population of about 2.6 million people. With the motto: "Solidarity - Democracy - Responsibility - Breakthrough - Development", the 1st Congress of the Ca Mau Provincial Party Committee (term 2025 - 2030) expressed the determination and aspiration to rise up, successfully implementing the goal by 2030, Ca Mau becomes a comprehensive and dynamic development center of the southernmost part of the country, confidently entering a new era of development with the whole country.

In the 2025 - 2030 term, the Ca Mau Provincial Party Committee set a number of important targets such as: striving to achieve an average 5-year gross domestic product (GRDP) growth rate of 10% or more; average GRDP per capita by 2030 of over 6,000 USD; total export turnover for 5 years of about 17 billion USD; total number of enterprises by 2030 of about 20,000 enterprises; development of over 4,200 social housing units in 5 years; trained labor by 2030 of about 80%; poor households (according to the new multidimensional poverty standard) reduced by about 1.0 - 1.5%/year; by 2030, the number of hospital beds/10,000 people will reach about 34.5 beds, the number of doctors/10,000 people will reach about 14 doctors; by 2030, schools at all levels meeting national standards in the province will reach about 90%; 100% of schools have clean drinking water systems and standard toilets.

Regarding Party building work, the Congress set an annual target of having over 90% of grassroots Party organizations and Party members classified as having fulfilled their tasks well or better; the annual rate of new Party members admitted to the Party compared to the total number of Party members reaching 3% - 4% or more.
