The announcement stated: Focusing on promoting the development of power sources to ensure energy security and meet the requirements for socio -economic development with double-digit growth in the coming time is extremely necessary and urgent. In addition, implementing the international commitment to reduce net emissions to zero by 2050 requires urgent implementation of the transition to green energy, clean energy, and renewable energy.
In response to that requirement, since the end of 2024, the Politburo , the Central Executive Committee, the Government, and the Prime Minister have given strong directions on continuing to develop nuclear power in Vietnam and restarting the Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects. The Prime Minister directly chaired 02 meetings of the Steering Committee for the construction of nuclear power plants; at the 2nd meeting of the Steering Committee, the Prime Minister assigned ministries and agencies to urgently implement 13 key tasks. The report shows that ministries and agencies have proactively and actively implemented the assigned tasks and achieved specific results: 06 tasks have been completed (47%), 05 tasks are being implemented (38%) and 02 tasks have not been implemented (15%). However, negotiations with partners to cooperate in investing in the construction of nuclear power plants are still slower than required, especially for the Ninh Thuan 2 nuclear power plant project. This is an important task, directly affecting the implementation of subsequent tasks such as submitting for approval of investment policy adjustments, approving investment and organizing project implementation, and is at risk of affecting the goal of completing investment and construction work before December 31, 2030 (at the latest before December 31, 2031) as directed by the Prime Minister.
Nuclear power development needs to meet dual goals.
The Deputy Prime Minister directed: Nuclear power development needs to meet dual goals: both developing new power sources and meeting the requirements of clean energy transition, achieving the goal of net zero emissions by 2050.
However, this is a new field, Vietnam has no experience, so it is necessary to research and learn from other countries, in which it is necessary to pay attention to some specific contents as follows: (1) Continue to focus on researching and learning from other countries' experiences to perfect institutions and legal frameworks to remove obstacles and barriers, creating favorable conditions in the implementation process; (2) Research and exchange with countries with advanced nuclear industries, possessing source technology to update and fully grasp the latest, most modern, best, and safest technologies, creating a basis for proposing and selecting technologies suitable to Vietnam's conditions during negotiations with partners; (3) Training high-quality human resources for the nuclear energy industry is not only the task of the Ministry of Education and Training but also requires the participation of the Ministry of Science and Technology, Vietnam Electricity Group, Vietnam National Industry and Energy Group and support from partners and countries around the world; (4) Focus on technology transfer in construction and operation management, especially in the process of negotiating investment cooperation in construction, to gradually master nuclear power technology.
Focus on solving arising difficulties
With this spirit, the Deputy Prime Minister requested ministries, branches and the People's Committee of Ninh Thuan province to proactively handle within their authority, remove difficulties and obstacles arising related to the state management functions of ministries, branches and localities to promote the implementation of projects. The Ministry of Industry and Trade, the standing agency of the Steering Committee for the construction of nuclear power plants, regularly monitors, synthesizes and promptly reports to the Prime Minister to immediately handle arising issues beyond its authority.
Ministries and agencies, especially the Ministry of Industry and Trade, the Ministry of Finance, the People's Committee of Ninh Thuan province, EVN, and PVN actively carry out assigned tasks in the shortest time, most urgently, and achieve the highest results to ensure the progress of project implementation according to the Prime Minister's requirements.
Establishment of Negotiation Delegation on Investment Cooperation in Construction of Ninh Thuan 1 Nuclear Power Plant
The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Home Affairs to urgently complete the consolidation of the Steering Committee for the construction of the nuclear power plant according to the direction of Deputy Prime Minister Bui Thanh Son in Official Dispatch No. 3659/VPCP-CN dated April 26, 2025 of the Government Office, and report to the Prime Minister before June 25, 2025; urgently coordinate with relevant ministries and agencies to complete the Plan to implement Resolution No. 189/2025/QH15 of the National Assembly on a number of special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project in accordance with the direction of Deputy Prime Minister Bui Thanh Son in Official Dispatch No. 4810/VPCP-CN dated May 31, 2025 of the Government Office, and report to the Prime Minister before June 25, 2025.
At the same time, proactively establish a Negotiation Team on investment cooperation in the construction of Ninh Thuan 1 nuclear power plant according to regulations. If necessary, specify the composition, and study and propose clearly so that relevant ministries and agencies can send people to participate.
Urgently organize negotiations with the Russian side in accordance with the direction of Deputy Prime Minister Bui Thanh Son in Official Dispatch No. 2304/VPCP-QHQT dated May 26, 2025 of the Government Office, clarifying the responsibilities of the parties in ensuring project implementation, ensuring completion in July 2025 to organize the signing of the Agreement between the Government of Vietnam and the Government of the Russian Federation on investment cooperation in the construction of Ninh Thuan 1 nuclear power plant in August 2025.
The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Foreign Affairs, PVN and relevant agencies to discuss and work closely with the Japanese side on the possibility of continuing investment cooperation in the construction of the Ninh Thuan 2 Nuclear Power Project in accordance with the direction of Deputy Prime Minister Bui Thanh Son in Official Dispatch No. 2674/VPCP-QHQT dated June 18, 2025 of the Government Office; report to the Prime Minister on the implementation results in July 2025.
The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Agriculture and Environment and relevant ministries and agencies to study the proposal of the Ninh Thuan Provincial People's Committee in Official Dispatch No. 131/BC-UBND dated May 31, 2025, propose solutions and handling authority according to the direction of the Prime Minister in Official Dispatch No. 5500/VPCP-NN of the Government Office. The Ministries of Finance, Science and Technology, and Agriculture and Environment shall promptly provide written comments on the proposal of the Ninh Thuan Provincial People's Committee in Official Dispatch No. 131/BC-UBND mentioned above to the Ministry of Industry and Trade before June 23, 2025 for synthesis and reporting to the Prime Minister before June 25, 2025.
The Ministry of Industry and Trade coordinates with the Ministry of Finance to study and guide EVN, PVN, and the People's Committee of Ninh Thuan province in completing the dossier for approval of adjustment of the investment policy of the Ninh Thuan nuclear power plant investment project to ensure compliance with relevant legal regulations.
Review and unify regulations on safe distance of residential areas from factory fences
The Deputy Prime Minister also requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Industry and Trade and relevant ministries and agencies to review and unify regulations on safe distances from residential areas from factory fences, ensuring compliance with regulations, and guide the People's Committee of Ninh Thuan province to organize implementation and complete before June 25, 2025.
The Ministry of Science and Technology shall preside over and closely coordinate with the National Assembly's Committee on Science, Technology and Environment and relevant agencies to complete the draft Law on Atomic Energy (amended) and submit it to the 15th National Assembly for approval at the 9th Session; relevant ministries, agencies and the People's Committee of Ninh Thuan province shall urgently review difficulties and obstacles in the implementation of the Law on Atomic Energy and send them to the Ministry of Science and Technology before June 25, 2025 for synthesis and timely completion of the draft Law on Atomic Energy (amended) and submit it to the National Assembly for approval; promptly complete the Report on the assessment of Vietnam's nuclear power infrastructure according to IAEA standards in August 2025.
The Ministry of Finance urgently completes the dossier on capital allocation for Ninh Thuan province from the increased central budget revenue in 2024 to implement the resettlement project for Ninh Thuan nuclear power plants according to the direction of the Prime Minister in Official Dispatch No. 2458/VPCP-KTTH dated June 4, 2025 of the Government Office; report to the Prime Minister before June 30, 2025; urgently coordinate with the State Bank of Vietnam, EVN, PVN and relevant ministries and agencies, proactively organize negotiations with partners on credit provision agreements for projects, clarifying the payment method of each project; report to the Prime Minister on the implementation results in July 2025.
The State Bank of Vietnam presides over and coordinates with the Ministry of Finance, EVN and relevant agencies to work with Russian authorities to resolve payment difficulties during the negotiation of the Vietnam - Russian Federation Intergovernmental Agreement.
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Industry and Trade and relevant agencies to proactively guide the People's Committee of Ninh Thuan province to implement support, compensation, site clearance, and resettlement to implement the construction of nuclear power plants in the province and guide the procedures for strictly managing the Nui Chua World Biosphere Reserve.
Complete site clearance work in 2025
The People's Committee of Ninh Thuan province shall complete the adjustment of the provincial planning and provincial land use planning in accordance with its authority and regulations, as a basis for implementing the resettlement project for the nuclear power plant project; work with the Ministry of Industry and Trade to agree on a solution to the difficulties and obstacles in implementing the resettlement project for the nuclear power plant project stated in Report No. 131/BC-UBND dated May 31, 2025, to be completed before June 23, 2025; report to competent authorities for consideration and decision.
The People's Committee of Ninh Thuan province focuses on implementing well the work of site clearance, compensation, resettlement, and early relocation of households to hand over to investors; continues to review and propose additional funding for implementation (if necessary), ensuring the completion of site clearance work in 2025 in accordance with the direction of the Prime Minister; strengthens inspection and supervision, prevents corruption, negativity, and waste, and ensures that people moving to new residences must have a stable life with the principle of being better than or equal to their old residences.
Vietnam Electricity Group closely coordinates with the Ministry of Industry and Trade and relevant agencies in carefully preparing the negotiation contents (especially technical and technological issues); at the same time, participates in the Negotiation Delegation with the Russian side on investment cooperation in the construction of Ninh Thuan 1 Nuclear Power Plant, ensuring completion in July 2025; closely coordinates with the People's Committee of Ninh Thuan province to do a good job of site clearance and resettlement for the Ninh Thuan 1 Nuclear Power Plant project, quickly stabilizing the livelihoods of families in the new place of residence so as not to affect production, business and the lives of local people.
