In line with the policy of continuing the nuclear power project, on February 27, 2025, the Ninh Thuan Provincial Party Committee issued Resolution No. 34-NQ/TU on strengthening the leadership and guidance of Party committees at all levels in the implementation of the nuclear power plant project. The Standing Committee of the Provincial Party Committee issued Plan No. 369-KH/TU on January 13, 2025, to lead and guide the implementation of the conclusions of General Secretary To Lam during his visit and working session with the Provincial Party Committee; Plan No. 371-KH/TU dated January 31, 2025, on the dissemination and promotion of Resolution No. 57-NQ/TW of the Politburo and Notice No. 113-TB/VPTW of the Central Party Office, aims to implement the plan by clearly defining the viewpoints, objectives, tasks, solutions, and specific assignments for all levels, sectors, and localities, following the principle of "Clear responsibilities, clear tasks, clear timelines, clear results, and no tasks are overlooked," in order to lead, direct, and mobilize the strength of the entire political system in organizing and implementing the nuclear power project in the province.
In addition, the province organized study sessions and disseminated the resolution, plan, and policies for the implementation of the nuclear power project to provincial Party committee members, key leaders of provincial departments, agencies, the Fatherland Front, and mass organizations, as well as leaders of district and city Party committees and subordinate Party committees. It directed the advisory and support agencies of the Provincial Party Committee, district and city Party committees, and subordinate Party committees to organize thorough and effective study, dissemination, and understanding of the resolution to all cadres, Party members, and people of all walks of life. It developed appropriate and effective implementation programs and plans. The Provincial Party Committee directed the Propaganda and Mass Mobilization Department to guide information and communication agencies to regularly publicize the resolution, related policies and guidelines, and the role, significance, and importance of implementing the nuclear power project, and to promptly identify, commend, and replicate successful models and effective practices.
Directing the establishment of the Provincial Steering Committee and its working group to implement the nuclear power project in the province; issuing operational regulations; issuing a plan for implementing tasks within the province's scope and responsibility related to the nuclear power project, especially inventory, land ownership, compensation, land clearance, and resettlement; proposing specific mechanisms and policies, and the need for additional capital from the central budget to implement the province's tasks in the investment and construction of nuclear power plants... aiming to complete land clearance and resettlement for the two nuclear power plants in 2025 and coordinating with central ministries, agencies, and the investor to complete the investment and construction work before December 31, 2030, or at the latest before December 31, 2031, as directed by the central government, to celebrate the 100th anniversary of the founding of the Party and the 85th anniversary of the founding of the nation.
To ensure the effective implementation of nuclear energy development in conjunction with the province's planning, immediately after the decision to continue the Ninh Thuan nuclear power project, the province organized a workshop entitled "Orientation for Socio -Economic Development of Ninh Thuan Province in the period 2025-2030, with a vision to 2035," attended by over 150 delegates, including speakers, experts, scientists, leaders of central research institutes, and leaders from neighboring provinces. The workshop aimed to clarify the basis for inclusion in the documents to be presented at the 15th Provincial Party Congress, term 2025-2030, and to propose adjustments, updates, and additions to the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050, to the central government. Based on the feedback received at the workshop, the province determined that the nuclear power project would become a new growth engine for the economy and increase budget revenue, leading to the updating and adjustment of the provincial planning. Economic targets for the period 2026-2030 according to the nuclear power project implementation scenario, specifically: (1) Average 5-year GRDP growth rate of 18-19%; (2) GRDP per capita at current prices in 2030 reaching 250 million VND; (3) Economic structure: agriculture, forestry and fisheries about 10-11%; industry and construction about 54-55%; service sectors 35-36%; (4) The proportion of total factor productivity (TFP) contributing to GRDP in 2030 reaching 60%; (5) Labor productivity increasing by an average of 15-16% annually; (6) The proportion of marine economy contributing to GRDP in 2030 reaching 49-50%; (7) The proportion of digital economy contributing to GRDP in 2030 reaching 30%; (8) The proportion of urban economy's contribution to GRDP in 2030 will reach 85%; (9) Total social investment capital in the period 2026-2030 will reach 365,000-370,000 billion VND; (10) Budget revenue in the area will reach approximately 16,000-17,000 billion VND by 2030.
At the same time, the province determined that the implementation of the nuclear power project will contribute to the development of industries, construction, services, and marine economy; promote the development of supporting industries such as: high-tech equipment manufacturing, construction materials and renewable energy industry and gradually build Ninh Thuan into: (1) A clean energy and renewable energy center of the whole country; (2) An inter-regional industrial service and renewable energy service center; (3) A green industrial and manufacturing complex, supporting industry; (4) A NetZero green industry center; (5) A semiconductor chip manufacturing center, AI intelligent technology center; (6) A national, regional and world data center according to the directive of General Secretary To Lam in Notice No. 113-TB/VPTW dated December 13, 2024 of the Central Party Office.
Furthermore, the implementation of nuclear power projects contributes to attracting science and research tourism; promotes the development of infrastructure and supporting services; develops high-tech service industries, including training, research, maintenance, and operation of equipment, creating new development opportunities; and develops intra-provincial and inter-regional road infrastructure. Simultaneously, it develops human resources, increases the population (primarily workers, engineers, and experts in the energy sector); and establishes universities, colleges, and vocational training centers to meet the demand for highly skilled labor in the nuclear and supporting industries, contributing to a shift in the occupational structure.
